Performance Measures,Ranking and Parental Choice: An Analysis of the English School League Tables

ABSTRACT

Parental choice among schools in England is informed by annually published school performance (league) tables. The 2006 league tables included a measure of contextual value added (CVA) for the first time. By explicitly accounting for the characteristics of a school's intake, the aim is that CVA should isolate the impact a school has on its pupils' progress and so provide a measure of school effectiveness. In this paper we use UK government administrative data to replicate CVA and other key performance measures in order to investigate the extent to which the current league tables provide the information necessary to support parental choice on the basis of school effectiveness. We find that school rankings based on CVA are largely uninformative for parents: almost half of English secondary schools are indistinguishable from the national average level of CVA.     

CONFLICT AND CO‐PARENTING: THE CONSTRUCTS OF NONRESIDENT FATHERS*

Scots law constructs a co‐parental role for nonresident fathers without clarifying how this should operate in practice. Personal Construct Theory (PCT) offers a useful approach to understanding such fathers’ distinct and changing conceptions of their role. Findings are presented from a study of 17 nonresident Scottish fathers maintaining contact with nonresident children. Idiographic analysis of data from repertory grid interviews administered three times over the course of a year shows that participants perceive family situations in terms of paternal involvement, impact, emotion, or antagonism. Changes in construing following family events support the PCT understanding of hostility; implications for family services are discussed.     

Predictors of Texas Police Chiefs’ Satisfaction with Police–Prosecutor Relationships

Although strain in police–prosecutor relationships may be built into the criminal justice system’s checks and balances, the administration of criminal justice can benefit from the adoption of practices which improve these working relationships. A first step towards the adoption of such practices can be taken by first adding to the knowledge base regarding this understudied topic. Using a survey of a state-wide sample of Texas police chiefs, this exploratory study identifies which aspects of police–prosecutor interaction styles are predictors of police chiefs’ satisfaction with police–prosecutor relationships. Results indicate that perceived level of police input in prosecutors’ plea bargain and charging decisions, perceived directness of felony trial preparation communication method, and perceived frequency of decision-maker interactions predict police chiefs’ satisfaction with police–prosecutor relationships. Policy implications are discussed.     

The local agenda 21 issue commission in bath and North‐East Somerset: Review of a community consultation exercise towards sustainability

Local authorities in the UK have come under renewed pressure from central government both to adopt Local Agenda 21 and to advance participative democracy. In late 1996/early 1997, the (then) new unitary authority of Bath and North‐East Somerset Council set up a Local Agenda 21 Issue Commission to review its ‘sustainability’ performance and policy development practice with the direct involvement of the community. The way in which the commission was conceived and conducted resulted in difficulties in identifying and carrying out its task. Nonetheless, it kick‐started significant steps towards LA 21 within the council, and provided valuable insights into LA 21 implementation, and the nature of meaningful consultation.

This article therefore adopts a “bottom-up” approach to the evolution of the conflict since the early twentieth century.
