Paradigm shifts in Africa: The case of Uganda

It is a positive development that economists and African and world leaders are trying to reinvent the notion and concept of aid but real change means a complete paradigm shift in assessing what leads African economies to grow.     

Malaysia's new economic policy and the global economy: The evolution of ethnic accommodation

Abstract

Developing countries commonly must deal not only with issues of economic development, but also with the problems associated with a multi‐ethnic population. Most analyses of ethnic programs, however, focus on the domestic political economy and fail to appreciate the importance of international factors. In this essay, I note that Malaysia's New Economic Policy (NEP) and its successors have been affected not only by the domestic ethnic situation but also by the global economy. Furthermore, I argue that current international pressures and constraints have forced a re‐evaluation of the NEP in the past decade. While a concern for ethnic factors is by no means absent from the policy‐making process today, ethnic concerns are now overshadowed by the realities of the international economic order and the government's realization that ethnic accommodation can only be successful within the confines of an outward‐looking, expanding economy.     

ADOPTION,SECRECY AND THE SPECTRE OF THE TRUE MOTHER IN TWENTIETH-CENTURY AUSTRALIA

Adoption was legalised in Australia in the 1920s, but not widely embraced before the Second World War. During the 1950s, a series of court cases in which birth mothers challenged the validity of the adoption of their children, threatened the viability of this new social policy. This paper argues that the 1960s tightening of secrecy provisions should be understood in the context of these challenges which reopened debates around the status of adoptive motherhood. By listening for the voice of relinquishing mothers, it challenges the view they were complicit in the process which deprived them of claims to maternal status.     

Overlapping jurisdictions: Substitutes or complements?

This paper presents a simple model of the demand relationship between the activities undertaken by overlapping governments and uses the framework to estimate the relationship between municipal and county expenditures. The empirical results reveal a complementary relationship between county and city general expenditures; any public sector expansion effects of monopoly power at the county level will therefore be reinforced by greater municipal spending, further expanding the total size of the local public sector. On the other hand, changes in county police and roads expenditures appear to have no strong stable impact on municipal police and roads expenditures, respectively, providing no reinforcing or offsetting municipal spending responses to decisions at the county level.
