毛泽东发出"农业学大寨"的号召不是偶然的,而是当时中国经济、政治和社会发展的必然产物,目的既是要促进我国农业生产的恢复和发展,也是为维护人民公社体制、巩固社会主义集体经济树立一个好的样板.在"文化大革命"期间,毛泽东一直关注着农业学大寨运动的情况,并通过支持召开一系列农业会议和批发中央文件来推动运动的深入开展.这场运动的终止是时代发展的必然结果.我们应当以历史的观点实事求是地分析和评价大寨和农业学大寨运动.     

Collective action in small-scale mushroom production in Swaziland: does organisational form matter?

While substantial literature is available on the determinants of small-scale farmers’ participation in collective action, and the welfare impacts of producing and/or marketing collectively, studies on the likely implications of organisational form on producers’ collective behaviour remain scant. This article attempts to address this knowledge gap by using an example of different forms of small-scale mushroom-producing groups in Swaziland. Given the importance of collective action in sub-Saharan Africa, the overall results of this article provide valuable insights into alternative means of coordinating commercial small-scale agricultural activities, which can improve producers’ ultimate benefits while reducing the likelihood of internal free-riding.     

Performance Funding in Federal Agencies: A Case Study of a Federal Job Training Program

Our case study highlights important details that enter into developing performance contingent budgeting schemes—details that do not emerge in more general discussions of the subject—and shows how the handling of these details can be crucial to these schemes' success. We study a federal job training program that gives state and local decision makers discretion over the program's operation, but through performance funding holds them accountable for achieving specific objectives. We find that states' modifications to the scheme's construction produced over time highly individualized performance funding schemes that likely varied in their effectiveness.     

高校对大学生网络使用的引导及管理

互联网已成为高校学生获取和交流信息的重要渠道。但网络使用不当已成为引发大学生不良表现的重要原因。而高校对学生上网教育和引导的漠视,更在一定程度上助长了危害的滋生蔓延。高校作为教育的主体,应该积极主动出击,将网络的不良影响降到最低。     

因果关系和补救——产品责任因果关系的判定和补救方式

无论大陆法国家还是英美法国家，产品责任的因果关系都是生产者责任的必要前提，也是产品责任要件中一个棘手的问题。缺陷产品的补救，关系着生产者责任的具体负担及负担的大小。目前，我国《民法通则》和《产品质量法》在这两个问题的规定上，均存在一定的欠缺。本文拟就我国产品责任因果关系的判定以及缺陷产品补救方式进行一些初步探讨。     

经济增长中政府行为的制度分析

制度因素是经济增长动态过程中的内生变量 ,它构成经济增长中合作与竞争的基本秩序 ;而作为国家意志的代理人 ,政府用以交换和服务于委托者的基本形式 ,就在于制度供给。它不断界定和明晰产权结构 ,为经济增长提供生产性制度安排 ,也可引导社会意识形态和制定生产计划与宏观政策 ,为经济增长提供必要的制度协调框架 ,这样就将政府对经济增长的作用机制融入了制度分析框架之中。

中国共产党是中国工人阶级的先锋队 ,同时随着经济的发展和社会的进步 ,党的阶级基础在不断地扩大 ,这是无产阶级政党发展的一般规律 ,也为社会主义条件下如何加强党的建设提出了新的课题。江泽民同志提出的“三个代表”重要思想在理论和实践上科学地回答了这一问题。
