Factors affecting the sustainability of a community water supply project in Kenya

This paper examines how three sustainability factors (water supply, regulatory policy, local management) are affecting the sustainability of a community water supply project in Kenya. Findings show that after 10 years the project is at a threshold of sustainability – it may yet fail. Changing rainfall patterns and additional withdrawals from new projects are threatening available water supply. The community is resisting compliance with water sector reforms including those intended to benefit community-managed projects. Community management deficiencies and a lack of supportive external relationships are impeding project continuity and sustainable local water management.

Regional Integration in ASEAN: Institutional Design and the ASEAN Way

This paper investigates regional integration in the Association of Southeast Asian Nations (ASEAN) by analyzing the agreements developed within the ASEAN framework since its founding in 1967. This examination reveals that, although integration in ASEAN is certainly influenced by norms and values, the integration process can be best understood by intergovernmentalism. While many agreements have been developed within the ASEAN framework and have become more legalistic in nature, they tend to mostly be in functional areas and exhibit low levels of transparency and delegation. The design of ASEAN is indicative of an overriding concern for state sovereignty as a key strategic interest for member states.     

Empirical philosophies of mind

Three anthropological contributions within the debates on rationality and modes of thought are considered here: Horton's ‘African Traditional Thought and Western Science’, Gellner's Legitimation of Belief and Needham's Belief, Language and Experience. It is argued that within these texts, seemingly diverse and even opposed in theoretical position though they are, certain anthropological imperatives are common. Various philosophical views are invoked in these works in order to grapple with recurrent problems of social anthropology, a discipline conceived as the ‘empirical philosophy of mind’ and expressing itself as an essentially epistemological discourse. These attempts are unsuccessful but the reasons for their lack of success can be traced to certain constraints within the anthropological problematic itself.
