The Nordic welfare states are based on a unique system of highly decentralized municipalities. However, in Denmark a discussion about merging municipalities has emerged. The discussion has kept within the framework of the classic dichotomy between capacity and proximity, or been limited to considerations of effectiveness versus democracy. The assumptions behind both arguments can be nuanced and problematized, and a new study, based on an extensive set of data, analyses the basic assumptions behind the argument of proximity. In accordance with earlier studies, it finds that participation is higher in small municipalities. However, municipal size does not affect citizens' interest in and knowledge of local politics. Nor does it affect citizens' perception of local politicians and their trust in local political decisions. This is surprising, given previous research in this area.  相似文献

Closed‐circuit television (CCTV) footage is used in criminal investigations to compare perpetrators with suspects. Usually, incomplete gait cycles are collected, making evidential gait analysis challenging. This study aimed to analyze the discriminatory power of joint angles throughout a gait cycle. Six sets from 12 men were collected. For each man, a variability range VR (mean ± 1SD) of a specific joint angle at a specific time point (a gait cycle was 100 time points) was calculated. In turn, each individual was compared with the 11 others, and whenever 1 of these 11 had a value within this individual's VR, it counted as positive. By adding the positives throughout the gait cycle, we created simple bar graphs; tall bars indicated a small discriminatory power, short bars indicated a larger one. The highest discriminatory power was at time points 60–80 in the gait cycle. We show how our data can assess gait data from an actual case.  相似文献

Much has recently been written about how to best measure governance or “state quality.” Should we evaluate government performance by looking at what government achieves (outputs) as Robert Rotberg and Craig Boardman recently suggested? Or should we focus on measuring state capacity and bureaucratic autonomy, as Francis Fukuyama concludes? This commentary argues in support of Fukuyama's approach by using a public administration lens to disaggregate the public sector into two domains: upstream bodies at the center of government and downstream delivery bodies that deliver, commission, or fund services under the policy direction of government. It goes further by recommending a measurement framework that focuses on identifying indicators that are behavioral and action worthy in relation to five public management systems ultimately owned and operated by the central, upstream agencies.  相似文献

This study explores the utility of a sociological model of social organization developed by Best and Luckenbill (1994) to classify the radicalization processes of terrorists (i.e., extremist perpetrators who engaged in ideologically motivated acts of violence) who are usually categorized as loner or lone wolf attackers. There are several organizational frameworks used to define or classify violent acts performed by individuals who may or may not have ties to extremist groups, but these studies largely ignore the role of social relationships in radicalization and the extent to which they inform our knowledge of terror. To address this gap, we apply the Best and Luckenbill model of social organization using a qualitative analysis of three case studies of four lone actor or small cell terrorists. The findings demonstrate lone actors are not always true loners in the context of radicalization, and highlights the ways that the Internet and social ties foster the radicalization processes of terror.

Public discourse around changes introduced as part of a drive to tackle spending on welfare, reflect a less than tolerant attitude towards welfare generally, but more specifically towards parents who require state involvement to care safely for their children. The introduction of a deadline of 26 weeks for the completion of care proceedings, together with a clear steer to resolve disputes wherever possible prior to making an application to court has introduced further instrumental approaches to working with parents. In this paper we explore practitioner experiences and understandings of working within the new legislative frameworks and consider the dominant cultural narratives they are working within. However, in some cases professionals felt able to challenge the economic narrative of the pre-proceedings protocol, and they experienced the legal and policy changes as an opportunity to engage in a helping alliance with families with the provision of support that otherwise they would not have been able to offer.  相似文献

Over the last two decades there has been a substantive increase in the number of cybercrime and digital forensic units in local and state police agencies across the US. There is, however, little research on the occupational responses of individuals serving in specialized roles within criminal justice agencies. Individuals tasked to these units are likely to encounter psychologically harmful materials on a regular basis due to the number of child pornography and sexual exploitation cases they are assigned. As a result, this study examined the experiences of vicarious trauma and coping behaviors of digital forensic examiners in a sample culled from across the country. The findings suggest that exposure to content involving crimes against children directly and indirectly increases the likelihood of trauma and incidence of coping strategies employed.  相似文献

A study of motorcycle fatalities in the period 1977-1983 in the county of Funen, Denmark was compared with an analysis of data obtained from the Accident Register at the Odense University Hospital. Among the operators killed one fifth were illegally operating the motorcycle. A remarkable statistical difference in distribution of accidents involved motorcycles and the total distribution of motorcycles in the county was reported, thus finding an over-representation of heavy motorcycles in the present study. No important differences were found in the distribution of type of accidents compared to other studies. In the present study all but one victim were tested for blood-alcohol concentration (BAC). The results differ from previous studies in as much as 50% of the killed operators of an accident involving motorcycles had a BAC above 0.08%. The reported distribution by age, licensing experience and size of motorcycle in fatal motorcycle accidents seem to support introduction of a graduated licence depending on motorcycle size as well as operator age. Furthermore a limitation in the right to carry a pillion passenger should be considered, and the operator of the motorcycle carrying a pillion passenger should be held responsible for the passenger wearing a helmet.  相似文献

Analysis of length polymorphisms at STR loci in the human genome has become a standard approach for comparative genotyping in many areas including disease research and diagnostics, parentage assessment, investigations of human diversity, and forensic science. The simultaneous analysis of multiple STR loci through multiplex PCR and multicolor fluorescence detection offers sample conservation, high throughput, and automated genetic analysis. Careful design and optimization of tetranucleotide STR multiplexes has led to reliable, standardized systems that powerfully differentiate and distinguish individual human DNA profiles. The development of these multiplex systems involved a rigorous experimental strategy that included careful selection of PCR primer sequences (for yield, specificity, and multiplex compatability), along with optimization of PCR component concentrations, thermal cycling parameters, and fluorescence detection conditions. This developmental approach rendered well-characterized DNA typing systems that are high performing (sensitive, specific, and balanced), optimized to universal parameters (same reaction conditions), resilient to fluctuations in reaction conditions, and simple to implement and use routinely.  相似文献

In an age when there are increasing pressures on social scientists to produce knowledge that is directly relevant for dealing with problems confronting societies, it is useful to look at the scholar as an artisan. A producer-consumer relationship can then be identified. In such a relationship the kind of protection that consumers have under modern commercial codes for ordinary products should also protect them when they purchase the products of social scientists. While such protection is reasonable, it is not reasonable to have the state enforce the warranties. This might destroy the independent academy. The professoriate collectively must enforce the warranties in a guild-like manner.This essay is a revised version of a paper presented at a seminar sponsored by the International Studies Association at the Villa Serbelloni, Italy, in August–September 1971.  相似文献

This article develops a theoretical distinction between direct and indirect welfare chauvinism in order to analyze how electorally successful populist right‐wing parties transmit social policy preferences with significant redistributive implications for the shape of the welfare state. Direct welfare chauvinism occurs as a result of legislative changes that explicitly exclude recipients from social protection or reduce the level thereof on the basis of ethnicity. Indirect welfare chauvinism is the result of policy measures that apply to both natives and immigrants, but which deliberately negatively affect immigrants the most. Combining quantitative and qualitative analysis of labour market reforms in Denmark, where one of the most successful populist right‐wing parties in Europe – the Danish People's Party – held a pivotal position in the period 2001–11, the article traces the intentions and deliberate policy‐making strategies of the party. It shows that the distinction between direct and indirect chauvinism is a useful theoretical tool for understanding how the Danish People's Party can fulfill the expectations of both its electorate and its coalition partners, even if they point in different directions.  相似文献
