An interactive model of attitude and risk/benefit formation regarding social issues

Decision analysis has become an increasingly useful tool for aiding decisionmakers in dealing with complex public and private sector decisions involving multiple objectives and uncertainty. An outgrowth of this discipline is Risk Assessment, which in part concerns how citizen attitudes, risks, and benefits regarding social issues evolve. It is hypothesized that such attitudes and beliefs are determined interactively. A general simultaneous equation model is developed consistent with this hypothesis. A hybrid estimation model and the technique of ridge regression combined with two stage least squares are developed to estimate the model's parameters and tested using data from a psychometric survey of citizen attitudes and beliefs regarding contemporary socially sensitive issues. The results verify the validity of the model and technique. The utility of this model for the policy making process as well as future theoretical and applied research are discussed.     

Major Players: Bureaucracies In American Government

For more than 50 years, Herbert Kaufman has been an astute observer of public bureaucracies. In this essay, Kaufman draws on his extensive experience in explaining the role of public bureaucracies in the American political system. Kaufman was motivated to write the essay because of his concern that public bureaucracies are not given adequate attention in American government textbooks. We hope that PAR readers will use the essay to educate students and others about the important role of public bureaucracies in American government.—LDT     

Change in the Spatial Dimensions of Party Conflict: The Case of Japan in the 1990s

The political landscape of Japan changed drastically in the early 1990s with new parties forming, the main government party losing power temporarily, and the traditional rival parties forming a coalition government. This article examines how the spatial dimensions of party conflict changed according to surveys of the mass public. Contrary to theoretical expectations based on the stabilizing effects of party identification, we find that the structure of public attitudes toward the parties changed considerably as the party system changed. Abrupt changes in the party system were reflected in changed cleavage patterns. Independence increased during this period and changed from being perceived as a separate dimension to being seen as part of an anti-politics-as-usual dimension.     

Penal Boundaries: Banishment and the Expansion of Punishment

We use this article to argue for greater recognition of legally imposed spatial exclusion—banishment—as a (re)emerging and consequential social control practice. Although the new social control techniques that entail banishment are buttressed by a blend of civil, administrative, and criminal law, they are best understood as punitive in nature. This argument is supported by two empirical findings. First, interviews with the banished indicate that spatial exclusion often has significant negative consequences akin to those identified by Sykes (1958 ) in his seminal account of the pains of imprisonment. Second, court data show that the growing use of civil and administrative banishment has increased the number of criminal cases involving allegations of noncompliance. These findings suggest that analysts of punishment might usefully broaden their focus to include phenomena that combine civil, criminal, and legal authority, and are not defined as punishment by their advocates.

An exploratory study assessing compliance among municipal controllers and the possible explanations for their degree of compliance

Municipal controllers are sometimes confronted with requests from managers that contradict with the legal provisions. This raises the question how municipal controllers deal with these requests and whether this would impact their compliance. This article is a result of an exploratory study assessing compliance among municipal controllers and the possible explanations for their degree of compliance. The study has focused on one specific provision concerning accrual accounting, one of the elements of new public management (NPM), which is prescribed for Dutch municipalities. The study is based on a survey in 22 municipalities. The results show that the majority of municipal controllers who participate in this study deviate from this legal provision. There might be a relation between the orientation of the controllers and the degree of compliance. The position of the controller within the municipality can be a significant factor explaining this orientation. However, the size of the sample is too limited to generalize. The conclusions of this study undermine the idea that municipal controllers should act as business partners to the management. Finally, the study reveals a paradox: while one of the main elements of NPM is to shift more responsibilities to decentralized managers, this shift can lead to an increased principal‐agent problem, leading to a lesser degree of compliance.

The review article systematizes the current academic debate on U. S. foreign policy after 9/11. The main focus lies on different explanations of the causes and consequences of the “war on terror”. Such a problem-oriented approach mirrors the heterogeneity of the debate which cannot adequately be captured by the conventional categories of IR research and foreign policy analysis. It is fair to say that the analysis of U. S. foreign policy as a case of empirical investigation profits from this disciplinary emancipation.
