Turkish nationalism has long presented a study in contrasts. The nationalist movement that created the Republic of Turkey sought to define the nation in explicitly civic and inclusive terms, promoting a variety of integrationist reforms. Those same nationalist politicians, however, endorsed other policies that were far more exclusionary, expelling many religious and ethnic minorities from the new nation and imposing harsh restrictions on those who remained. The seemingly contradictory nature of Turkish nationalist policies has been mirrored by much of the scholarship on Turkish nationalism, which has often viewed Turkish nationality through the lens of the “civic/ethnic divide,” with various scholars arguing that the Turkish nation is exclusively civic or ethnic. This article seeks to transcend this dichotomous way of looking at Turkish nationalism. I argue that the policies previously seen as being exclusively civic or ethnic are in fact both examples of boundary-making processes, designed to forge a cohesive nationalist community. Seen through a boundary-making perspective, the seemingly contradictory nature of Turkish nationalist policies in its early years is not paradoxical at all, but represents a multidimensional effort to construct a cohesive national community that could replace the defunct Ottoman state.  相似文献

Since the end of Communist rule, Ukraine has undertaken three major electoral reforms, moving from a single-member district majoritarian system, to a mixed-member system, to a closed-list proportional representation system, and back to the mixed-member system. Some argue that political parties are primarily motivated by the desire to maximise seats or improve their ability to impact on policy. I argue that existing theories of electoral reform often assume that parties are unitary actors during electoral reform. My analysis of electoral reform in Ukraine clearly demonstrates significant intra-party dissonance on electoral system preferences. This result questions the usefulness of the party unity assumption.  相似文献

Secondary school is a vulnerable time where stagnation or declines in classroom behavioral engagement occur for many students, and peer relationships take on a heightened significance. We examined the implications of adolescents’ perceptions of relatedness with classroom peers for their academic learning. Participants were 1084 adolescents (53% female) in 65 middle and high school classrooms. Multilevel cross-lagged path analyses found that adolescents’ perceived relatedness with classroom peers subsequently predicted their increased self-reported behavioral engagement in that classroom from fall to winter and again from winter to spring. Higher engagement in spring predicted higher end of year objective achievement test scores after statistical control of prior year test scores. Implications are discussed for increasing classroom peer relatedness to enhance adolescents’ achievement.  相似文献

This article discusses the dramatic recent shifts in Chinese policy perspectives on the European Union (EU) and on EU-China relations. Whereas for more than a decade, policy makers and Europe specialists in China had regarded the EU as an exemplar of regional integration and as a promising new ‘pole’ in the global order, a recent survey shows that today, in the wake of the Eurozone crisis, the refugee crisis, and the ‘Brexit’ referendum, many perceive the EU as a troubled actor unfit to deal with the existential challenges confronting it, let alone play a credible leadership role beyond its own borders. Despite this, Beijing’s ambitious international agenda at a time of increasing global uncertainty guarantees China’s ever-growing stake in building a reliable, long-term partnership with the EU, even though recent Chinese diplomatic and economic initiatives are gravitating toward the Union’s periphery, targeting subregional groupings of Member States along Europe’s re-emerging, traditional fault lines. Based on the research findings presented in this paper, the authors argue that the EU and the Member States need to rethink the basic assumptions underlying their China policies in the so-called ‘New Era’ and explore new approaches of engagement that match these shifting perceptions, policies and political realities.  相似文献

Only a small portion of Americans make campaign donations, yet because ambitious politicians need these resources, this group may be particularly important for shaping political outcomes. We investigate the characteristics and motivations of the donorate using a novel dataset that combines administrative records of two types of political participation, contributing and voting, with a rich set of survey variables. These merged observations allow us to examine differences in demographics, validated voting, and ideology across subgroups of the population and to evaluate the motivations of those who donate. We find that in both parties donors are consistently and notably divergent from non-donors to a larger degree than voters are divergent from non-voters. Of great interest, in both parties donors are more ideologically extreme than other partisans, including primary voters. With respect to why individuals contribute, we show that donors appear responsive to their perception of the stakes in the election. We also present evidence that inferences about donor ideology derived from the candidates donors give to may not closely reflect the within-party policy ideology of those donors. Overall, our results suggest that donations are a way for citizens motivated by the perceived stakes of elections to increase their participation beyond solely turning out.  相似文献

Students’ learning experiences and outcomes are shaped by school and classroom contexts. Many studies have shown how an open, democratic classroom climate relates to learning in the citizenship domain and helps nurture active and engaged citizens. However, little research has been undertaken to look at how such a favorable classroom climate may work together with broader school factors. The current study examines data from 14,292 Nordic eighth graders (51% female) who had participated in the International Civic and Citizenship Education Study in 2009, as well as contextual data from 5,657 teachers and 618 principals. Latent class analysis identifies profiles of students’ perceptions of school context, which are further examined with respect to the contextual correlates at the school level using two-level fixed effects multinomial regression analyses. Five distinct student profiles are identified and labeled “alienated”, “indifferent”, “activist”, “debater”, and “communitarian”. Compared to indifferent students, debaters and activists appear more frequently at schools with relatively few social problems; being in the communitarian group is associated with aspects of the wider community. Furthermore, being in one of these three groups (and not in the indifferent group) is more likely when teachers act as role models by engaging in school governance. The results are discussed within the framework of ecological assets and developmental niches for emergent participatory citizenship. The implications are that adults at school could enhance multiple contexts that shape adolescents’ developmental niches to nurture active and informed citizens for democracies.  相似文献

The ability to develop and maintain healthy romantic relationships is a key developmental task in young adulthood. The present study investigated how adolescent interpersonal skills (assertiveness, positive engagement) and family processes (family climate, parenting practices) influence the development of young adult romantic relationship functioning. We evaluated cross-lag structural equation models with a sample of 974 early adolescents living in rural and semi-rural communities in Pennsylvania and Iowa, starting in sixth grade (mean age?=?12.4, 62.1% female) and followed into young adulthood (mean age?=?19.5). Findings revealed that adolescents who had experienced a more positive family climate and more competent parenting reported more effective problem-solving skills and less violent behavior in their young adult romantic relationships. Adolescent assertiveness was consistently positively associated with relationship problem-solving skills, and adolescents’ positive engagement with their family was associated with feeling more love in young adult romantic relationships. In addition, family functioning and adolescent interpersonal skills exhibited some reciprocal relations over the adolescent years. In summary, family processes and interpersonal skills are mutually influenced by each other across adolescence, and both have unique predictive implications to specific facets of young adult romantic relationship functioning.  相似文献

The implications of recent immigration for race relations in the United States depend importantly on family cultural orientations among Mexican Americans and how this group is culturally perceived by Anglos. Because Moynihan's 1965 work (in)famously emphasized the need to change black family culture in order to ameliorate black poverty, his work still holds implications for understanding how cultural orientations affect changing color lines. Unfortunately, his partially insightful analyses inadequately foresaw that policies designed to alleviate poverty through the modification of family cultural patterns are likely to fail without parallel changes in structural opportunities. Similar limitations also often emerge from mis-characterizations of Mexican origin family cultural situations, which all too often are incongruously reified as either being unduly familistic (thus falsely implying Mexican origin families foster self-sufficiency) or largely governed by culture of poverty tendencies (thus inaccurately suggesting Mexican origin families depend on welfare). Here we review research suggesting that Mexican origin families are neither substantially familistic nor disproportionately susceptible to moral hazard, thus indicating that future Mexican origin economic advancement is likely to turn on the availability of structural opportunities. In-depth interviews with Anglos further suggest that Mexicans are not culturally viewed with the same degree of prejudice and discrimination as blacks, implying that the integration of Mexicans into American society, contingent on adequate economic opportunity, will probably progress more steadily than often feared, while that of blacks may proceed more slowly than often expected.  相似文献

The NASA/Florida Minority Institution Entrepreneurial Partnership (FMIEP) represents a new infrastructure for technology transfer based on an alliance between the National Aeronautics and Space Administration (NASA)-Kennedy Space Center (KSC), the Technological Research and Development Authority (TRDA), and four Minority Institutions in the State of Florida. This paper describes this partnership, their key activities, and some of the initial results accomplished. The NASA-FMIEP was developed in order to assist in the technological advancement of small businesses through the support of existing federal programs. Many of these programs are underutilized, particularly by small and minority-owned businesses. One of these programs aims to transfer advanced NASA technologies to the private sector. The FMIEP supports Kennedy Space Center by identifying new potential markets for technologies developed at the Center and by developing innovative information technology applications necessary to support the efforts of technology transfer. In addition, the FMIEP';s business thrust includes assisting Kennedy Space Center in promoting the participation by small business in the Technology Outreach Program and the Small Business Innovation Research Program. To date, one NASA technology has been successfully commercialized, seven hundred businesses have been made aware of these federal business-assistance programs, and four companies received important assistance that enabled them to become SBIR winners.  相似文献
