This paper considers the current performance and future prospects of the UK biotech industry, particularly the biomedical sector. The central argument is that the performance of the UK biotech industry cannot be understood in isolation from the European system of regulation and, increasingly, the international regulatory environment, and from what is happening elsewhere in the regulation of science – particularly in the U.S. To develop this argument, it adopts as its conceptual framework Kim and von Tunzelmann's network alignment approach following Radosevic. An Enforcement Taxonomy of Regulatory Agencies 总被引:2,自引:1,他引:1
A variety of multivariate techniques were used to develop a taxonomy of regulatory agencies from the first comprehensive study of the disparate enforcement strategies employed by business regulatory agencies in one country. Seven types of agencies were identified: Conciliators, Benign Big Guns, Diagnostic Inspectorates, Detached Token Enforcers, Detached Modest Enforcers, Token Enforcers and Modest Enforcers. Agencies were distinguished primarily according to their orientation to enforcement versus persuasion, according to their commitment to detached (or arms length) command and control regulation versus cooperative fostering of self-regulation, and according to their attachment to universalistic rulebook regulation versus particularistic regulation. Nevertheless, it is not unreasonable to view regulatory agencies as lying on a single continuum from particularistic non-enforcers who engage in cooperative fostering of self-regulation to rulebook enforcers whose policy is detached command and control. This approximates the suggestions of Hawkins and Reiss for distinguishing regulatory agencies according to a "sanctioning/deterrence" versus "compliance" dimension. The predominant regulatory style in Australia, however, is distant from both poles, being a perfunctory regulatory approach which is neither distinctively diagnostic and educative nor litigiously "going by the book"; rather it amounts to "going through the motions". The typology also partially conforms to Black's categorisation of social control as penal, therapeutic, conciliatory and compensatory. 相似文献

This paper argues that the first visit back homeis important for refugees because it acts as a catalyst forrenewed engagements with host country and country of origin.The study shows that conditions in both countries impact ondecision-making and ultimately that integration and return cancoexist. The first re-connection with home isdescribed as a memorable event in and of itself. Marked by anawareness of the passing of time, it provides both an end towaiting and worrying and a measure of one's progress (or lackof) in life, thus enabling participants to move on. Establishmentof safety nets in both host and home countries as a conditionfor permanent return distinguishes the predicament of theserefugees from that of other migrants. As the meeting betweenimagination and reality, the first visit contributes to there-examination of the refugee cycle, the myth of return andthe meaning of home in a context where return encompasses onediscrete experience, the visit, and subsequent events. This article provides a conceptual framework for understanding key psychological barriers to implementing sustainable development in procurement process by local government and health care authorities. This task is an important one as a comprehension of psychological barriers is a prerequisite for understanding how individuals engage with the often more visible technical, budgetary or regulatory barriers in sustainable procurement. The article highlights how progress towards sustainable procurement is hampered by a combination of (1) individual factors; (2) organizational factors; (3) small group adaptation processes; (4) adaptation processes within the organization; and (5) external adaptation processes between organizations. The framework thus contributes to filling the conceptual space between human agent and organizational structure by pointing to the importance of cognitive filters and ideational resources that interact at various levels within an organization and in the complex network of formal or informal partners that surround it. 相似文献

Helen Goodman, the Member of Parliament for Bishop Auckland has responded to the Blue Labour Publication The Politics of Paradox, with Tradition and Change: Four People. Blue Labour's thesis is that a return to the ideas and practices prevalent at the foundation of the Labour Party—solidarity and reciprocity, can form the basis of significant social change. Helen views the thesis from the perspective of two communities—first the hill farmers of Teesdale, a paradigmatic community whose rights and way of life on the Commons have existed for over 600 years. Then she looks at the Durham Miners’ Gala and the needs of the former coalfields. Helen argues that in both cases, only government can take the national and international action they need. Secondly she looks at the stories of a mother and a priest. The importance of the welfare state in providing security and opportunities becomes clear. Helen confronts Blue Labour's criticism of women's independence and prays in aid the Archbishop of Canterbury on the need for a feminist analysis. This article takes issue with the apparently entrenched political narrative about ageing and older people which is routinely expressed in both ministerial rhetoric and media headlines warning of the ‘burden’ of dependency and intergenerational strife. It argues that this narrative is rooted in the potent combination of ageism and neoliberalism and is being ramped‐up by the Coalition Government's austerity fixation. The social and political risks of this omnipresent narrative are discussed as is the persistence of the case that generational conflict is inevitable, in both the UK and US, despite the complete absence of any evidence supporting it. The article finishes by urging action to alter the course of both individual and societal ageing and so avoid future spending demands as well as improving the quality of life of current and future generations of older people. 相似文献

This article analyses migration histories of residents in rural settlements of the Brazilian Amazon that resulted from direct action land reform (DALR), which involves organised land occupations. Our analysis evaluates two hypotheses. The ‘urban migration’ expectation asserts that urban experience is important for DALR participation, which links rural and urban areas via migration for land occupations. The ‘DALR efficacy’ hypothesis argues that migration and DALR are complementary livelihood strategies, such that participation in DALR obviates the need for further migration. Our findings support both hypotheses and bear implications for regional development and environmental change in the Amazon. 相似文献
