Increased health care fraud and abuse investigations could result in home health agencies, and other targets, becoming politically acceptable casualties of war in the battle to balance the federal budget. To protect themselves, home health agencies would be well advised to conduct internal fraud and abuse audits on an annual basis and to develop corporate compliance plans (see Newsletter, Vol. 9, No. 7, July 1994, at 16, and next month's issue, which will discuss corporate compliance programs as well as the OIG's new voluntary disclosure program). In addition, purchasers of home health agencies should be especially vigilant of fraud and abuse problems during the due diligence phase of the acquisition and, if problems are discovered, should consider whether voluntary disclosure to the OIG and settlement of any resulting claims is an appropriate condition of closing.  相似文献

This article asks whether democratization, under certain historical conditions, may relate to the deteriorating rule of law. Focusing on Mexico City, where police corruption is significant, this study argues that the institutionalized legacies of police power inherited from Mexico's one-party system have severely constrained its newly democratic state's efforts to reform the police. Mexico's democratic transition has created an environment of partisan competition that, combined with decentralization of the state and fragmentation of its coercive and administrative apparatus, exacerbates intrastate and bureaucratic conflicts. These factors prevent the government from reforming the police sufficiently to guarantee public security and earn citizen trust, even as the same factors reduce capacity, legitimacy, and citizen confidence in both the police and the democratically elected state. This article suggests that when democracy serves to undermine rather than strengthen the rule of law, more democracy can actually diminish democracy and its quality.  相似文献

The Covid-19 pandemic has seen most governments worldwide having to think on their feet rather than implementing detailed and well-rehearsed plans. This is notwithstanding the fact that a pandemic was bound to happen, sooner or later (and will happen again). The effectiveness of national responses has varied enormously. Globally, New Zealand has been perceived as setting the gold standard in ‘curve crushing’, and for a short period achieved Covid-free status. For this achievement, much credit is due to the New Zealand government, especially to Prime Minister, Jacinda Ardern. However, post-lockdown the New Zealand government has encountered a number of Covid policy implementation problems (many of which could have been anticipated). Nevertheless, Covid-19 might still turn out to have been a seismic shock to existing policy processes and policy frames (such as austerity). If so, there are grounds for hope that in the future, governments and voters might be less short-term in their outlook. Perhaps anticipatory, rather than reactive policy making, might become more fashionable?  相似文献

This article examines the post-Second World War regionalization and internationalization of public health by focusing on the 1947 cholera epidemic in Egypt. We argue, first, that for the Egyptian medical profession, the epidemic served as an opportunity for both anti-colonial critique and soul-searching and self-criticism: it attested to the poor medical condition of the Egyptian countryside and the work required to ameliorate it. Second, we place the Egyptian epidemic in its regional context. We show how travel restrictions affected the mobility of people and merchandise between Egypt and its neighbours, as newly formed borders were solidified, crossed or transgressed. At the same time, the epidemic served as an opportunity for Arab solidarity. Finally, the since epidemic erupted during the short term of the WHO’s Interim Commission, Egypt served as the WHO’s first testing ground, helping to prove its capability to mobilize medical assistance, disseminate medical alerts and negotiate the abolition of quarantine restrictions. The epidemic, moreover, erupted against the background of renegotiation of international sanitary conventions, which historically placed cholera and the Muslim pilgrimage to the Hejaz at their centre. The source of the epidemic in a British military base and Egypt’s ability to contain the epidemic resonated with on-going debates over international travel restriction, international health policies and local sovereignty. The 1947 cholera epidemic was thus, a defining moment in the emerging relationship between international organizations and the decolonizing world.  相似文献
