If the 20th Century was the century of physics, the 21st Century is the century of cybernetics, biology and ecology. Technological advance has both crossed new frontiers and discovered old limits. Nobel laureate Ilya Prigogine broke new ground with his understanding that nature, including its human component, seeks to establish order out of chaos by “self‐organizing,” not only according to pre‐determined laws, but through random creative choices as well that are responsible for the endless novelty and potentiality of being. The technologically‐armed purposive role of humans in the Anthropocentric Age thus takes on a new significance: “What we do today depends on our image of the future rather than the future depending on what we do today” as Prigogine puts it. “The equations of the future are written in our actions as well as in nature. Time becomes construction.” Nowhere is this truer than in the new science of genomics, which touches the soul, and in the effort to preserve the ecological balance that has enabled humanity to flourish within the narrow band of earth's livable climate. This study used structural equation modeling with longitudinal data from the Oregon Youth Study to test the hypothesis that the effect of socioeconomic status (SES) on delinquency in early adolescence would be mediated entirely by parental management skills. SES was measured by parental education and occupation when the son was in the fourth grade, parental management skills during the sixth grade, and delinquency during the seventh grade. The hypothesis was supported: The direct effect of SES on delinquency was not significant after controlling for parental management, which was modeled as a second-order factor consisting of parental monitoring and discipline. Little is known about successful local government financial management careers and their implications for organizations. This study identifies three levels of career success—top managers, aspirants, and the plateaued status—and how these groups differ on important personal and professional characteristics. Findings reveal that top managers differ in important ways from aspirants and the plateaued. Furthermore, top managers hired from outside the organization pay more attention to the financial viability of the organization and are more willing to innovate financially than those promoted from within. Government policy seeks to introduce competition into the supply of social care through the separation of purchasing and providing responsibilities. A study of 24 local authority social service departments has explored the initial steps taken to prepare for the new enabling role, including the creation of a mixed economy of care. Very few were seeking to create a market in social care. Most argued that the inherent nature of social care rendered the introduction of service specifications and price mechanisms neither approriate nor feasible. Many authorities interpreted the enabling role in ways significantly different from that of the government. The study raises questions about the extent of local discretion in a context where the range of values and interests of implementing agencies may differ from those of the centre. 相似文献
