Determining the order of deposition of natural latent fingerprints and laser printed ink using chemical mapping with secondary ion mass spectrometry

Time-of-flight secondary ion mass spectrometry (ToF-SIMS) chemical mapping was used to investigate the order of deposition of natural latent fingerprints and laser printed ink on paper. This feasibility study shows that sodium, potassium and C₃H₅ positive ions were particularly abundant endogenous components of the natural fingerprints and also present in the paper examined, but were mostly absent in the laser printed ink. Mapping of these ions enables the observation of friction ridges from latent prints on the ink surface, only when a fingerprint was deposited above the layer of ink. As a demonstration of proof of concept, blind testing of 21 samples from three donors resulted in a 100% success rate. The sensitivity of this technique was investigated within this trial through the examination of up to fifth depletion fingerprints and ageing of up to 28 days. Migration of fingerprint and paper components to the ink surface, although observed with increased ageing time, was not found to compromise determination of the deposition sequence.     

“If this be living I'd rather be dead”: Enslaved youth,agency and resistance on an eighteenth century Jamaican estate

By the late eighteenth century, enslaved children and young adults had become vital components in the reproduction of Caribbean slavery. Yet the experiences of enslaved children and adolescents have rarely been the focus of scholarship. Indeed, the near-absence of scholarship on enslaved children and youth within the historiographies of slavery, childhood and family history is striking. While we know much about the structure of family life, gender roles, courtship, marriage, and parenting among the enslaved, we know far less about the material worlds of enslaved youth and adolescents. Childhood and adolescence represented critical stages in the lives of enslaved children for it was during these life-stages that young people were inculcated with the racialised ideologies of the wider social order, gained insight into the value systems of their society, were socialized into acceptance of their status as unfree peoples, and prepared for their future roles as labourers. Hence, their experiences of slavery were qualitatively different from those of adult slaves.

This paper explores some aspects of adolescent life on the Jamaican estate of Thomas Thistlewood in the late decades of the eighteenth century. Thistlewood, manager of a slave-pen, early recognised the importance of young people in furthering his ambitions to become master of his own estate, and his purchases of young people reflect that market-rational strategy. Thistlewood’s preference for a youthful labour force stemmed from his conviction that young people could be more easily made to submit to his authority than adult slaves. Yet, Thistlewood’s belief in the greater tractability of enslaved youth was often undermined, as his adolescent labour force frequently and forcefully tested the limits of his mastery and asserted their rights to freedom. Thistlewood’s journal not only offers rich insights into the processes of transformation of enslaved children to adolescents and mature adults, but it also sheds light on enslaved youth and their negotiations with, manipulations of, and resistance to the master–slave relationship. This paper argues then, that far from being the passive objects of planter mastery, enslaved youth were active agents in the shaping of their own histories. In exploring these issues, this paper reveals much of the contradictions and ambiguities of enslaved childhood, youth and adolescence.     

Joint evaluations of legislature and legislator

While much concern has been expressed about the accountability of quasi‐government there has been little empirical research on the subject. Similarly, the literature lacks a thorough assessment of the contribution of parliamentary questions to holding governmental institutions accountable. In this paper part of this gap in the literature is closed by measuring the extent to which a wide range of executive non‐departmental public bodies (ENDPBs) are held accountable by the use of questions tabled in the House of Commons. Questions asked to ministers in the Foreign Office and the Department for Education and Employment about ENDPBs they sponsor are assessed. A similar exercise is conducted on the agencies in these two departments and the results compared. In general, the partisan political atmosphere of the Commons, the apathy of many MPs, the size of the ENDPB sector and the rules governing questions mean that their contribution to the accountability of these bodies is relatively small. In particular, many specialist and technical bodies receive almost no scrutiny.

Revitalizing inner‐city neighborhoods: New York city's Ten‐Year Plan

Abstract

This article examines the impact of New York City's Ten‐Year Plan on the sale prices of homes in surrounding neighborhoods. Beginning in the mid‐1980s, New York City invested $5.1 billion in constructing or rehabilitating over 180,000 units of housing in many of the city's most distressed neighborhoods. One of the main purposes was to spur neighborhood revitalization.

In this article, we describe the origins of the Ten‐Year Plan, as well as the various programs the city used to implement it, and estimate whether housing built or rehabilitated under the Ten‐Year Plan affected the prices of nearby homes. The prices of homes within 500 feet of Ten‐Year Plan units rose relative to those located beyond 500 feet, but still within the same census tract. These findings are consistent with the proposition that well‐planned project‐based housing programs can generate positive spillover effects and contribute to efforts to revitalize inner‐city neighborhoods.
