Educational freedom, rightly understood, depends upon the freedom to shape - and (for individuals) to choose to study in or teach in - distinctive educational institutions. This implies an obligation upon faculty who have chosen to commit themselves to such an institution to teach in a way that engages positively with its educational project. Policies which provide scope and encouragement for schools and universities to represent distinctive and coherent viewpoints are an essential condition of educational freedom in a pluralistic society. These issues are discussed with reference to the ‘values project‘ of Free University in Amsterdam and to debates, in the Netherlands and the United States, over the distinctive character of schools. This systematic literature review analyses how public servants apply workplace creativity to come up with ideas for public sector innovations, defining public sector creativity and analyzing its practices, features, trends, and hiatuses in knowledge for which we provide a future research agenda. Creativity is the origin of innovation. Public sector creativity, however, is theoretically undefined and underexamined, resulting in unclarity on what constitutes public sector creativity. We define public sector creativity as “public servants coming up with novel and useful ideas through various practices.” Our findings indicate that public servants apply at least six taxonomically distinctive creative practices, and although they are involved to different extent in generating the initial idea and thus do not always generate ideas autonomously, they are creative in finding alternative ways to come up with ideas. However, our review indicates hiatuses in knowledge on public sector creativity, for which we provide a future research agenda.  相似文献

This study explored whether the rational (certainty of punishment) and nonrational (criminal thinking) aspects of antisocial decision‐making interact. A convenience sample of 319 undergraduates (106 men, 213 women) completed a measure of criminal thinking and responded to three fictional vignettes (i.e., cheating on a final examination in a class they were in jeopardy of failing, stealing $50 off a table in a dorm room, and selling marijuana for a friend) at three different levels of risk or certainty of apprehension (50%, 10%, and 1%). Results indicated that participants reported that they would be more likely to engage in antisocial behavior when the certainty of getting caught was low and the level of proactive (P) or reactive (R) criminal thinking was high. An interaction between certainty and criminal thinking was also observed in which the gap between lower and higher criminal thinking respondents grew as the probability of getting caught fell.  相似文献

A sample of 76 federal prison inmates with a history or current complaints of significant psychiatric symptomatology at intake were followed for a period of 4-39 months by a psychologist who rated the inmate as malingering (n=12), substantially exaggerating (n=32), minimally exaggerating (n=23), or honestly reporting (n=9) signs and symptoms of schizophrenia, bipolar disorder, major depression, or severe anxiety disorder. The Confusion-revised (Cf-r) and Infrequency (INF) scales of the Psychological Inventory of Criminal Thinking Styles, which had been administered routinely at intake, revealed that only the INF successfully predicted malingering and exaggeration of psychiatric symptomatology even after pre-existing group differences in age, race, and overall criminal thinking were controlled. These results suggest that the INF scale can potentially serve as an effective initial screening measure for malingering/exaggeration in inmates presenting with mental health complaints.  相似文献

Purpose

This study was designed to assess whether black inmates hold more positive outcome expectancies for crime than white inmates in an effort to inform the debate on the nature of well documented differences in criminal involvement between blacks and whites.

Methods

Positive outcome expectancies for crime were measured in 393 black male inmates and 154 white male inmates housed in a medium security federal correctional institution using the Outcome Expectancies for Crime (OEC: Walters, 2003b) inventory.

Results

Black inmates reported significantly stronger positive outcome expectancies for crime than white inmates after controlling for preexisting group differences in age, education, marital status, confining offense, response style, general criminal thinking, and negative outcome expectancies for crime. Anticipation of social benefits for crime in the form of love, respect, and security were particularly salient in distinguishing between black and white inmates.

Conclusions

It is speculated that an interaction of motivational (high achievement motivation), structural (blocked economic opportunities), and cultural (peer reinforcement) factors may be responsible for black-white differences in crime with important implications for theory, research, and clinical practice.  相似文献

The purpose of the study was to estimate associations between citizenship status and arrest for crimes among male arrestees. The primary hypothesis was that citizenship status (a rough proxy for immigration) has significant effects on arrest for violent personal crimes, property crimes, and four other selected offenses. Data were derived from the Arrestee Drug Abuse Monitoring (ADAM) Program for the years 2000 through 2002 inclusive. Our sample comprised male arrestees only. Logistic regression models were fitted to the data to estimate the citizenship status-crime relationship. Results showed no significant association between citizenship status and arrest for violent crimes. Non-citizens were 15% less likely than citizens to be arrested for property crimes; they were also less likely to be arrested for weapons offenses and drug offenses. Non-citizens were much less likely to test positive on NIDA-5 drugs than citizens. Non-citizens were, however, 50% more likely than citizens to be arrested for forgery/counterfeiting. It was concluded that public perceptions about the relationship of citizenship status to criminal behavior may be exaggerated and may not be borne out by empirical evidence. Limitations of the study are pointed out, including the fact that in the ADAM data, naturalized immigrants are lumped together with native born citizens.  相似文献

The principal aim of this study was to examine the relationship between parents (parental knowledge) and peers (unsupervised routine activities) in predicting delinquency. Enlisting all 1,170 male members of the Pathways to Desistance study and a causal mediation model, baseline and Wave 1 measures of parental knowledge and unsupervised routine activities were cross-lagged and then regressed onto Wave 2 delinquency. Consistent with the view that parenting precedes peer influence when it comes to predicting delinquency, the target pathway (baseline parental knowledge → Wave 1 unsupervised routine activities → Wave 2 delinquency) achieved significance and the comparison pathway (baseline unsupervised routine activities → Wave 1 parental knowledge → Wave 2 delinquency) did not. These results suggest that weak parental knowledge may increase delinquency by failing to divert the child from involvement in unsupervised routine activities with peers.  相似文献

There is now an abundance of research on the relative ages of transition to adulthood in colonial America, but, unfortunately, we are still not in a position to offer many generalizations from these myriad historical case studies. There are two reasons for this inconsistency. Some historians have been content to use parental mortality as a proxy for property transfer and we have been reluctant to consider marriage and child-bearing as events that involve, at a minimum, pairs of men and women. Instead, some historians have been content to examine these life course transitions as individual affairs. The article demonstrates the importance of these two points. Direct linkage of intergenerational property transfer has been found to be a powerful predictor of the transition to adulthood and the individual perspective has been found to be an insufficient level of analysis for understanding the social forces underlying the distribution of wealth and, consequently, the transition to adulthood.  相似文献

Abstract

Effective implementation of international environmental and natural resource conservation agreements depends not only upon the cooperation of contracting parties, but also upon the ability of the agreement to win the continuing support and input of non‐governmental stakeholders. This view, accepted and advocated by nations in the 1992 Rio Declaration, Agenda 21, and the recent Aarhus Convention on Public Participation, is now being incorporated into modern regional fisheries management organizations. These and earlier fisheries organizations can benefit from an awareness of how other multilateral agreements that adhere to the Rio Declaration and Agenda 21 tenets have enhanced sustainable development through their provisions for transparency and public participation. This article surveys how these regimes have implemented the principles of access to information, access to decision‐making and access to justice, and makes corresponding recommendations to assist fisheries management organizations in achieving their goals.  相似文献
