This article addresses the question of the most suitable forum for discussions on the establishment of marine protected areas beyond national jurisdiction, and on the complementary role of other international organizations and processes related to marine biodiversity and fisheries. In light of negotiations in 2005 and 2006 within the context of the United Nations Convention on Biological Diversity (CBD) and the United Nations General Assembly, it is argued that consensus on the leading role of the General Assembly was based on political grounds – a judgement call based on the confidence in this forum to address ocean issues in an integrated manner – rather than strictly on the competence of the CBD in relation to the high seas. 相似文献

The purpose of the present study was twofold: (1) to test whether law enforcement officers could reliably use a standard protocol
to collect data on domestic violence events (DVEs) across a large municipality, and (2) to use these data to examine prevalence
and nature of the violence and children’s presence. Reliability checks indicated that data were collected reliably on over
5,000 substantiated DVEs. Findings showed that 48% of all assaults in the municipality were DVEs. Victims were predominantly
females in their early thirties, and injuries were predominantly minor and resulted from body contact. Children were present
in nearly 50% of the DVEs. They were disproportionately present in domestic violence households compared to all other households
in the municipality. Domestic violence households with children were more likely to have mothers and fathers involved in the
violence and were disproportionately minority households headed by single females in relatively poor neighborhoods. 相似文献

Fentanyl, fentanyl analogs, and other novel synthetic opioids (NSO), including nitazene analogs, prevail in forensic toxicology casework. Analytical methods for identifying these drugs in biological specimens need to be robust, sensitive, and specific. Isomers, new analogs, and slight differences in structural modifications necessitate the use of high-resolution mass spectrometry (HRMS), especially as a non-targeted screening method designed to detect newly emerging drugs. Traditional forensic toxicology workflows, such as immunoassay and gas chromatography mass spectrometry (GC–MS), are generally not sensitive enough for detection of NSOs due to observed low (sub-μg/L) concentrations. For this review, the authors tabulated, reviewed, and summarized analytical methods from 2010–2022 for screening and quantification of fentanyl analogs and other NSOs in biological specimens using a variety of different instruments and sample preparation approaches. Limits of detection or quantification for 105 methods were included and compared to published standards and guidelines for suggested scope and sensitivity in forensic toxicology casework. Methods were summarized by instrument for screening and quantitative methods for fentanyl analogs and for nitazenes and other NSO. Toxicological testing for fentanyl analogs and NSOs is increasingly and most commonly being conducted using a variety of liquid chromatography mass spectrometry (LC–MS)-based techniques. Most of the recent analytical methods reviewed exhibited limits of detection well below 1 μg/L to detect low concentrations of increasingly potent drugs. The focus on networks in public administration has grown rapidly in recent years and prompts modifications of traditional planning and control systems of public entities. Public networks have been defined as a response to the criticalities of New Public Management and they represent a recurring approach for policy implementation and service provision in the theoretical framework known as New Public Governance. This article addresses the question whether public entities are aware of being part of a network and whether they have actually changed, as such, their planning and control system. Focus is made on the case of Italian regional governments which are particularly significant for different reasons. First of all, the recent process of administrative devolution and federalism in Italy has reinforced regional governments' powers and responsibilities as well as their importance as actors in the political and economic scenario, where they can influence the behaviours of many public and private organizations. Furthermore, Italian regional governments have extensive autonomy and so they can actually modify and integrate traditional documents of their planning and control system. The article proposes a framework for mapping different approaches toward being part of a public network. This framework can support the interpretation of the behaviour of public entities involved in networks and take the initiatives to develop them. 相似文献

The article assesses the social consequences of the democratic transition that began in Pakistan in 1988 and ended in 1999 by analysing public spending for health and education and changes in human development indicators. Available information indicates that the return to democracy did not lead to greater spending in these two sectors. It is argued that the key internal factors that hampered government commitment to social welfare were the pre-eminence among elected representatives of social groups unwilling to invest in the human capital of the majority and the dominance of the armed forces in the country's power politics. 相似文献
