Analysis of ecstasy tablets: comparison of reflectance and transmittance near infrared spectroscopy

Calibration models for the quantitation of commonly used ecstasy substances have been developed using near infrared spectroscopy (NIR) in diffuse reflectance and in transmission mode by applying seized ecstasy tablets for model building and validation. The samples contained amphetamine, N-methyl-3,4-methylenedioxy-amphetamine (MDMA) and N-ethyl-3,4-methylenedioxy-amphetamine (MDE) in different concentrations. All tablets were analyzed using high performance liquid chromatography (HPLC) with diode array detection as reference method. We evaluated the performance of each NIR measurement method with regard to its ability to predict the content of each tablet with a low root mean square error of prediction (RMSEP). Best calibration models could be generated by using NIR measurement in transmittance mode with wavelength selection and 1/x-transformation of the raw data. The models build in reflectance mode showed higher RMSEPs using as data pretreatment, wavelength selection, 1/x-transformation and a second order Savitzky-Golay derivative with five point smoothing was applied to obtain the best models. To estimate the influence of inhomogeneities in the illegal tablets, a calibration of the destroyed, i.e. triturated samples was build and compared to the corresponding data of the whole tablets. The calibrations using these homogenized tablets showed lower RMSEPs. We can conclude that NIR analysis of ecstasy tablets in transmission mode is more suitable than measurement in diffuse reflectance to obtain quantification models for their active ingredients with regard to low errors of prediction. Inhomogeneities in the samples are equalized when measuring the tablets as powdered samples.     

Long‐term Geophysical Monitoring of Simulated Clandestine Graves using Electrical and Ground Penetrating Radar Methods: 4–6 Years After Burial

This ongoing monitoring study provides forensic search teams with systematic geophysical data over simulated clandestine graves for comparison to active cases. Simulated “wrapped,” “naked,” and “control” burials were created. Multiple geophysical surveys were collected over 6 years, here showing data from 4 to 6 years after burial. Electrical resistivity (twin electrode and ERI), multifrequency GPR, grave and background soil water were collected. Resistivity surveys revealed that the naked burial had low‐resistivity anomalies up to year four but then difficult to image, whereas the wrapped burial had consistent large high‐resistivity anomalies. GPR 110‐ to 900‐MHz frequency surveys showed that the wrapped burial could be detected throughout, but the naked burial was either not detectable or poorly resolved. 225‐MHz frequency GPR data were optimal. Soil water analyses showed decreasing (years 4 to 5) to background (year 6) conductivity values. Results suggest both resistivity and GPR surveying if burial style unknown, with winter to spring surveys optimal and increasingly important as time increases.

Abstract

This paper compares health policy trends in Indonesia, Malaysia, the Philippines and Thailand with the purpose of drawing usable lessons in reform. The study finds that governments in the region are rapidly privatizing the provision of healthcare at the same time as they are expanding the government's role in financing. The paper argues that expansion of public financing at the same time as private provision is misconceived as the combination would aggravate instances and severity of market failures peculiar to the sector. The dysfunctional trend is particularly evident in Indonesia and the Philippines. In Thailand, in contrast, the expansion of public financing has occurred in the context of a health system dominated by public providers, which has had the effect of restraining healthcare costs. Malaysia occupies a mid position between Indonesia and the Philippines on the one hand and Thailand on the other. All four cases underline the value of state capacity in designing optimal policies and implementing them effectively.

Lobbying in the UK will become less relevant as the EU comes to predominate.
