Brazil's South–South development cooperation: Principles and experiences of the domestic bureaucracy

How did Brazilian bureaucrats view President Lula's approach to the provision of development assistance in the context of South–South cooperation (SSC)? How did they see their own bureaucracy's role, as a provider of such assistance? This paper addresses these questions within the broad context of Brazil's development assistance program. The analysis begins with an elaboration of the internal legal and political structure supporting the country's provision of development assistance. Then, it addresses the research questions by drawing on original material obtained from 54 interviews, conducted in Brasilia, with diplomats and public servants from 25 federal ministries and institutions directly involved with implementing technical cooperation agreements. Evidence leads to three main observations: (a) the bureaucracies' limited autonomy vis‐à‐vis the Presidency's command of the Brazilian development assistance program; (b) great convergence in the worldviews and principled values upheld by public servants and diplomats in regard to Brazilian foreign policy; and (c) the existence of interbureaucracy complaints and struggles related to the operational side of agreement implementation. These findings are relevant for understanding the inner workings of Brazilian SSC, as well as in comparison to other national bureaucracies' involvement in the conceptualization and implementation of South–South knowledge transfers. 相似文献

Since the early 1990s, World Bank officials in many countries have pressed their government borrowers to include nongovernmental organizations as development partners. What impact has this new partnership norm had in the bank's borrower countries, and why? This article investigates these questions through longitudinal analysis of three cases: Guatemala, Ecuador, and the Gambia. In their first iteration in the 1990s, these bank-sponsored efforts generally failed to take root; yet by the 2000s, NGOs and state actors were engaged in multiple partnerships. This article suggests that over time, bank officials' repeated efforts to embed these new ideas fostered a social learning process that led NGOs to adopt more strategic partnership practices and government officials to see NGO partners as useful. Several factors may affect this learning process: levels of professionalism and the growth of professional networks, the presence of effective “bridge builders,” and the level of historical conflicts. 相似文献

Willful blindness is not an appropriate substitute for knowledge in crimes that require a mens rea of knowledge because an
actor who contrives his own ignorance is only sometimes as culpable as a knowing actor. This paper begins with the assumption
that the classic willfully blind actor—the drug courier—is culpable. If so, any plausible account of willful blindness must
provide criteria that find this actor culpable. This paper then offers two limiting cases: a criminal defense lawyer defending
a client he suspects of perjury and a pain doctor who suspects his patient may be lying about her pain. The paper argues that
each of these actors is justified in cultivating ignorance about his client’s or patient’s truthfulness. If this is right,
then a good theory of willful blindness must distinguish these cases. The article argues that neither Husak & Callender’s
motivation-based account of willful blindness nor the recklessness account is able to do so. The paper proposes the following
alternative: contrived ignorance constitutes culpable blindness when the decision to remain blind or to cultivate blindness
is not itself justified. This Justification approach meshes with our intuitions about willfully blind drug couriers as well

This article examines how enka evolved from the earlier genre of kayōkyoku, looking at the musical markers of Japaneseness and considering issues of authenticity and originality in those earlier genres. The careers of composers Koga Masao and Hattori Ryōichi and singers Misora Hibari and Kasagi Shizuko show the development of a hybrid style of popular song both before and after the Pacific War, which would by the 1960s evolve into enka. As its core audience has aged, enka has become increasingly rigid and concerned with nostalgia for a ‘pure’ Japanese past, even though the music itself is quite distant from traditional musical forms. Analysis of three movie musicals from the late 1940s and early 1950s, Ginza kankan girl, Carmen comes home and Janken girls, also demonstrates the performance practices of popular music at the time, and the complex relationship between popular music and national identity. 相似文献

Much media interest surrounded a campaign to raise funds to distribute 30,000 Rape-aXe condoms to women during the 2010 FIFA World Cup. The barbed device is worn inside the vagina and attaches to a penis upon penetration. This paper presents an analysis of popular attitudes towards women and rape as identified from comments made upon online news websites and popular blogs in response to this technology. Two over-arching representations emerged; first, that the Rape-aXe would be employed as a weapon for vengeance and deceit, and second, that it was a means of helping women negotiate risk. We argue that such paradoxical representations of women as simultaneously vindictive and vulnerable make problematic the utility of such an anti-rape device. We suggest that the cultural entrenchment of stereotypical and negative attitudes towards women needs to be recognized and counter-acted upon before rape intervention measures, like the Rape-aXe, can have any positive effect. 相似文献
