A dynamic of global economic development means that many countries are experiencing uneven development and their citizens are increasingly split between those who can access high‐skill jobs and those who cannot. As a result some citizens are living in cosmopolitan areas of growth and others in backwater areas of decline. There are emerging out of these processes two versions of England. In cosmopolitan areas we find an England that is global in outlook, liberal and more plural in its sense of identity. In provincial backwaters we find an England that is inward‐looking, relatively illiberal, negative about the EU and immigration, nostalgic and more English in its identity. This bifurcation of England is already having political effects, reflected in the outcome of the 2015 general election. It will further reconfigure politics over the next two decades, creating diverse political citizens and a complex array of challenges and dilemmas for governments, political parties, campaigners and political organisers. 相似文献

AbstractThis essay is my attempt to guide readers through the thicket of print and film resources from and about Indonesia in a way that provides a structure for making sense of the evergrowing body of literature about Indonesia. The choice of literature recommended in this essay is inspired by my own fascination with the theme of transition from a traditional to a modern society. Just what we understand by “tradition” and “modernity” is, of course, debated constantly, as is the way we evaluate these two conditions. What is not in doubt, however, is that a transition is in progress, that it is taking place rapidly, and that it is at times unrelentingly cruel to those who are experiencing the phenomenon. “Concerned” scholarship, I believe, should be determined to achieve a measure of rational control over that transition through its mastery of all relevant literature. 相似文献

Interventions aimed at increasing the supply and representativeness of elected officials range from facilitative to the formally authorised. This paper reports on a field experiment aimed at testing the effect of facilitative approaches at the local level based on a collaboration between parish councils and the research team. We randomly allocated 818 parish council clerks across five counties in Southern England, either to receive information and the opportunity for member training for recruitment, or not to receive this contact. We investigated the effect of this intervention on political recruitment. Despite evidence of an effect on use of social media, our results suggest that there are significant institutional and structural barriers to participation in local politics that cannot easily be overcome using facilitative measures. 相似文献

Mediation as a means of resolving disputes in child welfare (protection) proceedings is relatively new. Mediation as a process has been gaining recognition in almost every area of conflict or contest. It is not surprising, therefore, that its movement into taboo areas such as child welfare matters has occurred. This article focuses on how mediation in this once forbidden area is not only feasible but beneficial. Based on actual case mediations and comments, it will be shown that mediation in this area is necessary and long overdue. Reorganizations have provided fertile ground for researchers and practitioners seeking to draw lessons about the nature of public administration. The review leading to the reorganization of British local government in 1991-96 sustains the tradition. In an extraordinary unfolding of events key features of the policy and political system are laid bare. This article provides a background analysis of the review, examines the main turning points in the process, assesses the performance of key players and concludes with a judgement about the sustainability of the settlement that ultimately emerged. The purpose of this paper is to present a strategy for pollution control, representing a hybrid of conventional emission fees and standards approaches, which is designed to meet the dual needs of many localities for sustained industrial growth and compliance with air quality standards. We evaluate several second best policy mechanisms and extend our focus from questions of relative efficiency loss to concerns for feasibility, compliance incentives, and local objectives. Modern urban governance, because of its demanding and complex environment, requires a facilitative style of local political leadership that is visible, outward looking, open, and less partisan than more established forms. This article examines the impact of new constitutional expressions of local political leadership in England since the introduction of executive forms of governance for larger municipalities in 2002. The mayoral form, though established in only a handful of municipalities, is showing signs of supporting a more facilitative leadership style compared to the more widespread council leader model. This finding may be explained by the decision-making resources of mayors and their relationship to followers, which are, in turn, created by the institutional framing of their role by new constitutional arrangements. Political leadership is not simply a product of personality, capabilities, or contingency—although all of these factors play a part. Crucially, from the perspective of reformers, institutional design does make a difference and can encourage leadership practices of a particular style and form. 相似文献
