In this article, based on Agnew’s General Strain Theory (GST), main as well as interactive effects of social-psychological strain and unstructured routines in the explanation of petty crime and serious delinquency are studied in a general adolescent population. Data signify that family and school strain does relate to adolescent offending. However, chances of these types of strain leading to adolescent offending are highest amongst youth who do not engage in unstructured routines, which indicates that individual- and situational-based causes of offending have a great potential of being studied together. Strain resulting from a beloved person getting ill or passing away, on the other hand, only relates to adolescent offending through unstructured routines. Finally, it was found that strain mechanisms are more important in the explanation of serious delinquency than petty crime. Implications for further research as well as for the future of GST are discussed.  相似文献

This article examines the role of economic inequality in influencing the risk of armed conflict between communal groups in Sub-Saharan Africa. We argue that socioeconomic inequality can generate intergroup grievances, which, due to the exclusionary legitimacy of the African state and elite incentives to engage in competitive mobilization of communal groups, precipitate violent communal conflict. To examine this argument, we rely on a series of household surveys to construct subnational inequality measures. For each region, we calculate measures of inequality in terms of household welfare and education between individuals (vertical inequality) and between ethnic groups (horizontal inequality). Combining the inequality data with new georeferenced data on communal conflict in Sub-Saharan Africa for the period 1990–2008, we find that regions with strong socioeconomic inequalities—both vertical and horizontal—are significantly more exposed to violent communal conflicts. More specifically, regions in which the largest ethnic group is severely disadvantaged compared to other groups are particularly prone to experience communal conflict.  相似文献

Abstract

In recent years, what has been called citizen initiatives for global solidarity (CIGS) have grown considerably in numbers across Europe and beyond. Lately, CIGS have also received attention as they are responding to humanitarian crisis across the world. In Europe during 2015, citizens were heavily involved in catering for incoming refugees, putting up loosely organised voluntary-based initiatives. CIGS popped up in places such as Lesvos, which is the focus of our research. Humanitarian CIGS are quick in their response to needs on the ground, are quickly governed by rules and regulations as well as overall ideas about crisis management, and come to work either with or in opposition to other actors. We examine two examples of CIGS positioned at the margins of the humanitarian aid machinery in Lesvos. Through a lens of power and resistance, we discuss how they resisted paradigmatic ideas of crisis management and instead called for a different interpretation of how to think about and do crisis management.  相似文献

The West Bank and the Gaza Strip came under Israeli occupation in 1967. Both territories had been under constant Israeli control since then, until Israel decided to withdraw its land forces and settlements from the Strip in 2005. Whereas the occupied status of the West Bank still remains uncontested, the status of Gaza after the disengagement is less clear. This article addresses the question whether the Gaza Strip can still be considered to be occupied after the 2005 disengagement. In order to formulate an answer to this question, the article will first outline the different elements needed to trigger occupation. It will then show that, even though the majority argues that the Gaza Strip is still occupied, the effective control test at the core of the law of occupation is no longer met and hence Gaza is no longer occupied. Given that Israel nevertheless continues to exercise some degree of control over Gaza and its population, the absence of occupation does not mean the absence of accountability. This responsibility is however not founded on the law of occupation but on general international humanitarian law, potentially complemented by international human rights law.

Competition laws have only applied to many participants in the health care industry in Australia and New Zealand since the mid 1990s. Since then, the Australian Competition and Consumer Commission has considered a number of applications by medical practitioner associations and private hospitals to authorise potentially anti-competitive conduct, while the New Zealand Commerce Commission has successfully prosecuted a group of ophthalmologists. Amongst medical practitioners, however, there is still confusion and misunderstanding concerning the type of conduct caught by the Australian Trade Practices Act 1974 (Cth) and the New Zealand Commerce Act 1986 (NZ). This is of serious concern given the substantial penalties associated with price-fixing and restrictive trade practices. This article examines the provisions of these Acts most relevant to medical practitioners as well as a number of determinations and judicial decisions. To provide practical assistance to medical practitioners, the key lessons are extracted.  相似文献

In Denmark, the public sector is currently undergoing modernization. New organizational structures, new forms of control and changed economic conditions are the challenges to public organizations in the 1980s. In this article the barriers to the implementation of modernization are discussed in relation to the higher-educational system. The conclusion is that the most prominent barrier to the modernization process is the planning philosophy of general public-sector policy and educational policy of the 1970s, and not institutional resistance. Thus, implementation processes need to be discussed not only from top-down and bottom-up perspectives but also from a more horizontal perspective.  相似文献
