Dimensions of publicness and performance in substance abuse treatment organizations.

Changes in funding, clientele, and treatment practices of public and privately owned substance abuse treatment programs, compelled in part by increased cost containment pressures, have prompted researchers' investigations of the implications of organizational form for treatment programs. These studies primarily probe associations between ownership status, patient characteristics, and services delivered and do not empirically link organizational form or structure to treatment outcomes. Data from the National Treatment Improvement Evaluation Study (NTIES) were used to study the relationship of ownership and other dimensions of publicness identified in the public management literature to patient outcomes, controlling for patient characteristics, treatment experiences, and other program characteristics. A few effects of organizational form and structure on substance abuse treatment outcomes are statistically significant (primarily improved social functioning), although the specific contributions of measures of ownership and publicness to explaining program-level variation are generally small.

For a considerable period, the ISAF mission of the German army to Afghanistan has been opposed by a majority of German citizens. This discrepancy between elite decisions and public opinion suggests that the process of political representation does not work smoothly. This paper shows that political elites hardly engaged in political leadership concerning this issue. Moreover, voters did not give strong incentives for elite responsiveness by casting policy votes on the Afghanistan issue. Even in the 2009 election, the Afghanistan issue did not play a major role in voting choice. At the same time, public opinion appears to have affected elite decisions. Accordingly, the process of political representation appears to work more smoothly than suggested at a first glance.

The frustration of non-nuclear weapon states about the lack of progress in nuclear disarmament has reached boiling point: a vast majority of them have supported a resolution in the UN General Assembly that establishes a negotiation forum for concluding a prohibition of nuclear weapons in 2017. Rising tension among the nuclear powers and populist movements feeding nationalist emotions make it unlikely that the situation will change for the better in the near future. It is thus possible that the NPT might be eroded or, in the worst case scenario, simply collapse because of diminishing support.     

Under the Kremlin's Thumb: Does Increased State Control in the Russian Gas Sector Endanger European Energy Security?

This article examines the effect of increased state control over the Russian gas sector and its ultimate impact on energy security in Europe. The various mechanisms by which the state has acquired ownership (or quasi-ownership) over several independent gas producers as well as the potential dangers this poses for European energy supplies are scrutinised. Due to the demonstrated inefficiency of Russian state-controlled companies, negative consequences, such as slowed production growth, are likely to result. The few remaining independent gas producers are still hampered in their development due to the government's reluctance to implement structural reforms in the Russian gas sector.     

Determinants of the U.S. wheat producer support price: Do presidential elections matter?

The paper's focus is on the determinants of the U.S. wheat producer support price. The results of the time-series analysis suggest that this price is largely determined by the previous price, the expected U.S. share in world exports, and expected program costs. Presidential elections also influence U.S. wheat price policies. All other things being equal, the support price tends to be lower in election years than in other years. This suggests that small interest groups' relative political economic power may be less pronounced in election years if they do not succeed in positioning themselves on the political economic market such that they contain the potentially decisive voter.     

Screening and detection of amphetamine derivatives in biological stains

A GC/MS-method is described for the screening, detection and determination of the commonly used drugs amphetamine, methamphetamine, MDA, MDMA and MBDB in small blood samples and bloodstains using solid phase SPE columns and a pipetting robot (Gilson Aspec XL). The detection limits are in the order of 0.03 to 0.08 microgram/L and the correlation factors between 0.9982 and 0.9998. Furthermore the stability was investigated covering a storage time of 64 days. The method has proven useful in forensic cases with only small sample volumes or bloodstains.     

Fatal embolism of the anterior spinal artery after local cervical analgetic infiltration

A 66-year-old man received a local infiltration of cortisone and xylocain in the left paravertebral region between the fifth and sixth cervical vertebrae. Respiratory failure occurred 2.5 h later with subsequent successful resuscitation. During the following 2 months of assisted ventilation up to the patients death, tetraplegia with concurrent full consciousness throughout was observed. Magnetic resonance imaging confirmed an ischaemic lesion of the upper anterior cervical myelon. The forensic autopsy revealed pneumonia as cause of death. Neuropathology confirmed anterior infarction at the C2/C3 level of the cervical myelon, with obstruction of the anterior spinal artery by an epithelialised fibrocartilaginous embolus. The autoptic findings suggest that this embolus stems from the site of previous analgetic infiltration, with accidental laceration of an intervertebral disc and subsequent transportation of discous material via injection canula into an artery.
