This article answers the following question: ‘What is the organizational medium that has allowed a few Chinese businesspeople in East and Southeast Asia to accumulate considerable wealth and economic power?’ In the course of giving an answer, we show the organizational differences between traditional business networks in the late Qing and early Republican periods and the Chinese business networks in modern capitalist Asia. We argue that, throughout the twentieth century, Chinese business people outside of China proper began to adapt Western corporate structures for their own purposes and that this organizational innovation allowed Chinese to develop and sustain personal networks through which wealth and power could be concentrated. 相似文献

This essay borrows from our civic humanist tradition to present an alternative to the more dominant neo-utilitarian approach to evaluating current decisions and their potential burden on future generations. The analysis first focuses on financial debt, and then applies the framework beyond the realm of financial policy. The framework exposes some limitations in the rational-quantitative approach to policy decision, and embraces the art of stewardship as a more encompassing and appropriate role in public life. Stewardship brings intergenerational obligations to bear on decisions that current analytic techniques fail to regard as meaningful. The ways and means of stewardship are matters more of prudent judgment and passionate commitment to ways of life than of rigorous analytic precision. As production and design disintegrate and become more collaborative, involving dynamic relations between customers and firms supplying complex subsystems and service, products and production methods become more innovative but also more hazardous. The inadvertent co‐production of latent hazards by independent firms is forcing firms and regulators to address the problem of uncertainty – the inability to anticipate, much less assign a probability to future states of the world – more directly than before. Under uncertainty, neither the regulator nor the regulated firms know what needs to be done. The regulator must induce firms to systematically canvas their practices and identify potential hazards. But recognizing the fallibility of all such efforts, the regulator must further foster the institutionalization of incident or event reporting procedures: systems to register failures in products or production processes that could be precursors to catastrophe; to trace out and correct their root causes; to alert others in similar situations to the potential hazard; and to make certain that countermeasures to ensure the safety of current operations are taken and the design requirements for the next generation of the implicated components or installations are updated accordingly. In this essay we develop these arguments and look closely at changes in the Norwegian offshore oil and gas industry and its regulator, the Petroleum Safety Authority to better understand the coevolution of vertically disintegrated industry and new forms of regulation. 相似文献

Studies of the contagious spread of insurgency and conflict across national boundaries has generated a good deal of empirical research over time. While the contagious spread of terrorism has also been a policy concern, few empirical studies exist on the extent to which terrorism spreads contagiously. This article uses methods developed by criminologists to study the spread of crime to examine the worldwide diffusion of terrorism from 1970 to 2013. We distinguish between contagious increases (based on shared borders) and non-contagious increases (where no borders are shared). We define the “domino effect” as a particular type of contagious diffusion where high levels of terrorism spread to an adjoining country but also remain high in the host country. Our analysis shows that both contagious and non-contagious diffusion has been rare over the past 43 years, non-contagious diffusion is more common than contagious, and when contagious diffusion occurs, it is very likely to occur according to the domino effect. 相似文献

This article examines the sustainability of externally promoted participatory budgeting (PB) over more than a decade and, given the results, considers the implications for participatory practice in international development. In 2009, I investigated the continued utilization of PB as introduced through a US‐financed local government development project in post‐war El Salvador. I examined all 28 project municipalities 5 years after the project ended and found limited but important PB sustainability. In 2015, I replicated the study, using the same parameters in the same 28 municipalities, more than 10 years after completion of the project. This article presents the findings of the latter study and compares them with 2009 results. PB continues to be utilized in more than half of the 28 municipalities examined—a striking example of long‐term sustainability—although there is also little continuity of use among individual municipal governments. I conclude that PB is becoming institutionalized, in part because of the initial project. This case of sustainability and institutionalization of PB may allow us to be more optimistic about the potential effects of participation in international development. Social conflict in Peru has increased dramatically since 2004. The economic origins of these disputes, which result mostly from the growth of mining operations, have received considerable scholarly attention. The emergence of collective action directed at the performance of regional and local government, however, has received little notice. This essay examines Peru's regional and local governance conflicts on the basis of hundreds of reported cases. It investigates the nature of these episodes and the strategies adopted by community organizations to get their complaints addressed. It finds that the political opportunity of the posttransition period, dissatisfaction with government performance, and new participatory rights have helped to give rise to such collective action. Community protagonists choose between institutional and noninstitutional strategies but often combine them to help ensure success. Maintaining legitimacy proves essential to both sides. This article argues that these events represent both constraints and favorable developments for subnational democracy in Peru. 相似文献

In 2017, the Russian Embassy in Washington DC protested that officials had carried away Russian diplomatic archives from their San Francisco Consulate-General, without supervision of Russian diplomats. The objective of this article is to analyze critically the meaning of the legal doctrine of the inviolability of diplomatic archives. The research question is what distinguishes documents in the form of a diplomatic archives from a solely organic arrangement. The Cardinal Rule of Provenance, applied to diplomatic archives, transforms the status of the documents so that diplomats have a sole right to act on them, so to make reasoned judgments. 相似文献
