Abstract: This paper traces the background to the 1979 and 1984 equal opportunity policy statements in the South Australian Department of TAFE. It documents the process of policy development and planning for implementation and, through an examination of the content of each statement, evaluates the intentions of the authors. It concludes that there is little evidence of commitment at political and bureaucratic levels to deal with the issues the policies sought to address. By use of documents produced within the department at the time, the paper traces resistance to external pressures for change and failure to establish a firm and realistic program for policy implementation.  相似文献

Conclusion Research on interpersonal expectancy effects and on the processes of nonverbal communication that often play a role in the mediation of these expectancy effects may prove relevant to a better understanding of the processes and outcomes of negotiation. Psychological researchers who investigate these topics have much to learn about social interaction from social scientists who study negotiation. In return, these psychological researchers can bring some interesting bodies of literature and some interesting research methods to bear on the problems of negotiation research. Productive collaboration seems to be a natural and happy consequence. The implementation of the Surface Mining Control and Reclamation Act (SMCRA) of 1977 in coal producing states is guided by a partial preemption policy approach t h a t establishes a balance between federal and state decision-making authority. The usefulness of this approach is assessed by analyzing state enforcement actions in relation the institutional capacity of states to shoulder regulatory responsibilities and the propensity of the federal Office of Surface Mining (OSM) t o oversee state enforcement actions and, if necessary, to undertake corrective action. Our results indicated that state administration of SMCRA was canstrained by the lack of effective federal oversight but was largely unaffected by interstate differences in political, economic, or administrative characteristics.  相似文献

This article is based upon a factorial design field experiment conducted during the 1980 election campaign. The experiment was conducted to assess whether there is an optimal message strategy available to local party workers in their efforts to inform and persuade voters. The study assesses whether the timing of communications, i.e., near or distant to election day, and the order of message presentation, i.e., whether presenting important information early or late in a communication, have any effects upon voters' information levels and electoral decisions. The analysis supports an interpretation of recency effects, i.e., information presented last in a partisan appeal was more likely to facilitate information and persuasion effects than information positioned first. However, this finding was conditioned upon the timing of message presentation with appeals referencing familiar partisan material only effective near to election day and appeals referencing less familiar and nonpartisan material only effective further from election day.  相似文献

Sharp declines in welfare rolls since the passage of welfare reform legislation have led many to label it a social policy success. Using data from prereform and postreform samples of welfare applicants and recipients, as well as ethnographic data on welfare reform implementation, we examine three hypotheses based on concerns raised during the welfare reform debate about the possible effects of new policies on substance abusers and addicts: First, they would be "scared off," or discouraged from applying to aid by welfare's new requirements surrounding work and treatment. Second, they might be "weeded out," or face discrimination in the application process because of concerns about the difficulty of moving them successfully from welfare to work. Third, they might be "bumped down," or shifted to local aid programs rather than moving from welfare to self-sufficiency. Our empirical analysis finds no evidence of scaring off or weeding out, and some evidence of bumping down. Using ethnographic data, we offer some possible explanations for these findings by placing them in the context of policy change and implementation in the years following welfare reform.  相似文献
