Acid phosphatase (AP) reagent (Fast Black) is used as a presumptive test for the presence of seminal fluid on exhibits submitted in allegations of sexual assault. Research was carried out to determine whether the direct application of AP reagent to exhibits is a viable alternative to the traditional indirect (blot) testing method used routinely in the laboratory. The relative sensitivity of the indirect and direct testing methods was investigated as was the effect of AP reagent on histological staining of spermatozoa, the incidence of false positives from vaginal material and saliva, and the effect of AP reagent on subsequent DNA testing. Also included are the results of specificity studies from validations of the direct AP testing method. The results of this research show that, provided the incidence of false positives is borne in mind, direct AP testing can be especially useful when screening exhibits which are difficult to indirectly (blot) AP test or when it is problematic to relocate an AP positive stain. Direct application of AP reagent can also be beneficial for locating dilute semen stains. Three case examples are given which illustrate the use of direct AP testing in laboratory casework.  相似文献

Asia is crucial to the achievement of the Millennium Development Goals (MDGs). Considerable progress has been made to date. Further progress is achievable but not guaranteed. Much remains to be done, especially in South Asia. Future efforts should be informed by past successes whilst recognizing the diversity of experience. Asia still needs development assistance especially to support changes in policy; help shift priorities towards the poor; and encourage innovation. With the right policies, China can continue to substantially reduce levels of extreme poverty and South Asia could accelerate progress. Develop ment agencies need to support nationally led efforts, work with a variety of partners including Government, and target areas and sectors critical for poverty reduction in flexible ways. The Department for International Development (DFID) is increasing its budget for Asia and will continue to focus on the poorest countries and people. With political commitment and real partnership, poverty can be banished in Asia.  相似文献

Abstract

The decisive phase of the Chinese Civil War is said to have begun during the summer of 1946, hardly a year after the Japanese surrender and about six months after General George Marshall went to China to assist the Kuomintang and the communists in negotiating toward a peaceful settlement of their conflict. The failure of the Marshall Mission and the subsequent communist victory is often seen as America’s failure–the failure of liberal democracy to provide an alternative to communism and revolution and the failure of the American war aim–to establish lasting peace and stability in Asia. But even before Marshall’s arrival in China, the united States had actively intervened on behalf of the Kuomintang and undermined possibilities for a negotiated political settlement in China.  相似文献

The present paper examined the effect of police uniform on the accuracy of 6- to 8-year-old children's reports about an event and it explored the roles that interviewer prior knowledge and social status play in mediating any effects of uniform. Two studies were conducted; in the first study, interviewers wore uniforms that were independent of a forensic context whereas in the second study, the interviews were conducted by police officers who wore either uniform or civilian clothes. Children reported more information (accurate, as well as inaccurate) to a police interviewer in civilian clothes compared to uniform. This finding was found only in the police uniform context. Interviewer's prior knowledge had no impact on the children's reports in either context. The likely impact of police uniform is discussed. Under the global pressure of information technology, the adoption of web-based technologies in public administration has created a new government-and-citizen interface. However, whether e-government will unambiguously lead to a more transparent, interactive, open and hence, accountable, government remains a central question. Applying a framework of global pressure effects on bureaucratic change, this paper conducts an empirical study on website openness and accountability in fourteen countries. Even when overall accountability levels rise, the accountability gap between different national bureaucracies often remains intact as web-based technologies typically maintain or reinforce the existing practices. The question of whether e-government promotes accountability depends on what kind of bureaucracy one is referring to in the first place. In the current debate about global convergence and national divergence on the effect of globalization on public bureaucracies, the spread of e-government provides a case of convergence in practice rather than in results.  相似文献

This paper provides evidence that interest group activity is negatively related to aggregate stock market performance. In particular, the findings imply that a one percent increase in the number of interest groups in a country is associated with a reduction in average annual stock market returns of roughly 2–5%, and a reduction in the volatility of annual stock returns of roughly 6–14%. In addition, the findings indicate that many of the same fundamentals that drive economic growth also explain stock market performance.  相似文献
