内蒙古作为西部经济欠发达的民族地区,其事业单位分类改革面临更多复杂的矛盾和问题。本文以内蒙古鄂尔多斯市和包头市为例,比较系统和深入地分析和总结了内蒙古事业单位分类改革中面临的深层次问题及其启示。本文的主要观点是,在深入贯彻党的十七大精神的新形势下推进事业单位分类改革,必须有新的视野和新的思考,尤其要在根本思考的基础上进行总体设计和全面推进。

This article offers a critical examination of Part V of the Education Act 1993, which builds on the quality assurance regime provided for by the Education (Schools) Act 1992. Among its many important provisions are new powers for special measures to be taken in respect of ‘failing’ schools.     

我国公务员培训模式选择的交易成本理论分析

长期以来,我国公务员培训任务是由官方的培训机构承担的,是一种层级制培训模式。20世纪90年代以来,我国公务员培训出现了市场化,存在着三种市场化培训模式:有限市场化、准市场化、完全市场化。本文运用交易成本理论的区别性组合逻辑,在一个培训交易双方博弈的框架内分析了影响培训模式选择的各种因素,并用实地调研的数据检验了这一理论分析。     

从任务型自治到民主合作型治理——基于上海市社区调研的分析

调查发现,国家政权为推动城市基层治理而设定的街政居治的治理格局并没有真正建立起来,相反却呈现出任务型自治的非健康状态。面对任务型自治遗留下来的一系列问题,如何通过强化理性、权利、责任、合作,以实现街居之间的和谐互动、共生双赢,是当前建构城市街居治理体制的现实问题。本文认为,民主合作型治理可以避免街居之间的合作惰性或合作匮乏的困境,是构建合理的街居治理体制的理性选择。     

Compassionate conservatives or conservative compassionates? US political parties and bilateral foreign assistance to Africa

Conventional wisdom about US foreign policy towards Africa contains two popular assumptions. First, Democrats are widely considered the party most inclined to care about Africa and the most willing to spend resources on assistance to the continent. Second, the end of the Cold War was widely thought to have led to a gradual disengagement of the US from Africa and reduced American attention toward the continent. This article analyses data on US foreign assistance flows from 1961?–?2000 and finds that neither of these assumptions is true. Rather, we find that the configuration of party control over Congress and the Presidency matters significantly, with aid to Africa substantially reduced when the two branches are in opposition.     

The Chancellor's forgotten blunder: Konrad Adenauer's foundation for refugees and expellees

Adenauer's major political mistakes towards the end of his political career are fairly well remembered but hardly anyone recalls his disastrous attempt to set up a foundation for refugees and expellees prior to the 1953 general elections. This article explains the reasons for the establishment and its failure but also the reasons why this blunder is hardly remembered anymore although it is a prime example of Adenauer's thinking and realpolitische acting.     

债务危机背景下中国政府会计改革的思考

金融危机的爆发使得各国财务风险加大,债务危机频繁,各国亟需进行深层次的政府会计改革,以应对这种变化。本文对我国现行的预算会计体系进行分析,查找存在的问题并探究其存在的原因,并借鉴美国政府会计改革的经验,结合我国国情,提出我国政府会计改革的建议。     

东亚结构变迁与中日关系:权力转移理论视角

本文对权力转移理论加以扩展,区分实力与政治权力,并探讨了全球层级体系和区域层级体系并存的情形。借助这一扩展的权力转移理论框架,本文分析了20世纪80年代以来东亚的实力格局和政治权力结构的变迁,中日对东亚政治权力格局态度的变迁,以及前两项对中日关系和东亚区域稳定的影响,并讨论了美国面对中国崛起而采取的对日战略。本文认为,中国崛起所导致的中日两国间的权力转移有利于东亚稳定,但冷战结束以来日本对东亚区域层级体系的态度逐渐由满意转变为不满意,给东亚稳定带来不确定性。本文指出,中国在全面推进与日本的战略互惠关系时,不应在日本"入常"、领土主权等争议上轻易妥协,而应承担起东亚领导者的角色,同时尽可能避免在美国的认知中成为挑战者。     

Mobility of Sex Workers in European Cities

This article focuses on mobility as a crucial aspect of prostitution and human trafficking. I distinguish between horizontal (geographical) and vertical (organizational) mobility to analyze the context in which women, their families, agents, and other actors decide to move from one place to another in the framework of sex-work activities. Data used in this article derive from the ongoing research on human trafficking and prostitution in western and eastern Europe. This research is carried out through participant observation among migrant prostitutes and through interviews and content analysis of media reports in several countries.
