This case study reviews the enactment and implementation of the National Security Personnel System (NSPS) in the U.S. Department of Defense. Proponents of reform seized the opportunity to enact reform in the aftermath of 9/11, basing their arguments on national security concerns. However, the policy‐making process did not produce a consensus for reform among key stakeholders in the personnel management policy community. Instead, the NSPS angered and alienated the Office of Personnel Management, the public employee unions, and a number of congressional Democrats. Implementation of the NSPS became problematic as Defense Department officials attempted to move quickly and independently to get the new system online, eventually forcing the department to put the system on hold. In the end, Congress imposed limits on its implementation, advocates for the system disappeared, and a new president supported the repeal of NSPS. This case provides useful insights into the formulation of future strategies for personnel management reform. 相似文献

In China, entrepreneurs hailing from ethnic Chinese transnational technology networks have linked up with global capital to create hybrid firms that combine relatively efficient foreign financing with a strategic commitment to intensive utilisation of domestic resources to create their core corporate competencies. This article refers to these firms as global hybrid firms and to development driven by these firms as hybrid-led development. Hybrids, given their generally small scale and scope, work best in sectors exhibiting disaggregated value chains, fast clockspeeds and high technology-intensity. Patent data demonstrates that hybrids outperform other firms generally and especially in sectors exhibiting these three characteristics. 相似文献

The purpose of this study was to identify determinants of personal income taxes in Barbados and, using the Engle-Granger two-step procedures with annual data from 1976 to 2008, ascertain how these variables would impact on the dependent variable in the long and short run. The study showed that in the long run, the variables that would impact upon personal income tax receipts were marginal tax rate, real per capita income, and the rate of unemployment, while in the short run, personal income taxes were affected by current real per capita income in addition to lagged values of real per capita income, the marginal tax rate, and the rate of unemployment, respectively. 相似文献

Government agencies in many nations, including local school districts in the United States, are under pressure to shift to an outcome-based approach to accountability. While the implications of such systems are widely debated, the use of performance measures within local school districts for budgetary decision-making has received relatively little attention. This study of school business officials finds that mandated performance measures, specifically standardized test scores, are important factors in budgetary decision-making but less influential than other factors. Variables that help explain the influence of mandated performance measures include district performance, socio-economic status, and the importance of community involvement in decision-making. 相似文献

The Government Accountability Office believes the answer to the U.S. Defense Department’s persistent management problems is to be found in the creation of a new position, chief management officer, to oversee defense business transformation. The recommendation for this position is reviewed and used to raise questions and spur inquiry in the areas of evidence‐based reform, the relationship between policy and administration, auditor overreach, and sustaining reforms through transition. The latter portion is expanded in this time of transition, and recommendations are made to the new administration to develop a management agenda, to the defense career executives to facilitate the transition, and to the next comptroller general to consider how the Government Accountability Office’s varied roles produce outputs that align with the desired outcomes in both the policy and administration domains. 相似文献

Abstract One of the contemporary arguments made in support of fielding revolutionary military technologies is that technological dominance not only decides the outcome of major wars, but enhances a nation's coercive power in dealing with low-end threats. Currently, a new generation of technophiles claims that unmanned and robotic systems are revolutionizing warfare, increasing the ability of advanced states to coerce states and societies that lag behind. Yet historically, technological dominance at the tactical level has a mixed record when projected into the diplomatic realm. The article analyzes the effectiveness of low-risk, over the horizon coercion from an historical viewpoint, assessing the effectiveness of gunboat diplomacy, air policing, and the ‘Tomahawk diplomacy’ of the 1990s. The author claims that the historical record indicates that gunboat diplomacy, air policing, and over the horizon coercion is more problematic than commonly portrayed, with the boundaries between coercive diplomacy and savage small wars both porous and slippery. 相似文献

Accusations of failure by elements of the US intelligence community (IC) have followed in the wake of nearly every war and terrorist bombing since Japan's successful strike on Pearl Harbor in 1941. This article will illustrate how some problems that exist inside the ‘intelligence-policy nexus’ are beyond the control of the IC. By investigating the dynamics and tensions that exist between producers of intelligence (the IC) and the consumers of those products (policy-makers), we review three different types of alleged failure. First, by revisiting the Chinese intervention in Korea, we show that a rarely listed case in the literature is in fact a classic example of producer-based failure generated from within the IC. However, in our study of the Tet Offensive during the Vietnam War (1968), we show that the alleged intelligence failure by producers should be more accurately described as a ‘failure of intelligence’ by consumers. Third, by revisiting the Soviet invasion of Afghanistan (1979), we conclude that there existed neither a producer nor a consumer failure. Over 1500 population database samples comprising African Americans, Caucasians, Hispanics, Native Americans, Chamorros and Filipinos were typed using the PowerPlex 16 and the Profiler Plus/COfiler kits. Except for the D8S1179 locus in Chamorros and Filipinos from Guam, there were eight examples in which a typing difference due to allele dropout was observed. At the D8S1179 locus in the population samples from Guam, there were 13 examples of allele dropout observed when using the Profiler Plus kit. The data support that the primers used in the PowerPlex 16, Profiler Plus, and COfiler kits are reliable for typing reference samples that are for use in CODIS. In addition, allele frequency databases have been established for the STR loci Penta D and Penta E. Both loci are highly polymorphic. 相似文献
