This viewpoint reflects on how to improve the process of introducing facilitated industrial symbiosis programmes (FISPs) to small and medium enterprises (SMEs) in developing countries. Although FISPs are a long-established industrial practice, their formal introduction to SMEs in developing countries has only recently begun, mostly through support from international development agencies. Based partly on anecdotal evidence from Gauteng, South Africa, we identify six key questions which need to be addressed to improve the process of facilitating FISPs.  相似文献

The aim of this paper is to highlight the nature of the barriers facing women in terms of their participation in decision-making in Israeli sport, and to identify and evaluate some of the strategies and tactics adopted to overcome these barriers. This is done by making reference to a particular case study, the case of the process of establishing a major policy initiative in Israeli sport – the founding of the national Volleyball Academy for Young Talented Girls. The case is analyzed in order to identify how and why the goal of establishing the Academy was successful, and to consider what may be learned in terms of the implications for the tactics and strategies used that might be adopted by other women in similar circumstances.  相似文献

While a large literature recognizes that economic crises threaten the stability of electoral autocracies, we know relatively little about how citizens form economic perceptions and how they attribute blame for worsening conditions in these regimes. To gain traction on these questions, I exploit subnational variation in economic performance across Russia's regions during a recent downturn, combining regionally representative surveys of more than 67,000 voting‐age respondents with data on growth and unemployment. Contrary to conventional wisdom that citizens are passive consumers of propaganda, I show that they extract objective economic information from personal experience and local conditions. Moreover, I find that they give greater weight to this information where regional party dominance makes economic performance a clearer indicator of the ruling party's competence and when they believe the media are biased. These results suggest limits on illiberal regimes' ability to exploit informational asymmetries to bolster popular support during economic downturns.  相似文献

Public services—in the UK and elsewhere—are under considerable pressure, not just from austerity, but also from a variety of social, demographic and technological changes (in effect ‘austerity plus’). In this context, three broad options are open to policy‐makers: continue with tried‐and‐tested approaches while spending less money, which in the UK means a reliance on ‘New Public Management’ (NPM); withdraw completely from certain public services; or develop new approaches to public administration. We argue that all of these approaches have been attempted in recent years, but it is the final option that is most interesting and potentially the most beneficial. In this article, we examine experiments with these new approaches in responding to ‘austerity plus’. In particular, we examine various attempts at ‘collaboration’ in public services and discuss the risks associated with them. We conclude by setting out the extent to which policy‐makers have moved beyond NPM and suggesting some of the benefits that this could bring.  相似文献

This practical note demonstrates the role that haricot beans play in assisting women to become food and nutrition secure, to generate income, and to have sustainable livelihoods that are resilient to shocks. Based on qualitative research among female and male beneficiaries of a pulse innovation project implemented in southern Ethiopia, the note provides a summary of the critical voices of farmers, and the role that haricot beans play in empowering women. It also outlines some of the challenges that the project faced in achieving its empowerment objectives.  相似文献

The purpose of this paper is to discuss how fascism may be identified by its actions, the stages through which a fascist rule takes power, and how to recognize it before it does so. The thesis is that a fascist takeover of a democratic government is rapid and unexpected. Its goal is a revolutionary reversal of representative government in the name of the people, while it accomplishes the opposite: a single-party corporate regime that replaces individual liberty with subtle, bureaucratic, and overt types of coercion. Rather than generate a generic definition of the many types of fascism, it is more useful to study how it affects the lives of ordinary people, the milieu out of which it develops, and what its precursors look like. Understanding fascism entails studying it from the point of view of those who lived under it and recorded their experiences, as well as from the analytic perspectives of social scientists. Research conducted over the last decade has documented both the high rates of and serious consequences associated with both victimization and perpetration of relational aggression. This study examines risk for involvement in relational aggression and victimization among middle school youth, evaluating both individual beliefs about violence, as well as aspects of the school environment, including interpersonal school climate and school responsiveness to violence. A sample of 5,625 primarily urban minority middle school youth (49.2 % female) participating in a violence prevention project completed measures of relational aggression and victimization as well as indicators of individual beliefs about aggression, school norms for aggression, student–teacher and student–student interpersonal climate, and school responsiveness to violence. Unlike results previously found for physical aggression, no school-level indicator of climate was related to relational aggression or victimization. However, individual beliefs about aggression and individual perceptions of the school environment were related strongly to both the perpetration of and victimization by relational aggression. These results suggest not only that individual beliefs and perceptions of the school environment are important in understanding perpetration and victimization of relational aggression, but also that risk for involvement in relational aggression is distinct from that of physical aggression. Implications for school interventions are discussed, as well as suggestions for future research.  相似文献
