Using the case of education, we consider how global cultural and economic forces affect national education spending policies. Our analysis includes both an historical analysis of the construction and transformation of ideas about education at the global level and a statistical assessment of the implementation of conflicting approaches to state education funding within countries. In the historical analysis, we show how the idea of free education, although institutionalized in international law, was subject to powerful challenges from international financial institutions, which advocated user fees for public services, including education. Ultimately, the principle of free education prevailed despite the financial clout behind the opposing view. Using data from poor‐ and middle‐income countries from 1983 to 2004, we also show that the presence of international nongovernmental organizations (INGOs) advocating child rights was linked to an increase in the levels of state funding for education. This suggests that embeddedness in global discourses, as evidenced by country‐specific linkages to INGOs, is critical in making governments more accountable for supporting institutionalized ideas concerning education.  相似文献

Very little attention has been paid to both partners beliefs about why violence in their previously abusive relationship has stopped or significantly reduced despite well-documented details in the research literature outlining the characteristics of both victims and perpetrators. This study aimed to provide some understanding of how each partner believed that the violence has ended. However their answers often were not definitive; instead, they uncovered the complexities in their relationship and their struggle to overcome the uncertainty they have to achieve and maintain successful remediation. The article is based on a qualitative Interpretative Phenomenological Analysis (IPA) study that explored the nature of the relationship between six heterosexual couples before and after a therapeutic intervention for the men perpetrators, which followed the Duluth Model. The study included how they both understood the violence and how they maintained nonviolence in their relationship. The men were notably still in the process of reprocessing their understanding of why they were violent and they needed to further understand their reactions to maintain their nonviolence. The IPA themes provided some understanding of how the participants thought they had a better understanding of the factors that had maintained their relationship since the termination of the intervention. The themes, generated from the interviews provided by the perpetrators and their victims, are explored and some explanations for the successful continuation of their relationship following treatment are suggested. Implications for widening the treatment options for men perpetrators are suggested in addition to providing treatment options for couples who wish to remain within their relationships and need help to identify unhelpful and dangerous patterns of interaction.  相似文献

The internet and social media have added to an increase in sexual imagery. As a result, law enforcement, judicial officers and court ordered counselors will be exposed to an increase of images. While not every individual will experience post‐traumatic stress symptoms, it is anticipated there is risk for impact. The impact of viewing images can include an increase in vicarious trauma symptoms, burnout, and a possible decrease in impartiality. This paper offers suggestions for self‐care in the services of preventing collateral damage.  相似文献

Prosecutors’ broad discretionary power has long been of interest to scholars, yet little is known about discretionary choices after conviction. This study addresses the gap by exploring prosecutors’ willingness to assist with exonerations. Using data from the National Registry of Exonerations (N = 1,610), the author identifies factors that influence prosecutorial assistance. Results from generalized ordered logistic regression models demonstrate that avoiding uncertainty and maintaining workgroup relationships drives decision-making. Findings indicate that prosecutors are less likely to support exonerations involving law enforcement or forensic misconduct, violent offenses, and inadequate legal defense and more likely to support exonerations involving innocence organizations, guilty pleas, and black and Hispanic defendants. These findings suggest that prosecutors’ interest in protecting professional reputations, maintaining relationships, and optimizing efficiency influences discretion in the postconviction stage just as in earlier stages of case processing.  相似文献

Racial disproportionality has been a longstanding issue within child welfare. The continued overrepresentation of black children in the foster care system is troubling. The authors of this article conducted a case study of two counties in New York State that have steadily decreased the number of black children in foster care in an effort to identify what aspects of their child welfare practice impacted the decline. The case study employed document analysis, in-depth interviews, and focus groups with child removal decision makers. Utilizing a grounded theory approach to content organization and analysis, several themes emerged as noticeable factors. Some of the most salient themes included preventive services and resources, community collaborations, case practice development, family meetings, workforce diversity, the court system, and, the most unique, blind removal meetings. The themes found in this study present promising practices to assist in decreasing the racial disparity in child welfare removal decisions.  相似文献

Assessed the feasibility of the Australian MindMatters program, a whole school mental health promotion program for application in the United States (U.S.). Forty-two participants representing school and community stakeholder groups from four U.S. communities (urban, rural, suburban, small town) evaluated the program for application in their communities through a research process involving discussion and endorsement ratings of relevance and likely impact. The majority of participants (85%) indicated that the program would help students in their community schools feel safe and valued, and participants indicated strong endorsement for MindMatters curriculum units focusing on suicide prevention and addressing bullying and harassment. Participants rated their own stakeholder group (e.g., teacher, school administrator, and parent) as being most likely to support and implement the program, suggesting that providing qualitative feedback on a program may help to increase a sense of ownership over it. Ideas for tailoring programs developed in other settings for application in local communities are discussed.  相似文献

This article examines the functions of self-injurious behavior (SIB) in forensic populations. The cases of four individual offenders who have engaged in SIB are presented. These cases depict the four main functions of self-harm behaviors including (a) suicidal intent, (b) manipulation of the environment, (c) emotion regulation, and (d) a response to psychotic delusions or hallucinations.
