We investigated the differential effect of mandatory seat belt laws on seat belt use among socioeconomic subgroups. We identified the differential effect of legislation across higher versus lower education individuals using a difference‐in‐differences model based on state variations in the timing of the passage of laws. We find strong effects of mandatory seat belt laws for all education groups, but the effect is stronger for those with fewer years of education. In addition, we find that the differential effect by education is larger for mandatory seat belt laws with primary rather than secondary enforcement. Our results imply that existing socioeconomic differences in seat belt use would be further mitigated if all states upgraded to primary enforcement. 相似文献

In this paper we introduce a permutation testing approach to the interpretation of evidence which consists of elemental composition measurements, with glass evidence as an example. This work extends previous work of Curran et al. [J.M. Curran, C.M. Triggs, J.R. Almirall, J.S. Buckleton and K.A.J. Walsh, The interpretation of elemental composition measurements from forensic glass evidence, Science and Justice 37 (1997) 241–244.] and shows how we may remove some of the constraints that limited the applicability of the previous results. This paper reports on the findings from a large-scale study of public attitudes to inheritance law, particularly the rules on intestacy. It argues that far from the assumption that the family' is in terminal decline, people in England and Wales still view their most important relationships, at least for the purposes of inheritance law, as centred on a narrow, nuclear family model. However, there is also widespread acceptance of re-partnering and cohabitation, producing generally high levels of support for including cohabitants in the intestacy rules and for ensuring that children from former relationships are protected. We argue that these views are underpinned by a continuing sense of responsibility to the members of one's nuclear family, arising from notions of sharing and commitment, dependency and support, and a sense of lineage. 相似文献

The conflicting positions of the two early eleventh century Yogācāra scholars, Ratnākara?ānti and his critic Jñāna?rīmitra, concerning whether or not consciousness can exist without content (ākāra) are inseparable from their respective understandings of enlightenment. Ratnākara?ānti argues that consciousness can be contentless (nirākāra)—and that, for a buddha, it must be. Mental content can be defeated by reasoning and made to disappear by meditative cultivation, and so it is fundamentally distinct (bheda) from the nature of consciousness, which is never defeated and never ceases. That mental content is thus separable from the nature of consciousness is unimaginable to Jñāna?rīmitra, who argues that all mental content cannot be so defeated, nor can it disappear completely, and who concludes that Ratnākara?ānti’s commitment to this idea can be based on nothing but faith (?raddhā). Contra Jñāna?rīmitra, I will suggest that Ratnākara?ānti’s view is based not only on faith, but is also driven by a certain (often implicit) theory of buddhahood, the implications of which he is committed to working out. Because Ratnākara?ānti’s theory of buddhahood is developed in part in his tantric work, our understanding of his position benefits from our reading it in this context, wherein buddhahood and the most effective techniques for attaining it are explored. 相似文献

- This article begins by arguing that the structure of the political market differs significantly from business markets and that, consequently, the prescribed strategies from ‘traditional’ marketing theory are not always appropriate in politics.
- Then the military metaphor is applied to the political market and its ability to illuminate competitive strategy in this market is explored. Particular attention is paid to the interaction of direct and indirect strategies in politics over the lifecycle of a parliament.
- The relevance of military principles in implementing the strategies identified is then considered. The paper concludes with a wider discussion of the limitations of the military/competitive model as applied to politics and a general indication of how a more comprehensive competitive model might be created.
