The Government Accountability Office believes the answer to the U.S. Defense Department’s persistent management problems is to be found in the creation of a new position, chief management officer, to oversee defense business transformation. The recommendation for this position is reviewed and used to raise questions and spur inquiry in the areas of evidence‐based reform, the relationship between policy and administration, auditor overreach, and sustaining reforms through transition. The latter portion is expanded in this time of transition, and recommendations are made to the new administration to develop a management agenda, to the defense career executives to facilitate the transition, and to the next comptroller general to consider how the Government Accountability Office’s varied roles produce outputs that align with the desired outcomes in both the policy and administration domains.  相似文献

Extracurricular clubs are widely believed to be an important part of education in Japan, and Japanese students devote an enormous amount of time and energy to them. Until recently, however, there has been very little research examining either the content or the outcomes of participation in such clubs. In this paper, based on a nationally representative survey of Japanese high school seniors (n = 3753) we examine the relationship between participating in extracurricular clubs and Japanese students' self-concepts. Our findings demonstrate that students who join extracurricular clubs have more positive self-concepts than those who do not join clubs, and students in sports clubs have higher self-concepts than students in non-sports clubs. This paper, therefore, offers important data for scholars interested in non-academic aspects of Japanese education in general, and demonstrates the impact that extracurricular activities have on Japanese students' self-concepts in particular.  相似文献

Climate change research relating to “co‐benefits” suggests that the facilitation of social‐welfare outcomes through environmental policy offers a powerful means of incentivising climate change action. Concerns about social‐welfare, however, are often used to undermine climate change policies, typically through political claims that low‐to‐middle‐income households should not shoulder the costs of greater policy alignment between social and environmental objectives. Integrating the social into the environmental can therefore, on the one hand, lead to “co‐benefits” as each agenda promotes the other in political discourse, or alternatively to collateral damage if the policy objectives are framed as incompatible. This article explores both scenarios through two case studies of energy policy in Australia. The findings show that social‐welfare concerns can be a powerful discursive tool with the potential to facilitate political consensus, but also that this potential is not being fully realised, primarily because environmental concerns suffer when attempts are made to integrate the two areas discursively.  相似文献

New institutions generally face many challenges that can inhibit their ability to succeed. The institutionalist literature can serve as a guide, informing important actors of the challenges they are likely to face when founding a new institution. We examine the Punjab Revenue Authority (PRA) in Pakistan to assess the extent to which the challenges posited by the various streams of institutionalism surfaced as real problems that leaders in Punjab Province had to deal with when establishing the PRA. We found that rational choice institutionalism, historical institutionalism, and sociological institutionalism all identified problems that the PRA had to address. We conclude that the PRA's early successes are a function of its ability to navigate these challenges effectively.  相似文献

In this paper an attempt has been made to analyze some of the major features of the interest‐rates in the Indian rural money market. Such a market is distinguished by its duality, with the unorganised sector largely dominating the supply of funds even today. Rural interest‐rates are largely explained by risk and uncertainty rather than by the monopoly power of the moneylenders, though monopoly profit may have existed in some cases. A theoretical model is then constructed and statistical tests show positive correlation between farmers’ income and repayments and negative correlation between the interest‐rate, on the one hand, and income, repayments and monetization on the other. Thus, a rise in farm incomes may reduce the risk premium and, therefore, rural interest‐rates. Further econometric study revealed that the bank rate is more likely to be the leader than the follower of the bazaar rate.  相似文献

We study the relationship between school characteristics andhousing prices in Mecklenburg County, North Carolina, between1994 and 2001. During this period, the school district was operatingunder a court-imposed desegregation order and drew school boundariesso that students living in the same neighborhoods were oftensent to very different schools in terms of racial mix and averagetest scores of the students. We use differences in housing pricesalong assignment zone boundaries to disentangle the effect ofschools and other neighborhood characteristics. We find systematicdifferences in house prices along school boundaries althoughthe impact of schools is only one-quarter as large as the naivecross-sectional estimates would imply. Part of the impact ofschool assignments is mediated by differences in the characteristicsof the population and the quality of the housing stock thathave arisen on either side of the school assignment boundary.  相似文献

A simple ``Bread and Peace'' model shows that aggregate votes forPresident in postwar elections were determined entirely byweighted-average growth of real disposable personal income percapita during the incumbent party's term and the cumulativenumbers of American military personnel killed in action as aresult of U.S. intervention in the Korean and Vietnamese civilwars. The model is subjected to robustness tests against twenty-two variations in functional form inspired by the extensiveliterature on presidential voting.
