Civil society and democracy in the third world: Ambiguities and historical possibilities

The terminology of “civil society” has gained currency in recent discussions of democratic movements around the globe. Although less grandiose in its implications than claims about the “end of history,” this terminology does suggest a certain universality in human experience. We argue that this claim of universality is warranted, but also problematic. We establish the relevance of our argument in reference to the literatures in African and Indian studies. We note first that the common employments of the concept ignore the theoretical and historical specificity of civil society: civil society is used to label any group or movement opposed to the state, regardless of its intent or character, or used so generically that it is indistinguishable from the term “society.” Instead, we argue that civil society is a sphere of social life, involving a stabilization of a system of rights, constituting human beings as individuals, both as citizens in relation to the state and as legal persons in the economy and the sphere of private association. Thus, we link the wide resonance of the concept to its embeddedness in the logic of liberal capitalist society and the capitalist global division of labor. This conception allows us to see that, although the emergence of a sphere of civil society involves at least minimal democranization and is supportive of struggles for further democratization, the status of democracy is also made quite problematic by the tensions endemic to liberal capitalism and the processes of uneven development within international capitalism. Our usage also allows us to distinguish more clearly movements dedicated to the construction of civil society from those that may count actually as counter-civil society movements. David L. Children of Alcoholism: Implications For Juvenile Justice

Alcoholism and drug addiction affects the entire family. At least 22 million Americans have been raised in an alcoholic environment. Parental alcoholism and/or addiction can have profound emotional and psychological scars on the children. These homes are often characterized by emotional and or physical insecurity, loneliness, terror and inconsistency. The children from these homes often are extremely insecure have low self-esteem, and have a variety of emotional problems. Adolescents from addictive homes are over-represented in juvenile court as status offenders, delinquents and abuse and neglect cases. This article will discuss this issue and implications for the juvenile justice system and personnel working with these youth     

The political economy of the peace dividend

We develop a model of the peace dividend and use it to predict the fiscal consequences of a reduction in the demand for military spending. The model is based on the assumption that the political process responds to political demands and costs in a way that maximizes net political benefits. The predictions of our model on how a peace dividend will be allocated over nonmilitary spending, tax relief, and deficit reduction is tested against the experience of eight major wars in United States history.     

The use of either the nose or outer ear as a means of determining the postmortem period of a human corpse.

Presented in this paper are the initial results involving the use of the nose or outer ear as temperature measurement sites to determine the postmortem period of the human corpse. Simple mathematical models for both sites are developed based on cooling curves of five corpses. Analysis of errors between actual and calculated postmortem intervals suggest that in its present form, the described methods would not be suitable for use in accurately determining the time since death of human corpses.     

Paternity testing in a kidnapping case

A case of kidnapping involving the concept of paternity testing is described. The couple arrested and charged with kidnapping stated the child in their possession was their biological daughter. Serological tests were performed on liquid blood samples in an effort to determine if the couple could have been the biological parents of the child. Two genetic inconsistencies were discovered in the 15 blood marker systems analyzed.     

'Diacuí Killed Iracema': Indigenism, Nationalism and the Struggle for Brazilianness

If categories of 'race' and nationality are social and historical constructions laden with irrefutable meaning and consequences, then ethnic identities, like any other forms of identity, are means to other ends that may or may not be particular. Twentieth‐century indigenist history in Brazil reveals how the cultural politics of indigenism and nationalism can coalesce in a tautological politics of identity that undermines individual liberty and democratic heterogeneity. The concepts 'post‐indigenism,'post‐nationalism' and 'post‐identity' point to the strategic suspension of the infinite heterogeneity of the political subject as a means to widen the ground of shared experience and common interests beyond the realm of hollow and oppressive essentialisms.     

ASSESSING NEIGHBORHOOD AND SOCIAL PSYCHOLOGICAL INFLUENCES ON CHILDHOOD VIOLENCE IN AN AFRICAN‐AMERICAN SAMPLE*

The present study examines the extent to which neighborhood and social psychological influences predict childhood violence among 867 African‐American youth. The results showed that neighborhood affluence was the only neighborhood‐level variable to exert a significant influence on childhood violence. Furthermore, childhood violence was significantly related to social psychological influences, such as adopting a street code, associating with violent peers, parental use of violence, and quality parenting. Overall, the findings suggested that simply living in a violent neighborhood does not produce violent children, but that family, peer, and individual characteristics play a large role in predicting violence in childhood.     

A Test of Generalizability of the Social Development Model Across Gender and Income Groups with Longitudinal Data from the Elementary School Developmental Period

The social development model (SDM) is a theory of behavior that has proven useful in explaining the etiology of delinquency, violence, and substance use among adolescents as well as early antisocial behavior among pre-adolescents. A further test of the model is its generalizability across population groups. A section of the SDM representing prosocial influences in the etiology of problem behavior was compared for boys and girls and for children from low- and non low-income families using three waves of child, parent and teacher survey data on a sample of 851 elementary school students. Multiple group structural equation modeling was used to assess differences across groups in both measurement of model constructs and hypothesized structural paths between constructs. The results indicate overall similarity in the reliability of measurement models and validity of structural models.     

Mentally disordered offenders in Sweden.

This article reviews the laws in Sweden concerning mentally disordered offenders. It also contains some figures on the relationship between mentally disordered offenders and other offenders sentenced to prison. The rules in Sweden are very different from other countries in that the responsibility concept has been abolished and thus there is no acquittal on a psychiatric basis.
