The paper considers how planning as a political activity is underpinned by concepts of justice and how professional practitioners are consistently faced with making ethical choices in the public interest. The key objective is therefore to identify the centrality of ethics in praxis. In this context, political liberal theory is empirically useful in exploring both the role of participants and the processes employed in strategic planning. A case study analysis generates key issues which are relevant to planning in the wider arena and an extensive series of interviews provides interesting insights into the dynamic between those involved and the effectiveness of procedures followed. 相似文献

Objectives
This paper reports an evaluation of a police-led target-hardening crime prevention strategy inspired by research concerned with space–time patterns of burglary.Methods
A total of 46 neighbourhoods in the West Midlands (UK) were randomly allocated to treatment and control conditions. Within treatment areas, resources were delivered to recent burglary victims and their close neighbours. Resources included inexpensive target-hardening measures as well as the delivery of dedicated police advice. The evaluation consisted of both a resident survey and a statistical outcome analysis.Results
Results suggested that residents in treatment groups were slightly more satisfied with the police and more likely to have been contacted by the police concerning burglaries. Although they had more awareness of burglary, their fear of crime was not heightened. Statistical analysis suggested a very modest positive effect of intervention on crime and rates of re-victimisation. In particular, a survival analysis revealed that homes in low-crime treatment areas were less likely to be re-victimised than were those in similar control areas. Effects were more evident in low- than high-crime areas.Conclusions
Results suggest that a low-intensity target-hardening intervention which adopted a near-repeat victimisation targeting strategy had a modest positive effect on residential burglary without increasing residents’ fear of crime.113.

This paper explores the growing dialogue between law and ecology, and asks if there is a promising space for the development of animal law in this growing dialogue. Specifically it sets up two meetings and dialogues between ecology and law, one with law prevailing, and one with ecology prevailing, The article pursues the later meeting of ecology and law through introducing and then compiling four prominent groupings in the ecology prevailing dialogue between ecology and law (Ecosystemic Law; Earth Jurisprudence; Resilience Theory; approaches embracing philosophical complexity theory). The article argues that in this dialogue that ecologically informed approaches develop a fundamental critique of orthodox legality, and that ecologically informed approaches consequently assume the problematic of legality, and that in so doing ecology and legality are each transformed. What emerges from these transformations is an ecological jurisprudence, and ideas of Emergent Law, Adaptive Law, and Ecolaw. In the final two sections the article turns directly to the place of the animal in the ecology prevailing dialogue between ecology and law. The article argues that in this dialogue affective assemblage theory has developed as a pre-prepared place for the animal as an affective body in complex social–ecological affective assemblages. The conclusion briefly draws out some of the implications for animal law and animal lawyers in taking up the conclusions from the ecology prevailing dialogue between law and ecology. The political and constitutional impact of the early twentieth-century British women's suffrage movement has been the subject of extensive research since the advent of second-wave feminism, yet the broader cultural impact of the movement remains a developing scholarly area. Murray examines the role of the Woman's Press, the publishing house established in 1907 as a strategic component of the Pankhursts' influential Women's Social and Political Union. The press is located within multiple and interpenetrative analytical contexts: examined in turn are its role in the various power struggles of the WSPU and the broader British suffrage movement; its significance as an independent means of cultural production around the contested site of the suffragette; and its ambiguity as a feminist publishing house run by male pro-suffragist and lobbyist, Frederick Pethick Lawrence. The Woman's Press and its central London retail outlet figured prominently in WSPU administration as a material concern-as literature packing department, revenue raiser and recruiting centre. Yet, symbolically, the Woman's Press was also integral to the campaigning of the WSPU to an extent that has generally remained under-examined. As an independent publishing house the press constituted a vital conduit guaranteeing the entry of suffrage arguments into public discourse, and a crucial tool for appropriating and refashioning the contested image of the suffragette in the wider politico-cultural landscape of the day. Acknowledging the significance of the Woman's Press provides both a necessary historical context for the post-1970 feminist press boom, as well as a counterpoint to the ongoing political-financial conundrums that beset its modern descendents. 相似文献

Abstract: Policy and policy development have received considerable attention in Australia over the last decade or more. This attention has resulted in many recommendations on policy in the series of major public service inquiries of the 1970s, in a number of books and journal articles on varied aspects of public policy, and in the considerable strengthening of the policy development capacities of many government agencies. This attention has to date been inadequate, because it has in almost all cases concentrated on the questions of where within the bureaucratic structure policy development should occur and what procedural mechanisms are needed to allow ministers or cabinet to choose between alternative policies and to facilitate the coordination of policies. These questions are of course important, but questions of how a well-considered policy option that can be considered by a cabinet or a minister is actually developed appear to have been almost totally ignored. In the public service inquiries, in the published literature, and in public accounts of the work of policy units, there appears to be virtually no analysis of the process of policy development. There is little or no discussion of how the standard formal models of policy development match or fail to match the techniques used in Australia, and although there have been many individual case studies of policy issues, there are no comparative case studies from which general observations might be drawn. Lastly, there are very few positive suggestions as to how policy development in Australia could be improved. Overcoming these inadequacies provides a major challenge to Australian policy workers. 相似文献
