This article argues that Israel experiences a unique perception of the perils of anarchy that drives it to a strategic preference for disproportionately offensive action against rivals and enemies. Actions taken pursuant to that doctrine have caused serious inconvenience to U.S. foreign policy in the Mideast for over four decades. This article argues that by reassuring Israel, both diplomatically and with arms sales, that the United States is committed to its survival, the United States has obtained significant measures of strategic restraint on Israel's part. That restraint has brought significant benefit to the United States as it seeks to guarantee regular access to the vital resources of the Middle East. This article provides examples of both successful reassurance and reassurance denied to illustrate the argument that U.S. support produces tangible strategic benefits for the United States.  相似文献

The Federal Violent Crime Control and Law Enforcement Act of 1994 bans a group of military-style semiautomatic firearms (i.e., assault weapons) and ammunition magazines capable of holding more than 10 rounds. Ban advocates argue that these weapons are particularly dangerous because they facilitate the rapid firing of high numbers of shots. Though the banned guns and magazines were used in only a modest fraction of gun crimes before the law, it was hypothesized that a decrease in their use might reduce gunshot victimizations, particularly those involving multiple wounds and/or victims. In response to a Congressional mandate for an impact assessment of the law, this study utilized national and local data sources and a variety of analytical techniques to examine the ban's short-term impact on gun violence. The ban may have contributed to a reduction in gun homicides, but a statistical power analysis of our model indicated that any likely impact from the ban will be very difficult to detect statistically for several more years. We found no evidence of reductions in multiple-victim gun homicides or multiple-gunshot wound victimizations. The findings should be treated cautiously due to the methodological difficulties of making a short-term assessment of the ban and because the ban's long-term effects could differ from the short-term impacts revealed by this study.  相似文献

This paper presents theoretical and experimental evidence of increased voter satisfaction due to moderate candidate platform divergence. The formal model combines the traditional proximity treatment of voter satisfaction with a disutility stemming from the likelihood of “incorrect” voter decision-making. The result is a voter utility function for the candidate field which is non-monotonic in platform divergence. I confirm the main result of the formal model through a voter survey where hypothetical candidate positions were varied from very moderate to very partisan. Respondents preferred moderate policy divergence to both minimal and extreme divergence. In tandem, these results recast moderate ideological differentiation as a desirable, rather than pejorative, element of politics and campaigning.  相似文献

Die deutsche Rsp hat schon vor Jahren dem Anlegerschutz den Vorrang zuerkannt, und der OGH ist dem unl?ngst gefolgt. Dieses Ergebnis ist alles andere als zweifelsfrei; vor allem aber erstaunt, dass keine Vorlage zum EuGH erfolgte, ja deren Notwendigkeit nicht einmal in Erw?gung gezogen wurde. Denn hier sind im nationalen Recht die Vorgaben einschl?giger Richtlinien zu befolgen.
