Abstract

‘Local politics’ has specific features that are conducive to the generation of trust, more so than ‘centralised politics’. Local politics is characterised by processes that occur on a small scale, within institutions that enjoy a certain autonomy, that are imbedded in a social community with which the citizens can identify, and that offer the possibility of more democratic participation. Where is the threshold between local and central politics? Clearly, if a city grows to the size of almost half a million inhabitants, as was the case in the port city of Antwerp, it becomes too large for local politics. It also becomes vulnerable to the lure of political distrust, as was manifested by the amazing rise of the extreme right in the 1990s. At least this was the theory that prompted the political leaders of the city to introduce a certain degree of decentralisation. To a certain extent they were right. Our evidence shows that the district councils generate more trust than the city council. Moreover they generate trust among sections of the population that were and remain distrustful of central politics. Will this capital of local political trust overflow into the trust in the higher authorities? Some of the data point in that direction but they are far from conclusive. Anyway it is too early to tell. The decentralisation reform in Antwerp is an interesting experiment but a very recent one.  相似文献

ABSTRACT

This analysis re-assesses the IMF’s decision to grant debt relief to the DRC in 2010 based on the country’s poverty reduction and growth performance: would the IMF come to the same conclusion given the current knowledge available about the impact of the debt relief process on public governance and service delivery? First, it shows that, whereas the direct resource effect of this aid modality was minimal, the indirect effect was more significant: the conditionalities attached to the process helped to stabilize the economy and increased the overall budget of the Congolese state. This increased resource availability also sustainably percolated to the education sector. Second, however, the impact on social development was minimal: school enrolment increased but was hardly accompanied by extra budget per pupil, whereas more complicated challenges like disparities in access or quality of schooling were left untouched. The government’s strategy was also partly short-circuited by the electoral process.  相似文献

China has recently become the world's largest emitter of carbon and is already facing many harmful effects domestically from climate change. Chinese leaders have therefore made a high-level commitment to curb emissions, as evident in the 2007 National Climate Change Program. However, the government has missed many of its targets, in particular its goal of reducing energy intensity. This essay argues that China is missing its targets because of a number of factors which stem from the fragmented nature of China's authoritarian system. First, environmental policies are too broad and complicated, making it difficult for regulators to enforce the laws. Second, the current incentive structures of promotion and salary cause local officials to give higher priority to economic development than to environmental issues. Third, environmental regulators, such as the judiciary and environmental agencies, remain weak and impeded by enforcement obstacles. While positive changes have occurred, such as the emergence of NGOs and the media as environmental watchdogs and a burgeoning clean technology sector, much remains to be done to improve the long-term viability of climate change policies in China. Based on the preceding analysis, this essay recommends ways by which the government could improve the process of enacting and implementing climate change policies. It also urges the international community to sympathize with the Chinese government and, by leading the way, help the government gain greater compliance with climate change policies.  相似文献

The torture and abuse of detainees at Abu Ghraib prison and at other sites in Iraq, Afghanistan, and Cuba raise disturbing questions that have few, if any, easy answers. Were these intentionally evil acts committed by a few bad apples who took advantage of the power they wielded over the detainees? Or were they cases of administrative evil in which the obvious evil of torture and abuse was masked from the perpetrators, including those who performed subsidiary and supportive functions? The more fundamental question is, are torture and abuse always wrong? How close did the United States come to moral inversion in this case? Judith Shklar’s concept of “putting cruelty first” aids our understanding of this case and points toward a trajectory that could help prevent future moral inversions and administrative evil.  相似文献
