This paper presents a study of the concepts of transferring computer technology among city governments. A sample of cities from a domestic population and an international population are used as the basis of the research. Contrary to expectation, and for both populations, the survey indicated the level of computer applications transfer among cities was found to be low compared to the amount of total application development. It was determined that an important source of transfer information was from “centers” such as the federal government, vendors, and transfer agencies, rather than city to city. International cities that were studied seem to experience a propensity toward centralized control at the national level. These controls often include the transfer of technical information. Further, the types of transfer may vary widely between the domestic vs the international cities. That is, domestic city transfers tend to be operations-oriented, while transfers from national centers tend to be management oriented. In general the study supported prior conclusions concerning the difficulties of transfer. The problem of mismatch and difficulties in modification make transfers very risky. Even so, there are many persons willing to take the risks in order to try to achieve lower costs and to realize the opportunity to obtain sophisticated applications. 相似文献

Despite data indicating that child maltreatment (CM) in various forms is associated with adult sexual victimization among community women, few studies have explicitly explored how types of CM might relate to prison sexual victimization. Because little is known about how CM might give rise to prison sexual victimization, the present study also examined emotion dysregulation emanating from early abuse experiences as a potential mediator in the link between early CM and inmate-on-inmate prison sexual victimization. Approximately 168 incarcerated women completed self-report inventories assessing various types of childhood maltreatment, emotion dysregulation, and coerced or forced sexual experiences in prison. Nearly 77% of the sample endorsed experiencing at least one form of CM, with 64% of inmates reporting that they experienced two or more forms of CM. Approximately 9% of inmates reported sexual coercion and 22% reported a forced sexual experience in prison. Each form of CM was associated with prison sexual coercion; however, fewer associations emerged between CM and forced prison sexual experiences. Emotion dysregulation was found to mediate links between CM, particularly co-occurring CM, and sexual coercion in prison, but it was unrelated to forced prison sexual experiences. The authors present a cogent and detailed case for altering the Medical Devices Directive to allow regulation of cognitive enhancement devices (CEDs). Protection against significant risk of harm, especially for the vulnerable, and promotion of benefit through informed use of CEDs are all good features of the proposal. However, the pre-market approval process has limitations, which we explore. We raise the possibility of ‘risk compensation’ in response to the introduction of safety measures, which could alter its effectiveness. The proposal alludes to use of ‘formally trained practitioners,’ which provide a further tier of regulation for CEDs within the proposal. We consider some positive and negative implications of this aspect of the proposal that might warrant further consideration. 相似文献

Why are hate crime cases so rarely prosecuted? Most states and the federal government have hate crime laws on their books, yet available data indicate few prosecutions in most jurisdictions. Drawing on case files and interviews with police and prosecutors in one jurisdiction, three institutional impediments to hate crime prosecution are identified: evidentiary inflation, by which law enforcement uses a higher burden of proof than what is required by statute; loose coupling between police departments and prosecutors' offices; and cultural distance between law enforcement and victims. Findings also reveal that advocacy groups and media can successfully increase the visibility of cases and draw the attention of prosecutors. The findings align with aspects of legal endogeneity theory and enhance our understanding of the role of organizations in constructing the meaning of law. The results also help explain why some laws are rarely enforced, even when they have support from key personnel in an organization. 相似文献

Many of the most significant challenges in health care—such as smoking, overeating, and poor adherence to evidence‐based guidelines—will only be resolved if we can influence behavior. The traditional policy tools used when thinking about influencing behavior include legislation, regulation, and information provision. Recently, policy analysts have shown interest in policies that “nudge” people in particular directions, drawing on advances in understanding that behavior is strongly influenced in largely automatic ways by the context within which it is placed. This article considers the theoretical basis for why nudges might work and reviews the evidence in health behavior change. The evidence is structured according to the Mindspace framework for behavior change. The conclusion is that insights from behavioral economics offer powerful policy tools for influencing behavior in health care. Key to the success of peacebuilding and social reconstruction in the former Yugoslavia are the attitudes of these young people. Our goal in this paper is to explore young people’s attitudes about the prospects of reconciliation vis-a-vis those with whom their nations were formerly at war. In particular, we examine three sets of factors. First, we contend that the level of contact among people engendered by the segregated educational systems affects the attitudes of the young about the possibility of reconciliation. We suggest that those who are able to interact more frequently with fellow students from other ethnic groups will be more likely to believe in the possibility of reconciliation. Second, we contend that attitudes of young people about which ethnic groups were responsible for the violence in the former Yugoslavia and the efforts of the international community to bring truth and justice will strongly influence attitudes. AbstractThis article traces Rwanda’s history under German and Belgian colonialism, through independence and genocide to international respectability and membership of the Commonwealth. It examines Rwanda’s impressive contributions to United Nations and African Union peacekeeping forces. There is no single explanation for the magnitude of Rwanda’s contribution. It owes something to Rwanda’s commitment to ‘African solutions for African problems’. Deployment is relatively cheap and allows Rwanda to use its participation for political leverage in international affairs, to attract donors and to benefit financially. AbstractThis article examines the evolution of the El Paso Intelligence Center (EPIC), a key intelligence component of the Drug Enforcement Administration, to shed light on fusion efforts in drug enforcement. Since 1974, EPIC has strived to fuse the resources and capabilities of multiple government agencies to counter drug trafficking and related threats along the Southwest US border. While undergoing a steady growth, the Center has confronted a host of challenges that illuminate the uses and limits of multi-agency endeavors in drug enforcement. An evaluative study of the Center shows that it is well aligned with the federal government priorities in the realm of drug enforcement; however the extent to which the Center’s activities support the government’s efforts in this domain is not so clear. The Center needs to improve the way it reviews its own performance to better adapt and serve its customers. 相似文献
