The traditional debate about local government and local democracy has focused almost exclusively upon elected local authorities. The advent of local governance (the division of decision‐making authority and service provision between local authorities and a range of non‐elected organizations) necessitates a move away from this obsession with elections. It requires an evaluation of the diversity of local organizations; the elected element is but one part of a complex mosaic of bodies operating locally. Partnerships, networks and contracts have become integral features of the local political scene. Studies of local democracy can no longer simply dismiss the non‐elected elements as non‐democratic and unaccountable; their diverse patterns of accountability require scrutiny not blanket dismissal. This article explores contemporary local democracy in Britain and argues that the complexities of governance necessitate a re‐casting of British local democracy and its limits.  相似文献

Research Summary Unsupervised after‐school time for adolescents is a concern for parents and policymakers alike. Evidence linking unsupervised adolescent socializing to problem behavior outcomes heightens this concern among criminologists. Routine activities theory suggests that, when youth peer groups congregate away from adult authority, both opportunity for and motivation to engage in deviant acts increase. After‐school programs are a possible solution to unsupervised teen socializing during afternoon hours and are much in demand. However, empirical research has yet to test the relationship between the availability of after‐school programs and youth routine activities. This study presents evidence from a multisite, randomized, controlled trial of an after‐school program for middle‐school students in an urban school district. Policy Implications Youth in the treatment group engaged in less unsupervised socializing after school than youth in the control group but not as much less as would be expected if the after‐school program was providing consistent supervision to youth who would otherwise be unsupervised. Additional analyses examined why the influence of the after‐school program was not more pronounced. We found that, although program attendance was related to decreases in unsupervised socializing, the program did not attract many delinquency‐prone youths who were unsupervised, which suggests that the students most in need of the program did not benefit. Furthermore, data obtained from a mid‐year activity survey revealed that youth in the study were highly engaged in a variety of after‐school activities. The addition of the after‐school program into the mixture of available activities had little effect on the frequency with which students participated in organized activities after school.  相似文献

The increased burden placed upon the UN Security Council in the post-Cold War era in respect of its discharge of its primary responsibility for the maintenance of international peace and security has fuelled calls for the greater use of regional arrangements as agents of the Council, to relieve its burden. However, the various agendas and capabilities of different arrangements make it difficult to adopt a uniform template of the role which regional arrangements can play as conductors of peace support operations authorised by the Security Council. This article attempts to provide a framework against which the potential role of different arrangements as viable agents to which the Security Council can entrust military enforcement operations, before going on to assess how selected African and European organisations fare against this framework. It will be demonstrated that when assessed against this framework, the organisations selected for comparison are remarkably similar.

Previous attempts to sex juvenile skeletons have focused on the application of qualitative or semi-quantitative techniques. This study applies a variety of geometric morphometric methods, including eigenshape analysis, to this problem. Six metric criteria for the ilia were tested with the aim of investigating previous ideas concerning sexually diagnostic characters. This study uses 25 ilia from juveniles of known age and sex from Christ Church, Spitalfields, London. Ninety-six percent of juvenile ilia were correctly identified as male or female using the shape of the greater sciatic notch. Identification accuracy is shown to improve with age for several criteria. Males were identified to a higher accuracy than females. Application of geometric techniques improves the understanding of the relationship between age, sex, and shape and the clarity with which these relationships can be quantified. Archaeological and forensic relevance of the results are discussed with recommendations for future application.  相似文献

Teen Court (TC) is a juvenile diversion program designed to prevent the formal processing of first-time juvenile offenders within the juvenile justice system. TC instead utilizes informal processing and sanctions in order to prevent future offending. Despite its widespread popularity throughout the United States of America, little rigorous research has been conducted on the effectiveness of the TC model for reducing recidivism. Using an experimental design, this study examined the effectiveness of TC in reducing recidivism and improving the attitudes and opinions of juvenile offenders in comparison with a control group of youth who were formally processed. Self-reported delinquency was higher for those youth who participated in TC. TC youth were also found to have significantly lower scores on a scale of belief in conventional rules than had youth who were processed in the Department of Juveniles Services. Implications of these findings are discussed.

Her research interests include juvenile delinquency and delinquency prevention. Currently, Stickle is examining the effects of co-offending on trajectories of offending and is investigating the risk factors associated with weapon carrying in schools. Nadine M. Connell   is an assistant professor at Rowan University in the Department of Law and Justice Studies. Her research interests include program and policy evaluation, the social dynamics of group behavior, and capital punishment. Connell has worked with the Capital Jury Project as well as several juvenile delinquency prevention initiatives. She is currently involved in an evaluation of the efficacy of school based programs on student bullying and adolescent ATOD use in the state of New Jersey. Denise M. Wilson   is a Ph.D. graduate student at the University of Maryland Department of Criminology and Criminal Justice. Her research interests include juvenile delinquency, prevention and corrections. She is currently working on data analysis of a randomized experiment testing the effects of after-school programs on adolescent development. Denise C. Gottfredson   is a professor at the University of Maryland Department of Criminal Justice and Criminology. Her research interests include delinquency and delinquency prevention, and particularly the effects of school environments on youth behavior. Gottfredson has conducted randomized experiments to test the effectiveness of the Baltimore City Drug Treatment Court, the Strengthening Families Program, and is currently directing a randomized trial of the effects of after school programs on the development of problem behavior.  相似文献

ABSTRACT

Given the growing complexity in British policing, the College of Policing are implementing a Police Education Qualification Framework through a professionalization agenda. This aims to standardise entry to the police and allow serving officers to gain accreditation for their previous training and experience. Part of this process involves the development of a national police curriculum for higher education institutions to deliver to new recruits. Different definitions of what constitutes professionalism can impact on officers’ interpretations of this concept and how they subsequently engage with the proposed reforms. This paper, which is based on in depth qualitative interviews with serving officers who have undertaken an academic qualification in policing, suggests that the relationship between police education and the development of professionalism is complex. Officers need to be trusted and encouraged to use their learning in a way that develops their own personal sense of professionalism. However, this paper will argue that current perceptions amongst officers are sceptical of the wider agenda and brings into question the development of a standardised curriculum which may ultimately be viewed as further governance over officer behaviour.  相似文献

This article compares soft power as a normative and operational construct in the Russian and Chinese political context. I examine Russian and Chinese discourse on soft power as well as the efforts of the Kremlin and Beijing to devise programmes for its implementation. I then compare and evaluate the similarities and differences in Russian and Chinese soft power strategy. The similarities between the two states indicate their joint status as authoritarian regimes with a Marxist–Leninist heritage. The differences can be attributed to their vastly disparate economic circumstances, but also to historical, social, and political factors that influence soft power policies.  相似文献
