This article examines the relative importance of regional and national forces in shaping the behavior of Brazilian legislators at the national level. A widely held view is that national legislators respond to state pressures in making decisions, rather than pressures from the national government. Governors not only can influence national debates but also can determine outcomes by exerting control over their states' legislative delegations. This article examines a dataset of all roll-call votes in the Chamber of Deputies between 1989 and 2006 to isolate and evaluate the impact of local pressures on legislative voting. Spanning the terms of five presidents and five different congresses, the data show that the local influence is weaker than the national on the voting decisions of individual legislators and the voting cohesion of state delegations. Alternative institutional resources allow the central government to counteract the centrifugal pressures of federalism and other institutional influences.  相似文献

Our article attempts to explain the differences in the extent of corruption related to urban planning in three Spanish local settings, all of them being important touristic resorts: Marbella, a municipality in the Costa del Sol with a very high level of corruption; Lanzarote, in the Canary islands with a high incidence of corruption despite its pioneering role in establishing innovative policies to limit urban (touristic) growth; and Menorca, in the Balearic Islands where corruption has been very low. We argue that the explanations focusing on the different features of the local integrity systems (LISs) face difficulties to account for the variations in the incidence of corruption across these Spanish municipalities: despite some interesting differences, the LIS of the cases considered is basically quite similar. Thus, we turn to the analysis of social values and social expectations on the political system by local citizens, testing whether a different set of citizens’ values and expectations on the behavior of local decision makers may explain this local variation in corruption practices. The article presents the results of a public opinion survey on values and expectations administered in the three cases. Against our expectations and the literature on the topic, no significant difference in shared social values and expectations has been found. The article shows that, as for an empirically tested explanation of the cross-local variations in the degree of urban corruption in Spain, the jury is still out.  相似文献

ABSTRACT

Economistic approaches to the study of peasant livelihoods have considerable academic and policy influence, yet, we argue, perpetuate a partial misunderstanding – often reducing peasant livelihood to the management of capital assets by rational actors. In this paper, we propose to revitalize the original heterodox spirit of the sustainable livelihoods framework by drawing on Stephen Gudeman’s work on the dialectic between use values and mutuality on the one hand, and exchange values and the market on the other. We use this approach to examine how historically divergent mutuality-market dialectics in different Amazonian regions have shaped greater prominence of either extractivism or agriculture in current livelihoods. We conclude that an approach centered on the mutuality-market dialectic is of considerable utility in revealing the role of economic histories in shaping differential peasant livelihoods in tropical forests. More generally, it has considerable potential to contribute to a much-needed re-pluralization of approaches to livelihood in academia and policy.  相似文献

If society is the people, and culture is behavior, this confers upon revolutions a genuinely cultural nature. The immediate link among the topics dealt with in this article is the creation and development of Cuban cultural policy, the very policy through which the nation's artistic creativity—with all its beauties and blunders—is articulated. Yet it is impossible to outline the scope and complexity of this process in a single article and to do so would be nonsensical. This means a radical change in perspective: instead of using macro-history and generalizations, relying on observing events on a much smaller scale in an attempt to shed light on the whole through its parts. As a result, this article focuses on a specific cultural institution—The Ludwig Foundation of Cuba—with a brief mention of its fundamental aims and an overview of one of its emblematic exhibitions, which was the result of long-term research.  相似文献

This paper develops a model for the exchange rate in Brazil during the second half of the nineteenth century. The exchange rate discussion has a bearing in the sources of industrialization in Brazil. Two explanations stem from a primary export base. Whereas the ‘adverse shock argument’ links industrialization to unfavorable conditions in the external sector and exchange devaluations, the alternative approach views industrialization from the standpoint of the growth of income brought by the rise in exports. Those mechanisms are discussed. Also considered are the effects of monetary policy and the behavior of wages. The evidence shows that purchasing power parity is not enough to explain the exchange rate behavior, which clearly responded to coffee export revenues.  相似文献

Underwater crime scenes always present a challenge for forensic researchers, as the destructive effect of water considerably complicates the chances of recovering material of evidential value. The aim of this study is to tackle the problem of developing marks that have been left on submerged objects. Fingermark deposition was randomly made on two surfaces — glass and plastic whilst the material was submerged under tap water and then left for one to fifteen days before drying and development. For their later development, various reagents – Black Powder, Silver Metallic Powder, Fluorescent Powder, Sudan Black (powder and solution) and Small Particle Reagent – were used and the effectiveness of each of them on this particular type of evidence was then evaluated.The results show the possibility of obtaining good quality developed marks, even under such adverse circumstances. Further and wider research should, therefore, be undertaken in which other variables are introduced such as different substrates, other types of liquids, and environmental or time factors.  相似文献

Terrorists disengage from the groups or organizations to which they belong as a result of structural, organizational, or personal factors. These types of factors seem to operate with relative mutual independence. All this can be analytically induced from research conducted at an individual level of analysis, based on 35 long interviews with former members of ETA who voluntarily decided to conclude their militancy at some point between 1970 and 2000. Until the mid-1980s, the individual decision to leave ETA tended to be linked to a subjective perception of ongoing political and social changes. From then on, disagreement with the internal functioning of the ethno-nationalist terrorist organization or the tactics adopted by its leaders became more salient motivations for those militants who decided to walk away. All along, however, there were ETA members who left terrorism behind for reasons of a rather personal nature. As expected, in this qualitative empirical study, disengagement was found to be a process seldom concomitant to that of deradicalization.  相似文献

If one interprets China's sizable rise in Latin America as an unprecedented phenomenon, it follows that the concurrent story of declining U.S. influence in the region is an event hastily acknowledged at best and ignored at worst. In this article, we ask whether Chinese economic statecraft in Latin America is related to the declining U.S. hegemonic influence in the region and explore how. To do so we analyze foreign direct investments, bank loans, and international trade from 2003 to 2014, when China became a major player in the region. We use data from 21 Latin American countries, and find that an inversely proportional relationship exists between the investments made by Chinese state‐owned enterprises (SOEs), bank loans, manufacturing exports, and the U.S. hegemonic influence exerted in the region. In other words, Beijing has filled the void left by a diminished U.S. presence in the latter's own backyard.  相似文献
