The main objective of this article is to reflect on the way in which a certain neoliberal logic and rationality have become common-sense and to contemplate the possibility of a different aesthetic. The tone or mood of this piece draws on recent work on atmosphere, affect and complexity, which will be used to explore the theme of neoliberalism within the context of the university. In the course of this discussion, I will consider questions such as: how could a different aesthetic influence the university as public space; the curriculum and academic community and friendship? How could a different aesthetic respond to epistemic, ontological and, inherently tied to them, spatial injustice?  相似文献

Rural water planners assume the positive impacts of community water projects are spread evenly across the population. We test this assumption by looking at the distribution of benefits within communities that received handpumps in rural Mozambique. Using survey and qualitative data we analyse the characteristics of those groups who benefited from the handpumps and also explore household decision-making processes. Handpump use was determined by distance, availability of other sources, perceptions of water quality, political affiliation, and wealth. We argue that the handpumps reinforced existing social divisions related to income and political affiliation and created new geographic divisions within communities.  相似文献

The link between public administration and conflict resolution is traditionally understood through the ‘democratic peace’ thesis, which holds that war is less likely in democracies than in non‐democracies. Limited success with post‐conflict democratisation missions has opened space for renewed research on three strands of ‘deeper democracy’: decentralisation, participation and deliberation. This article reports on the study of deliberative democratic practices in emerging governance networks in Prishtina. Through an investigation of three contentious issues in Prishtina's public spaces, research combines documentary sources with field interviews with governance actors to identify factors that enable and constrain the scope for deliberative decision‐making in governance networks. Case studies point to six main influences: ‘securitisation’, trust building, ‘mandate parallelism’, structural patterns of inclusion and exclusion, network structures and the properties of governed public spaces. In addition, two frames are found to be particularly resistant to deliberative engagement: Kosovo's status and ethnic identities. We formulate a tentative conclusion to be further investigated: in contexts where distrust is high, deliberative governance requires a rigid adherence to an overarching reference framework that can create discursive space within which relative deliberation can take place. This article investigates how framing processes lead to polarization in the public debate on a large infrastructure project. Drawing on an analysis of newspaper articles about the “Oosterweel connection” in Antwerp (Belgium), it concludes that imaginative framing (appeals to emotions via symbolic language) and framing through evidence (appeals to rationality via factual language) mutually reinforce each other. Because of the mutual reinforcement, we talk of a spiralling motion. When evidence backs up appeals to the imagination, such as when facts back up metaphors, these appeals are endowed with authority and hence legitimacy. While this strengthens appeals that have been “proven” to be true, it also makes actors backing these appeals increasingly frustrated with other parties that still refuse to accept them. Because of their frustration, the former are spurred to launch new imaginative appeals conveying their anger and to seek new evidence to substantiate these new appeals. Going back and forth between imaginative appeals and appeals to evidence, all parties in a conflict develop their own vision of the contested issue and their own evidence base for the policy position. Over time, their tolerance for ambiguity decreases and the debate polarizes.  相似文献

This article analyzes the positions of top public officials on an equity‐efficiency trade‐off and the determinants of those positions. It uses data from a survey across 14 European countries. The results show that differences in public officials' positions on equity‐efficiency are related to the context in which they work and to their personal background. Officials at the top of the hierarchy and those with a business or economics education are more oriented toward efficiency. Additionally, results show important differences associated with country administrative culture, including a stronger equity orientation in Scandinavian countries, and a stronger efficiency orientation in Southern European countries. The positions of public officials reflect those held by citizens in their country, confirming the contextualized nature of administrative values. This article contributes to understanding the determinants of public officials' dominant values.  相似文献

ABSTRACT

This paper examines domicidal practices against illegalized border crossers in Calais, France as a technology of citizenship and migration governance. It addresses recent calls to include actions and interventions which restrict citizenship in the context of illegalized migration within critical citizenship studies literature. Studying the state violence upholding and spatializing normative citizenship allows for a deeper understanding of citizenship’s implication in the European border regime, and raises questions on the concept’s continued application to theorizations of migrants’ political movements and spatial manifestations. The paper proposes anti-citizen politics as an alternative before arguing that the presence of this politics within the city’s squats and jungles, more than the physical occupations as such, is what the French state seeks to eradicate through acts of domicide. Working from empirical examples, the article describes a ‘carrot-and-stick’ domicide currently at work in Calais where the eviction and destruction of autonomous forms of migrant inhabitance is combined with a simultaneous offer of state managed accommodation. These tactics operate together to drive migrants out of the city of Calais, away from the UK border, and ultimately into a determination of their detain/deport-ability via citizenship’s scrutiny.  相似文献
