Any consideration of classifying the relationship between the European Union (EU) and Australia as a strategic partnership would not have entered the lexicon of either partner in past decades. This article traces the development and maturing of this relationship from decades of tension and recrimination to mutual understanding and engagement on issues of common interest. It illustrates that although the relationship cannot be regarded as a strategic partnership, there is evidence of increasing common ground as the two interlocutors are no longer worlds apart. There is less perception of the tyranny of distance and the burden of memory. The relationship may not be a strategic partnership, but it is a partnership that has elements that are comprehensive, reciprocal, empathetic, long-term oriented, regional and global. 相似文献

In this paper we examine the processes and participants in urban regeneration with a view to identifying the nature of collaborative decision making in a particular policy arena. Recognizing that the environment in which public managers operate is a complex nexus of agency, structure, environment, and feedback processes, we apply a complex adaptive systems (CAS) framework comprised of agents, rules, outcomes, decision factors, and processes within the public policy arena—in this case urban regeneration in Ireland—in order to explore collaborative decision making in the public domain. The CAS framework draws particular attention to self-organizing features of the system under study and to the emergence of agents, order (“rules”), and outcomes. Using this framework, we found that three of the six urban regeneration projects (“systems”) in our study featured the emergence of project specific agents as important facilitators of collaborative decision making and as key contributors to the expansion of system scope. 相似文献

The authors present a methodological review of empirical program evaluation research in the area of intimate partner violence prevention. The authors adapted and utilized criterion-based rating forms to standardize the evaluation of the methodological strengths and weaknesses of each study. The findings indicate that the limited amount of empirical research related to intimate partner violence prevention demonstrates some consistent methodological strengths and limitations. This study examined whether depression and social support mediated the relationship between intimate partner violence (IPV) and parenting practices. Participants were 1,057 female primary caregiver-young adolescent pairs. (Sample included greater than 90?% biological mothers; hereafter, female primary caregivers are referred to as mother.) Findings indicated that IPV was associated positively with mothers’ use of physical punishment and negatively with mothers’ involvement in their children’s education. Although depression and social support were not found to mediate the relationship between IPV and parenting practices, study findings suggest that IPV directly and negatively impacted mothers’ parenting practices. In sum, findings point to the important role that IPV may play in explaining parenting practices for mothers living in high-risk urban environments. 相似文献

It pulls together data on Aboriginal enrolment, political awareness and party support, particularly in the Northern Territory. This article is concerned with the accountability of the civil advocate for results obtained for a client. It distinguishes the criminal trial by arguing that for effective implementation the adversary system, as it is commonly understood, requires that the professional advocates be equally competent and equally adversary and that because it does not meet these criteria, the criminal trial cannot be looked to as a model either of the adversary system or of the behavior of advocates in the civil trial. Rules of behavior for the civil litigator should be drawn with the primary objective of ascertaining truth. Moreover, the civil litigator cannot claim immunity from moral accountability by reference to the lawyer's role; he or she is personally accountable for an immoral result obtained for a client. Seeking to avoid this accountability all lawyers might reject an immoral but lawful cause, so that persons with such causes would be deprived of professional representation. The conflict between the lawyer's personal morality and the social value of professional assistance is resolved by reference to a formula for assigning counsel similar to those in Mathews v. Eldridge and Lassiter v. Department of Social Services. The author analyzes the moral dilemma of a lawyer who is so assigned and proposes a solution. 相似文献
