The Trans-Pacific Partnership (TPP), signed in February 2016, is the most ambitious free trade deal of the postwar era. The 12 TPP countries account for nearly 40 percent of the world's economy. Coupled with the Transatlantic Trade and Investment Partnership—which is still being negotiated between the United States and the European Union—the TPP represents an attempt by the Obama Administration to lead in promoting regional trade and investment arrangements despite the failure of the Doha Round to reach a comprehensive global trade deal under the auspices of the World Trade Organization. Although the agreement among the 12 TPP countries has been reached, ratification by their legislatures is pending. Ratification by the US Congress remains uncertain due to complex economic and political factors in the United States, including the presidential election of 2016. 相似文献

Cognitive dissonance is a state of tension occurring when a person holds two psychologically inconsistent cognitions. For this study, 21 social workers who facilitate transracial adoption plans for Aboriginal children in British Columbia were interviewed: 1) Do social workers who facilitate transracial adoption plans for Aboriginal children experience cognitive dissonance? If so, in what ways? 2) How does cognitive dissonance impact them? 3) In what ways do social workers reconcile a sense of dissonance? Findings suggest that social workers do experience cognitive dissonance, that they are adversely impacted, and that they find ways to reconcile the cognitive dissonance. 相似文献

This paper discusses the components of local government budget processes and their relationship to fiscal stress. While many cities and counties are suffering from stressful fiscal situations, leading in some cases to bankruptcy filings or other severe measures, their budgets have to be balanced, unlike the federal government and some state governments. Using survey data from a large number of jurisdictions, this paper shows how local governments have developed budget processes which respond to these changing fiscal situations. Governments use computers, collect and analyze many different types of information, and use budgetary information for other management purposes in order to improve productivity. Budget processes are providing good information to local government decision makers which is helping them respond constructively to the fiscal crises of the 1990s. 相似文献

There is a longstanding concern about middle-class capture of the benefits of public service provision, although relatively little evidence exists on the exact nature of any advantage or on the processes by which this comes about. Using a framework developed from Gal (J. Gal, 1998. Formulating the Matthew Principle: on the role of the middle-classes in the welfare state. Scandinavian Journal of Social Welfare, 7, 42–55), and via two case studies of street cleansing services in the UK, the article explores the ways in which middle-class service users assert influence in relation to service design, resource allocation and practice on the ground. It explores how urban managers respond to middle-class influence, revealing the ways in which influence is accommodated and the benefits of this to middle-class service users. It also evidences how urban managers attempt to resist aspects of middle-class advantage, and the challenges such resistance presents. The article concludes that the need to ‘manage’ middle-class influence permeates the routine institutional policies and practices of this key public service. 相似文献

The focus of this article is on the pilot development and implementation of a prison-based intensive treatment programme for high-risk adult-victim rape offenders in New Zealand. Advances in actuarial risk assessment enabled the identification of a group of high-risk adult sex offenders for whom no dedicated treatment programme existed. Based on a review of the treatment literature for rapists, a pilot programme was developed called the Adult Sex Offender Treatment Programme (ASOTP). The programme, based on the risk–need–responsivity and cognitive behavioural therapy principles, also used an adaptation of Young's schema therapy to address personality responsivity issues and specific idiosyncratic schema associated with participant offence pathways identified by the Massachusetts Treatment Centre classification (Version 3 for rapists). Measures of responsivity and dynamic risk administered in the ASOTP indicated some success in addressing treatment needs for the pilot participants (n=10). The programme has subsequently been expanded across prison specialist treatment unit sites and delivered to a further 52 participants. Although intermediate measures continue to indicate change in dynamic risk, recidivism outcome evaluations have not yet been possible, due to low numbers of paroled participants. 相似文献

Abstract When does sport initiation become sexual abuse? What can sport organisations do to ensure that the practice of sport is a safe and high quality experience for all? In this paper research on the initiation practices used by the military and North American universities and sport teams is used to explore links between such practices and physical and sexual abuse. In particular, the dynamics of peer abuse, consent and expressions of masculinity are examined. We question whether there can be acceptable initiation practices in sport (Hoover, 1999) and challenge the place of these ‘macho rituals’ (Weinstein et at, 1995) in sport. We make particular use of an expanded version of the continuum of sexual abuse (Brackenridge, 1997b) and of the sport imperatives identified by Kirby, Greaves and Hankivsky (2000). Recurring bills may be interpreted in two very different ways. First, there is the ‘legislative loser’ perspective, which posits that legislators introduce bills repeatedly for symbolic reasons, not intending or expecting them to go very far. Alternatively, there is the ‘softening up’ perspective, which assumes that legislators introduce bills more than once for policy reasons. They first test the waters, making a second attempt more successful. In this research article, we test these assumptions by examining the legislative impact of recurring bill status at various stages in the US House and Senate: initial committee attention, committee passage, attachment to an omnibus package and enactment. The evidence is mixed for the first stage of the process, while the findings for subsequent stages support the softening up interpretation. This study examined the influence(s) of the type of physical discipline administered and the type of child misbehavior on
college student’s evaluations of parent–child disciplinary situations. Participants evaluated vignettes describing a child’s
behavioral transgression and the subsequent parental disciplinary response. Evaluations were assessed in terms of the abusiveness,
effectiveness, and appropriateness of the discipline. As predicted, evaluations varied as a function of both the type of physical
discipline and the type of behavioral transgression. For example, parent–child interactions were evaluated as being more abusive
when the severity of the discipline exceeded the severity of the transgression. Gender differences emerged with women evaluating
mild discipline as being just as appropriate as moderate discipline while men evaluated mild discipline as being less appropriate
than moderate discipline. Further, men evaluated moderate and severe discipline as being more effective than mild discipline.
Results are discussed in terms of how the current research extends previous work in this area. Implications and areas for

The United States' project of democratisation in the Arab and Muslim world relies upon three core assumptions, revealed in Andrew S Natsios's account: the moderating power of democracy, a relationship between the nature of government and the condition of fear, and the tenacity of the US government in promoting democratic values in the region.
