Abstract: Current profiling of rough diamond source is performed using different physical and/or morphological techniques that require strong knowledge and experience in the field. More recently, chemical impurities have been used to discriminate diamond source and with the advance of laser ablation–inductively coupled plasma–mass spectrometry (LA‐ICP‐MS) empirical profiling of rough diamonds is possible to some extent. In this study, we present a LA‐ICP‐MS methodology that we developed for analyzing ultra‐trace element impurities in rough diamond for origin determination (“profiling”). Diamonds from two sources were analyzed by LA‐ICP‐MS and were statistically classified by accepted methods. For the two diamond populations analyzed in this study, binomial logistic regression produced a better overall correct classification than linear discriminant analysis. The results suggest that an anticipated matrix match reference material would improve the robustness of our methodology for forensic applications.  相似文献

This paper aims to contribute to a better understanding of multilevel governance processes. We do so by focusing on the in-depth examination of the institutional changes recently implemented in the Quebec health care delivery system that require a close collaboration between interdependent actors acting at various levels of governance. Our three research questions are: (1) How does multi-level governance emerge in a pluralist institutuional context? (2) How do multi-level governance processes shape the adaptive capacity of the organization to its environment? (3) How does institutional context influence these multi-governance processes?Our empirical investigation is inspired by the theory of complexity which invites us to pay attention to three processes: self-organization, eco-self organization and co-evolution. This study shows that the effectiveness of multi-level governance processes do not only go through the implementation of instruments aiming at aligning the action of lower government levels with the objectives of the upper levels as suggested by numerous existing works. More precisely, it suggests that more distributed and coordinated processes favor a more homogenous form of adaptation (Miller and Page, 2007) taking into account the interdependence between stakeholders.  相似文献

ABSTRACT

Empirical studies in democracies have revealed some degree of causal relationship between public opinion and foreign policy. A look at the relationship between the evolution of Russian foreign policy priorities, as evidenced in the Foreign Policy Concepts (2000, 2008, 2013 and 2016), and public opinion regarding foreign policy measured from 1997 to 2018 shows significant shifts in perceptions of the nation’s international image. The amity/enmity feelings towards others can be explained as responses to key international events, endorsing the thesis of a rational and reactive public. Overall, public opinion and the official policy line in Russia move in the same direction.  相似文献

Scientific, institutional and personal rivalries between three key centres of geographical research and scholarship (the Academy of Sciences Institute of Geography and the Faculties of Geography at Moscow and Leningrad State Universities) are surveyed for the period from 1945 to the early 1950s. It is argued that the debates and rivalries between members of the three institutions appear to have been motivated by a variety of scientific, ideological, institutional and personal factors, but that genuine scientific disagreements were at least as important as political and ideological factors in influencing the course of the debates and in determining their final outcome.  相似文献

Uncertainty surrounding climate change has encouraged policy makers to engage in flexible and exploratory policies and forms of policy making. The article examines the potential of experimentation in devising coastal adaptation policies, taking into account its political dimensions. We analysed a multi-level experiment, funded by the French Ministry for the Environment from 2012 to 2015, where coastal municipalities volunteered to simulate the implementation of planned retreat as an adaptation strategy. Using insights from discursive institutionalism, we tracked developments throughout the experiment period. We highlight a combined process of governance experiment, allowing social innovation at local and regional scales, and a more strategic tool for the state, governing and steering local coastal policy with new instruments. We shed light on a particular policy entrepreneur (a public organization dealing with coastal management) playing at the intersection of these two forms, and in the interplay of policy scales. Although the experiment contributed to the innovation of legal and economic instruments and produced policy feedbacks in local planning and governance, learning capacities of the multi-scale architecture are still moderate to make planned retreat a reality in the near future. The conclusion considers performative and interpretive effects of policy experiments as further research questions to explore.  相似文献

Conflicts in high‐performance sports (HPS) are typically tense and emotionally charged experiences for the athletes, coaches, and sports organizations involved. Such disputes raise intriguing challenges for the mediators handling them. These disputes typically involve multiple parties who often have intensely competitive personalities negotiating a volatile mix of high‐stakes win/lose issues. Mediators typically confront numerous process challenges and must operate within the rigid policy parameters of the various governing organizations involved. Mediation can successfully manage and resolve these challenging disputes, often in creative ways that repair and preserve the parties’ relationships. To be successful in this environment, however, mediators must adapt to and confront the unique dynamics of sports disputes described here. In this article, I examine multiple case studies of mediations conducted through the Sport Dispute Resolution Centre of Canada (SDRCC) with the goal of identifying successful mediation strategies for HPS disputes. The centre, which has made mediation mandatory for almost all cases, had an overall settlement rate over a twelve‐year period of 46 percent, with rates as high as 94 percent for mediations voluntarily requested by the parties. Mediation has been used only sparingly elsewhere in the world for resolving HPS disputes to date, although, I argue, it is a successful tool that should be increasingly used both nationally and internationally. In recognition of mediation's potential role, the Court of Arbitration for Sport introduced updated mediation rules in 2016 and is moving to increase the use of mediation in international sports disputes.  相似文献
