The political economy of project delay

Uncertainty about how long it will take to secure approval for large-scale economic projects presents difficulties for policy makers in all industrialized countries. This paper attempts to determine the factors that influence the time required to get public acceptance for energy projects in Japan. It suggests the importance of distributional factors and, hence, the need to examine: 1) the structure of the bargaining environment; 2) the ability of interest groups to sustain opposition to or support for projects; 3) bargaining strategies employed; 4) uncertainty about outcomes; and 5) changing expectations, in explaining why compensation mechanisms operate more effectively in resolving some social disputes than others. It concludes that an analysis of Japanese experience in this area can contribute to an understanding of other social controversies and that the approach has utility to policy makers involved in developing controversial projects.     

Psychological adjustment of adolescents with myelodysplasia

The psychosocial development of 20 adolescents with congenital paralysis due to myelodysplasia is compared to 20 age- and gender-matched subjects with no physical handicap. On many of the measures the myelodysplasia group showed poorer adjustment and lower self-esteem than the controls. Consistent with hypotheses regarding adjustment during adolescence the paralyzed males did show greater concern on Offer's scales of Body and Self-Image and External Mastery and showed poorer adjustment on his Sexual Attitudes Scale. The paralyzed girls, particularly those 13 years or younger, showed the poorest emotional adjustment with a significant variability in responses on many of the tests. This degree of variability may indicate a lack of integration of self-concepts and is consistent with an emotional immaturity discordant with advanced physiologic maturation of these girls.This study was supported in part by the National Foundation-March of Dimes.Received her Ph.D. from the University of Washington in 1959. Divide and Pacify

This paper explores the process of Europeanisation of party politics by examining the regulation of political parties by supranational European organisations. Despite the increased relevance of the regulation of the activity, behaviour, organisation and finances of political parties in European democracies, the supranational dimensions of this phenomenon have hitherto received relatively little systematic scholarly attention. This paper adopts an interdisciplinary perspective, combining approaches from the Europeanisation literature with legal theory and party scholarship. For the purpose of this paper, the rulings and regulations of the European Union, the various organs of the Council of Europe, and the European Court of Human Rights are analysed. The paper highlights the horizontal and vertical patterns of norm creation and diffusion and demonstrates that, despite a certain convergence of European standards, conceptions of democracy and corresponding regulatory paradigms have not become so similar as to be virtually indistinguishable from one another.
