NASA Technology Utilization Program: A concept paper on options

The NASA Technology Transfer Program has taken on a variety of roles during the past twenty years. This paper briefly reviews these roles. It presents then several organized approaches that could be adopted to maximize the cost/benefit of technology transfer from NASA to the private sector.     

STRATEGIC PLANNING AND ENTERPRISE ZONES

State policy makers are concerned about costs of past policies whose benefits are often difficult to determine. Some have recommended a strategic approach to state economic policy making in order to eliminate ad hoc incentives. Lessons derived from the literature on state enterprise zones are used to assess the 1993 Federal Empowerment Zone and Enterprise Community initiative. States can expand policy alternatives by fostering the growth of a marketplace of economic development ideas at the local level. Strategic plans should focus on development of competing, bottom-up solutions, rather than packages of specific incentives.     

Not again! Public perception,regulation, and nanotechnology

It is often argued that immediate government action regarding nanotechnology is needed to ensure that public opinion does not mistakenly view nanotechnology as dangerous, to restore public trust in government, and to increase the legitimacy of government action through increased public participation. This article questions whether governments can achieve these goals. As the world lurches toward regulation of nanotechnology, we should ask Why the rush? Can anticipatory action, perceived as the government doing something, fulfill the competing hopes to “restore trust,”“pave the way” for nanotechnology, “increase awareness,” and “satisfy democratic notions of accountability”? Or is government action more likely to increase existing divisions over nanotechnology's future?     

Linking Social Anxiety and Adolescent Romantic Relationship Functioning: Indirect Effects and the Importance of Peers

Peer relationships undergo dramatic shifts in form and function during adolescence, at the same time the incidence of socially evaluative fears sharply rises. Despite well-established links between social anxiety and broader interpersonal functioning, there is a dearth of research evaluating the impact of social anxiety on functioning in close relationships during this developmental stage. The present study examines the impact of social anxiety on functioning in close friendships and romantic relationships during adolescence. From a developmental psychopathology perspective, it was expected that social anxiety would influence functioning (quality, length, satisfaction) in romantic relationships through its influence on functioning in same- and other-sex friendships. Participants included 314 adolescents (60.5 % female, 14–19 years of age) with a prior or current history of romantic relationship involvement. Structural equation modeling was used to test a mediation model positing an indirect pathway from social anxiety to romantic relationship functioning through functioning in close same- and other-sex friendships. Given known gender differences in social anxiety and relationship functioning, gender also was explored as a potential moderator. Results supported the hypothesized indirect pathway whereby social anxiety was associated with impairment in same-sex friendships; functioning in same-sex friendships was associated with functioning in other-sex friendships, which was associated, in turn, with functioning in romantic relationships. While the hypothesized indirect pathway was significant among both boys and girls, there was greater continuity of functioning between same- and other-sex friendships for girls. These findings highlight the importance of examining the multiple downstream effects of social anxiety on perceived social functioning in adolescence, and suggest that continuity may exist for maladaptive patterns of socialization, particularly across developmentally salient close relationships.     

Battered Women’s Experiences of the Criminal Justice System: Decentring the Law

This article takes up Smart??s suggestion to examine the way the law works in practice. It explores the context of current criminal prosecutions of domestic violence offences in Queensland, Australia. This article argues that legal method is applied outside the higher courts or ??judge-oriented?? practice and that the obstacles inherent to legal method can be identified in the practices of police, lower court staff, magistrates and lawyers. This article suggests that it may be difficult to deconstruct legal method, even by focussing on law in practice, and as a result it may be difficult to successfully challenge law??s truth claims in this way. The analysis of criminal prosecutions of domestic violence offences reported here supports Smart??s earlier findings that women and children who seek redress through the criminal justice process find the process at best ambivalent and at worst, destructive. However, the article also shows how, in the Queensland context, women sometimes find their way to feminism and personal empowerment by going to law.     

Why Abyei Matters: The Breaking Point of Sudan's Comprehensive Peace Agreement?

The Abyei Area, straddling the North–South border of Sudan,was the subject of a separate protocol in the ComprehensivePeace Agreement signed between the Sudan government and theSudan People's Liberation Movement in January 2005. One provisionof that protocol was the establishment of a boundaries commissionto define the territory to be included in the special administrationof the area. The commission's decision was to be implemented‘with immediate effect’ on the submission of itsreport in July 2005, but implementation has been blocked bythe National Congress Party, which still controls the centralgovernment in Sudan. The conduct of war in Abyei establishedmany precedents for the conduct of war in Darfur in the useof tribal militias and the forcible displacement of non-Arabpeoples. The failure to implement the Abyei Protocol has implicationsnot only for determining the North–South border (as stipulatedby the CPA), but for the implementation of any Darfur peaceagreement. Douglas H. Johnson (douglas{at}wendoug.free-online.co.uk) was aresource person at the first session of negotiations on theThree Areas at Karen, Kenya, in January 2003 and subsequentlyserved as an international expert on the Abyei Boundaries Commission.He has recently advised the Government of South Sudan on theNorth–South boundary issue.     

Social Influences on Online Political Information Search and Evaluation

Americans are turning to the Internet to learn about politics in greater and greater numbers. Under the current “Web 2.0” paradigm in which users are encouraged to interact with online content, voters encountering political information on the Internet are typically exposed to more than just the news; online information is often colored by the reactions of previous readers, whether in the form of displayed comments or in readily apparent tallies of the number of “likes” or “shares” a particular item has received. In this paper we consider the effect these social cues have on online political information search and evaluation. Using processing-tracing software to monitor the patterns of information search and evaluation among our subjects, we find that social cues can function as a heuristic, allowing voters to reach judgments similar to those of their more informed counterparts. However, we also find that negative cues can adversely influence candidate evaluation, making subjects less disposed to a candidate than they would be in the absence of such signals.     

Recovering,Restoring, and Renewing the Foundations of American Public Administration: The Contributions of Herbert J. Storing

Public administration continues to face an identity crisis that turns on the question of whether the animating principles of the discipline are to be discovered in the political foundations of a given regime, or whether they are to be found in more universal and transcendent principles of scientific management. Herbert J. Storing reframed the identity crisis as a problem arising from America’s constitutional system of governance. In doing so, he created an important role for public administration in democratic governance. This role took the form of “closet statesmanship” and, in practice, requires the exercise of prudential judgment that looks more like judicial decision making than scientific management. In summarizing Storing’s writings, the authors convincingly argue that he has much to teach us about the ongoing debate regarding the role of the bureaucracy within America’s 87,576 systems of government.
