由教育部牵头,中国科学院、中国社会科学院及清华、北大等单位的研究人员共同参与的课题“中国人力资源开发和教育发展”,目的在于为国家制定2020年以前教育发展决策提供战略性咨询建议,经过半年多时间的研究,形成了一个100多万字的报告,即《从人口大国迈向人力资源强国》,这个报告所提出的部分内容,譬如“人力资源是第一资源”、“能力建设”、“建设世界最大的学习型社会”、“制度创新”等问题,都是教育发展和人力资源开发中的重大问题,对国家的决策有参考作用。在十六大和政府换届以后,中共中央、国务院又发布《关于进一步加强人才工作…     

Charting a Future Course for US-Japan Relations

This article first examines specific recent issues facing the two countries, namely the Senkaku Islands fishing boat incident and the relocation of the Futenma Marine air base in Ginowan city, Okinawa, and then proceeds to make some observations on the larger issue of the future of the alliance.     

Normative beliefs about aggression as a mediator of narcissistic exploitativeness and cyberbullying

The current study examined normative beliefs about aggression as a mediator between narcissistic exploitativeness and cyberbullying using two Asian adolescent samples from Singapore and Malaysia. Narcissistic exploitativeness was significantly and positively associated with cyberbullying and normative beliefs about aggression and normative beliefs about aggression were significantly and positively associated with cyberbullying. Normative beliefs about aggression were a significant partial mediator in both samples; these beliefs about aggression served as one possible mechanism of action by which narcissistic exploitativeness could exert its influence on cyberbullying. Findings extended previous empirical research by showing that such beliefs can be the mechanism of action not only in offline but also in online contexts and across cultures. Cyberbullying prevention and intervention efforts should include modification of norms and beliefs supportive of the legitimacy and acceptability of cyberbullying.     

Structuration Theory and Wrongful Imprisonment: From ‘Victimhood’ to ‘Survivorship’?

Building on existing research from a zemiological approach, this article seeks to contribute to a more ontological understanding of the production and reproduction of harms associated with wrongful imprisonment in England and Wales. Drawing from Anthony Giddens’s theory of structuration, it is argued that whilst the harms of wrongful imprisonment are both complex and devastating, victims need not be perceived as entirely passive. Rather, victims of wrongful imprisonment can be viewed as knowledgeable agents with the intrinsic capacity and agency to strategically cope with and even survive the harms that they experience. The article concludes with personal accounts by victims of wrongful imprisonment that form an identifiable ‘survivor’ discourse to highlight some of the key critical factors that are vital in helping victims of wrongful imprisonment to re-structure their lives after release.     

刑事政策走向下我国缓刑制度的完善

在不断坚持宽严相济刑事政策的司法语境下,完善我国的缓刑制度是极为必要的。目前,我国缓刑制度还存在适用形式单一、适用条件难以操作、执行流于形式,监管处于失控状态等不足。完善我国的缓刑制度,应当从缓刑的适用形式、实质条件、适用程序、考察制度、撤销制度等方面入手。     

Jazz and substance abuse: road to creative genius or pathway to premature death

Jazz music and jazz musicians have often been linked for better or worse to the world of addictive substances. Many talented jazz musicians either had their careers sidetracked or prematurely ended due to their addiction to drugs and/or alcohol. The rigors of nightly performances, travel, and for many musicians a disapproving society exacted a toll that impacted the creativity of many artists of the genre. The fact that drug and alcohol use had a significant impact on the performance levels of numerous jazz musicians in the 1940's and 1950's has been much discussed, but more study of that impact is warranted. While recent research has provided new information regarding this challenging topic, there is still much to learn. Indeed, a number of questions for inquiry may be posed. Among those questions are the following: Was the work of these jazz artists truly inspired? Would their creative output have been enhanced had they not been addicted to substances? What was the impact of the addictive substances on their ability to function as creative artists and is there evidence to refute or verify that impact? Are there identifiable traits in certain artists that allowed them to be creative in spite of their addictions? This examination presents an evaluation of the evidence of the link between creativity and substance abuse especially as it relates to selected jazz artists during this time period and how they remained creative and actually prospered in their careers in spite of addictions to controlled substances.     

刍议检察学研究的几个基本问题——以检察制度的比较研究为视角

我国政治制度与西方各国不同,只能从国情出发,借鉴西方某些适合我国的有益经验,不断发展和完善中国特色社会主义检察制度。因此,以检察制度的比较研究为切入点,探讨我国检察机关体系在国家机构中的地位、检察机关的法律监督职能划分以及根据检察机关和检察职能的法律定位来认识检察官的司法属性,具有重要现实意义。     

Constructing a restorative school district collaborative

This action research initiative showcases the impact of a collaborative process involving educators who are delivering restorative practice to schools in the second largest school district in California. Three restorative practice action-oriented cycles engage educators in developing leadership capabilities to implement a restorative practice approach in targeted schools. Data shows through collaborative participation, restorative educators and stakeholders transform their ideas into restorative action.     

In English and en Español?: Language Accessibility of County Websites

This article examines the response of U.S. county government websites to language diversity among county residents. Employing a survey of county websites and U.S. Census data, our findings reflect a general lack of Spanish language accessibility. The study finds that population size and proportion of Spanish-speaking population do not positively impact county website Spanish language accessibility. Border states from California to Florida outperform northern states. There are, however, notable exceptions to the generally negative findings of the study, especially with regard to identification of best practices and other opportunities that support efforts to become more language-inclusive.
