A crucial yet disputed element in the attempt to regulate sexually oriented businesses has been the negative secondary effects these firms have on nearby businesses and residential communities. This paper addresses a new dimension of the negative effects from such businesses by examining data on administrative and criminal infractions inside a large number of sexually oriented businesses and a comparable group of alcohol establishments. We compare administrative and criminal violations data from the Texas Alcohol Beverage Commission for all adult entertainment clubs (AECs) serving alcohol against a randomly selected sample of bars in the State of Texas. We find that there are important differences between the clubs and bars in 10 of the 23 t-test comparisons. What is more, even though alcohol-related infractions are the most common type of infraction for both AECs and for bars, the number of sex- and drug-related offenses was consistently more prevalent for sexually oriented businesses than for bars. In contrast, the bars have much higher numbers of criminal violations, primarily because of the higher incidence of infractions involving minors. This paper contributes to the literature on negative primary and secondary effects of sexually oriented businesses.  相似文献

Previous research emphasizes the importance of path dependence for sustainable energy transitions, but their strategic nature is frequently overlooked. We examine formally how exogenous shocks, such as changes in international energy prices, interact with positive reinforcement factors, such as the growing strength of the renewables advocacy coalition. We find that political competition modifies the effect of path dependence on policy and outcomes. Specifically, while “green” governments can use positive reinforcement mechanisms to lock in policy commitments (by creating green constituencies), “brown” governments strategically underprovide public support for renewable energy (to avoid creating green constituencies). The effect of positive reinforcement also decreases with international energy prices. Our empirical analysis shows that (1) political competition conditions the policy response to exogenous shocks and market failures, while (2) governments strategically exploit path dependence for political gain.  相似文献

The crisis in Darfur (Sudan), which sparked in February 2003, only caught the United Nations’ attention in Spring 2004. Questions emerged as to whether the conflict between the rebels and the government was simply insurgency warfare or, in fact, concealed a genocide carried out by the Arab, Muslim-led government against the Animist and Christian-African population. The issue became so divisive that the Security Council requested the creation of an investigation team, the International Commission of Inquiry on Darfur, which amongst other tasks had to examine whether genocide had taken place. This article analyzes the facts as well as the legal reasoning that guided the International Commission of Inquiry in drawing the conclusion that a governmental policy to commit genocide had not been formed.  相似文献

Trade volume between Central Asia and China has tripled since 2002. This study, which is based on Chinese sources, explains the reasons for this expansion in trade. Even if numerous obstacles remain, Government development policy in China’s western regions has induced trade growth between Xinjiang and Central Asia. Trade flows mainly consist of three blocks: economic activities of the Xinjiang Production and Construction Corps, commerce conducted by traders of the coastal province of Zhejiang, based in Xinjiang, and petty trade notably between Kazakhstan and Xinjiang.  相似文献

The construction of cross-border pipelines requires large upfront investment and, because of transit through third countries, is subject to increased risk. We demonstrate that the decision to build cross-border pipelines in landlocked regions is influenced more by economics than by politics. Governments use transportation constraints to discriminate among foreign oil companies and to promote low-efficiency routes for political purposes. This paper describes strategies used by importers and oil majors to address this limitation, using the Caspian basin as a reference. Based on data obtained from oil professionals operating in the region, and professional journals, we highlight that, on average, transportation costs in the Caspian basin are up to six times higher than in the other oil-producing regions of the world.  相似文献

A commonly shared goal among scientists is to reach the ‘holy grail’ of theoretical integration or unification. We list several examples of such attempts within sociology and psychology in general and, more specifically, within the subarea of social justice. A distinction is made between the seemingly interchangeable terms integration and unification. We note the scarcity of work concerned with untangling the meaning of theoretical integration, with differentiating among forms of integration, and with mapping the variety of ways in which integration might be accomplished. The five articles published in this issue of Social Justice Research, and here briefly reviewed, address these and related questions and/or exemplify theoretical integration with a focus on justice.  相似文献
