This article analyzes the positions of top public officials on an equity‐efficiency trade‐off and the determinants of those positions. It uses data from a survey across 14 European countries. The results show that differences in public officials' positions on equity‐efficiency are related to the context in which they work and to their personal background. Officials at the top of the hierarchy and those with a business or economics education are more oriented toward efficiency. Additionally, results show important differences associated with country administrative culture, including a stronger equity orientation in Scandinavian countries, and a stronger efficiency orientation in Southern European countries. The positions of public officials reflect those held by citizens in their country, confirming the contextualized nature of administrative values. This article contributes to understanding the determinants of public officials' dominant values.  相似文献

This study examines the use of the Massachusetts Youth Screening Instrument-Second Version (MAYSI-2) for mental health needs among 1643 youngsters in residential welfare/justice institutions in Europe and the USA, identifying gender differences across countries and settings. Overall, the MAYSI-2 appeared to be a reliable instrument among these youngsters, with only some scales falling (slightly) below the threshold of acceptable internal consistency. Girls (vs. boys) in Belgian/USA justice institutions and Swiss mixed welfare/justice institutions displayed higher scores for the angry–irritable, depressed–anxious, somatic complaints, suicide ideation scales. Also, detained girls from Belgium and Switzerland reported higher scores for traumatic experiences. No gender differences were revealed among adolescents in German welfare institutions. Our findings suggest that the MAYSI-2 may serve as a useful mental health screening instrument among youngsters in welfare/justice institutions and that girls in justice institutions and mixed welfare/justice institutions form a particularly vulnerable population with regard to mental health problems.  相似文献

The current study investigated whether mental health practitioners are influenced by the narrative fallacy when assessing the psychological injuries of trauma victims. The narrative fallacy is associated with our tendency to establish logical links between different facts. In psychodiagnostic assessments, this tendency may result in overdiagnosis of mental disorders when psychological symptoms can be attributed to a traumatic event. Consequently, legal decision makers may be at risk of awarding compensation for psychological injuries which are not severe enough to justify financial reimbursement. To explore this topic, we asked Dutch mental health practitioners whether they would assign a diagnosis of mental disorder to fictitious symptoms of psychological injury. Each participant was presented with two vignettes. The first vignette described symptoms in terms of a generalized anxiety disorder; the second in terms of a major depressive episode. The vignettes varied in the cause (trauma versus cause not specified) and severity (near threshold of DSM diagnosis versus below threshold of DSM diagnosis) of the symptoms. Results indicated that participants more often assigned a diagnosis of mental disorder if the psychological symptoms had been caused by a traumatic event than if that had not been the case. Further analysis of the data suggested that this difference was due to the high numbers of assigned diagnoses of posttraumatic stress and acute stress disorder in the trauma conditions. It was speculated that participants filled in missing information to justify the assignment of such diagnoses, for example by imagining symptoms of intrusion and avoidance.  相似文献

Research Summary Most analysts of the causes of the contemporary credit crunch have concluded that the supervising agencies failed in their duties. The same is true for studies of several major fraud scandals, including the Madoff affair and the Dutch construction fraud. The remedy seems immediately obvious: more and better regulation and supervision. However, this line of reasoning seems somewhat simplistic by ignoring the question of how illegal activities can remain hidden for many years from supervising agencies, victims, and bystanders. This research article argues that the problem also lies in the successful concealment of illegal activities by the perpetrators and in the presence of silence in their social environment. Policy Implications The cases analyzed in this article suggest that financial misconduct also could be controlled by breaking the conspiracies of silence. The strengthening of supervision is unlikely to be effective without simultaneous efforts to encourage people to speak out and to give them incentives to want to know and to tell the truth.  相似文献

This article seeks to explain South Africa's ostensible emergence as a middle power. It makes the case for the use of a Coxian-based critical theory perspective, which relates the interrelationship between change at the level of world order, the nature of production and the social forces operative in the middle power's state-societal complex to explain South Africa's increasingly active role in international affairs. Playing a mediatory role helps the South African state make diverse foreign policy goals more compatible and it also goes some way in thwarting criticism levelled at its foreign policy in the state-societal domain. Contrary to earlier theorising about middle powers, this article supports a more recent contention that middle powers act in their own (ie dominant societal) interests. The value of such a perspective is illustrated in the light of current debates about the apparent incongruity of South African foreign policy.  相似文献

ABSTRACT

This article addresses the need for critical approaches to social media by bridging the focus on language and other semiotic resources that characterises discourse studies with the broader perspective on social media as social, cultural, economic and technological constructs that dominates media and cultural studies. Specifically, we propose a model for analysing how social media as semiotic technologies, that is, technologies designed to enable and constrain meaning-making, may transform social practices. By incorporating Van Leeuwen’s [2008. Discourse and Practice: New Tools for Critical Analysis. London: Oxford University Press] framework for the critical analysis of discourse and social practice, the model extends the social semiotic approach developed in recent critical multimodal studies of software such as PowerPoint to social media, which function primarily to provide platforms for and commodify social practices, rather than to offer rich arrays of semiotic resources for creating multimodal texts and artefacts. Using the academic social network site ResearchGate and the practice of research peer review, we illustrate the model’s capacity to account for the ways the design of social media platforms – through the semiotic resources they make available and the ways these are presented – enables and constrains their users’ ability to perform key social practices and has the potential to transform these practices.  相似文献

We investigate the influence of case selection and (re)coding for two vintages of a key resource for research on economic sanctions: the Peterson Institute database reported in Hufbauer et al. (second edition in 1990 and third edition in 2007, often identified by their abbreviations HSE and HSEO). The Peterson Institute has not transparently reported about these changes. These changes make it more likely to find sanction success. A multivariate probit analysis establishes upward bias related to modest policy change, duration, and cost to target and downward bias for regime change, military impairment, companion policies, and cost to the sender.  相似文献

ABSTRACT

This article problematises Critical Terrorism Studies’s (CTS) seeming reluctance to engage in causal explanation. An analysis of the meta-theoretical assumptions on causation in both orthodox and critical terrorism studies reveals that the latter’s refusal to incorporate causal analysis in its broader research agenda reproduces – despite its commitment to epistemological pluralism – the former’s understanding of causation as the only sustainable one. Elemental to this understanding is the idea that causation refers to the regular observation of constant conjunction. Due to the positivist leanings of such a conception, CTS is quick to dismiss it as consolidating Orthodox Terrorism Studies’s lack of critical self-reflexivity, responsibility of the researcher, and dedication towards informing state-led policies of counterterrorism. Drawing on recent work in the philosophy of science and International Relations, this article advances an alternative understanding of causation that emphasises its interpretative, normative and dialogical fabric. It is therefore argued that CTS should reclaim causal analysis as an essential element of its research agenda. This not only facilitates a more robust challenge against Orthodox Terrorism Studies’ conventional understanding of causation but also consolidates CTS’s endeavour of deepening and broadening our understanding that (re)embeds terrorist violence in its historical and social context.  相似文献

Distress tolerance and emotion regulation deficits are associated with many emotional and behavioral concerns and may be important deficit areas for college students especially during the transition to college. However, little is known about how distress tolerance and emotion regulation relate to each other or what typical profiles of these deficit areas might be. We took a variable-centered (i.e., exploratory factor analysis) and a person-centered approach (i.e., latent profile analysis) to identify the overlap and distinctiveness of distress tolerance and emotion regulation deficits and then evaluated how the profiles related to several emotional and behavioral concerns. Participants were undergraduates (N = 627; age M = 20.23, SD = 1.40; 60 % female; 47 % European-American) who completed an online assessment. The exploratory factor analysis of distress tolerance and emotion regulation subscales demonstrated three factors with one factor corresponding to distress tolerance and two factors defined by emotion regulation. Subscales demonstrated significant multidimensionality across the factors. The latent profile analysis with distress tolerance and emotion regulation subscales produced three profiles corresponding to “Functional”, “At Risk”, and “Challenged” levels of distress tolerance and emotion regulation abilities. Internalizing symptoms (i.e., depressive symptoms, anxiety symptoms, and suicidal ideation) had significantly higher symptom severity in the “At Risk”, and “Challenged” profiles than in the “Functional” profile. ADHD symptoms and hostility showed a similar pattern. Conduct problems and substance use were much less related to the deficit profiles. Implications for the etiology of mental health, for prevention and treatment of college students are discussed.  相似文献
