Roll‐call votes are widely employed to infer the ideological proclivities of legislators. However, many roll‐call matrices are characterized by high levels of nonresponse. Under many circumstances, nonresponse cannot be assumed to be ignorable. We examine the consequences of violating the ignorability assumption that underlies current methods of roll‐call analysis. We present a basic estimation framework to model nonresponse and vote choice concurrently, build a model that captures the logic of competing principals that underlies accounts of nonresponse in many legislatures, and illustrate the payoff of addressing nonignorable nonresponse through both simulated and real data. We conclude that modeling presumed patterns of nonignorable nonresponse can yield important inferential payoffs over current models that assume random missingness, but we also emphasize that the decision to model nonresponse should be based on theoretical grounds since one cannot rely on measures of goodness of fit for the purpose of model comparison. 相似文献

Can autonomous banking regulatory agencies reduce the odds that a country will suffer a crippling banking crisis? We investigate the impact that agencies charged with banking regulation and prudential supervision can have on financial stability in the banking sector. We argue that the potential benefits of autonomy are hard to realise because banking regulators face incentives to shirk in their mandate to secure banking stability. These incentives are strongest in political systems with high numbers of veto players, where the autonomy of a banking agency is difficult to undo even if the agency is derelict in promoting banking sector stability. We test an implication of this argument, namely, that the probability of bank crisis onset should diminish with the level of autonomy of the banking agency, but only in polities with low numbers of veto points. We base our analysis of this conditional hypothesis on an original dataset of 79 countries observed between 1971 and 2009 that captures the degree of autonomy of banking agencies from political principals. Our findings confirm that the impact of banking agency autonomy on the risk of bank crisis onset is conditional on the political structure in which the agency is embedded. 相似文献

ABSTRACTOne of the potentially most significant objections to a cosmopolitan moral approach charges an essential arrogance: cosmopolitanism disdains particularist moral insights even while – in what is said to be its most coherent form – it seeks to bind all persons within global political institutions. It is argued here that adopting a form of institutional cosmopolitanism actually helps to meet this sort of objection. An appropriately configured such approach will have a conception of equal global citizenship at its core. It will seek to place individuals in relations of political humility, understood not as plain deference to competing moral claims, but as concrete recognition of the equal moral status of others. It will seek to progressively empower as actual citizen equals those whose interests are often ‘arrogantly’ neglected in the current system, and to multiply mechanisms of input and challenge for them over time. 相似文献

Juvenile and family courts hold a unique position among the many stakeholders that comprise a healing community for persons experiencing adversity or trauma. Specifically, judges and other court leaders can promote the implementation of screening for trauma, the alignment of appropriate and effective treatment for trauma when indicated, and the accountability of systems for coordination and support of such services. To that end, the National Council of Juvenile and Family Court Judges undertook a field‐based project — consisting of multiple semi‐structured court surveys — to elucidate the key features of a trauma‐informed court and how to assist courts in becoming more trauma‐responsive for both consumers and staff. With the assistance of courts in 11 pilot sites across the nation, the project has led to the development of a protocol called trauma consultation or trauma audit, which is outlined here. Our work in developing the consultation protocol highlighted the need to better understand (1) the prevalence and impact of secondary traumatic stress in court staff, (2) the potential for environment to contribute to traumatic stress reactions, and (3) the importance of consistent trauma screenings and subsequent use of findings. Sex assessment of skeletal remains plays an important role in forensic anthropology. The pelvic bones are the most studied part of the postcranial skeleton for the assessment of sex. It is evident that a population-specific approach improves rates of accuracy within the group. The present study proposes a discriminant function method for the sex assessment of skeletal remains from a contemporary Mexican population. A total of 146 adult human pelvic bones (61 females and 85 males) from the skeletal series pertaining to the National Autonomous University of Mexico were evaluated. Twenty-four direct metrical parameters of coxal and sacral bones were measured and subsequently, sides and sex differences were evaluated, applying a stepwise discriminant function analysis. Coxal and sacra functions achieved accuracies of 99% and 87%, respectively. These analyses follow a population-specific approach; nevertheless, we consider that our results are applicable to any other Hispanic samples for purposes of forensic human identification. 相似文献

Are voluntary organizations an essential ingredient of democratization, and if so, does that include the vast number of voluntary organizations, such as the Opus Dei, which appear to be authoritarian in their internal affairs? Do groups whose goals and internal structure have little relationship to the nurturing of democracy nevertheless contribute to a democratic culture? Discussing such questions is one of the main burdens of this article, which on that respect is a contribution to the now‐growing volume of literature about political transition from authoritarianism to democracy. The problems presented by such groups as Opus Dei are an illustrative case in weighing the contributions of Latin American volunteerism to democratization. The Catholic Church has had a more than passing interest in which nongovernmental organizations (NGOs) would be successful in Mexico and which would not. We extend the standard Downsian framework to suppose that voters consider the identity of each candidate's supporters when deciding whom to support, rather than considering only the announced policy positions of the candidates. In particular we posit the existence of a class of voters whose support for a candidate reduces support by some other voters for that candidate. Our most important result concerns the conditions under which the addition to the electorate of new voters on one side of the policy spectrum shifts the equilibrium toward the opposite direction.
