As prefectoral systems are generally regarded to be systems that underpin and serve as the basis for centralization, this article examines how they have developed and how they work, and why they are still considered necessary in decentralized Scandinavia. The article finds that the prefect's authority towards the municipalities varies in Scandinavia. The Norwegian and Swedish prefectures hold rather powerful roles, while the Danish ones do not. The article suggests that this may have something to do with the need for an institution that brings about cohesion and coordination. Prefectoral systems are basically pragmatic solutions to the problem of enforcing national standards and common values across regions and municipalities, but their role may vary with institutional conditions created by local government reforms. The article further suggests that the authority of the prefecture varies with the character of central-local relations, and that it is vulnerable to changes in dominant political goals and values.  相似文献

The constitutional treaty of the EU failed. Why so? Does this failure indicate the end of European integration and the beginning of re-nationalization of European politics? This contribution argues that the failure of the constitutional treaty is due to a process of politicization of the EU. As a result, political processes beyond the nation state are judged increasingly not just on the basis of their effectiveness, but also in terms of the criteria for good political order, such as fairness and legitimacy. The respective governments of the EU member states, however, publicly still take an instrumental approach to the EU. This is doomed to failure and thus the future of the European project is open. Either politics adapts to the new evaluation criteria for European integration or a partial re-nationalization of European politics is indeed likely.  相似文献

Y-chromosomal variation at five biallelic markers (Tat, YAP, 12f2, SRY(10831) and 92R7) and nine multiallelic short tandem repeat (STR) loci (DYS19, DYS389I, DYS389II, DYS390, DYS391, DYS392, DYS393, DYS385I/II and DYS388) in a Norwegian population sample are presented. The material consists of 1766 unrelated males of Norwegian origin. The geographical distribution of the population sample reflects fairly well the population distribution around the year 1942, which is the median birth year of the index persons. Seven hundred and twenty-one different Y-STR haplotypes but 726 different lineages (Y-STRs plus biallelic markers) were encountered. We observed six known (P*(xR1a), BR(xDE, J, N3, P), R1a, N3, DE, J), and one previously undescribed haplogroup (probably a subgroup within haplogroup P*(xR1a)). Four of the haplogroups (P*(xR1a), BR(xDE, J, N3, P), R1a and N3) represented about 98% of the population sample. The analysis of population pairwise differences indicates that the Norwegian Y-chromosome distribution most closely resembles those observed in Iceland, Germany, the Netherlands and Denmark. Within Norway, geographical substructuring was observed between regions and counties. The substructuring reflects to some extent the European Y-chromosome gradients, with higher frequency of P*(xR1a) in the south-west and of R1a in the east. Heterogeneity in major founder groups, geographical isolation, severe epidemics, historical trading links and population movements may have led to population stratification and have most probably contributed to the observed regional differences in distribution of haplotypes within two of the major haplogroups.  相似文献

European politics is still dominated by representative and parliamentary national systems of policy making. These systems can be seen as chains of political delegation from citizens through parliamentarians and executive office holders to civil servants. In these chains, a major trend for the past thirty years, and more strongly during the second half of that period, is a strengthening of agents' accountability to the principals. But, simultaneously, citizens' ability to exercise accountability through parliamentary democracy is eroding because of a decline in political party cohesion. Concurrently, constraints external to both the constitutional chain and political parties are growing stronger.
The changes along these three dimensions lead to a situation in which democratic principals commonly decide more about less. Thus, while reforms have strengthened the constitutional parliamentary chain of governance, there is also an ongoing de-parliamentarisation of modern politics. The main motivation for this special issue is to investigate this general phenomenon through a set of focused case studies of the Nordic (here known as 'Scandinavian') countries. These analyses show important differences in how these trends have been manifest. In one country, Finland, the parliamentary chain has actually grown in strength and importance in the last decade.  相似文献

Hare's Psychopathy Checklist-Revised (PCL-R) was used to test the hypothesis that psychopathy predicts violent recidivism in a cohort subjected to forensic psychiatric investigation and consisting of male violent offenders with schizophrenia (N = 202). Psychopathy was assessed with retrospective file-based ratings. Mean follow-up time after detainment was 51 months. Twenty-two percent of the offenders had a PCL-R score 26 (cutoff), and the base rate for violent recidivism (reconvictions) during follow-up was 21%. Survival analysis revealed that psychopathy was strongly associated to violent recidivism (log-rank = 17.71, df = 1, p < 0.0001). The area under the curve (AUC) of the receiver operating characteristics (ROC) of PCL-R total score to predict violent recidivism varied between different time frames from .64 to .75. Cox regression analyses revealed that other potential risk factors could not equally well or better explain violent recidivism in the cohort than psychopathy as measured by PCL-R.  相似文献

Slender thin arrows blown through modern blowguns can cause serious injuries. In this paper we present some data regarding the terminal ballistics of such an arrow when blown by a young male who had no previous experience with the weapon. The penetration depth into wood was similar to that of an arrow fired from a pistol-crossbow. Further, the blowgun arrow could pass through more than 7 mm of porcine bone. The velocities at a distance of 2 m from the blowgun of three different types of arrows having weights of 1-1.6 g and diameters between 1 and 5 mm were between 22 and 32 m/s, giving an energy of 0.3 to 0.6 J. When blown from a blowgun, these slender modern arrows can thus penetrate human skin and even the cranial bone of a child and cause serious injury.  相似文献

The role of biological maturity in behaviors in adolescence which most often are considered as negative by adults was investigated for a normal group of girls. In mid-adolescence early matured girls were found to play truant, smoke hashish, get drunk, pilfer, ignore parents' prohibitions, considerably more often than did late maturing girls. These differences between biological age groups were mediated by the association with older peer groups and they leveled out in late adolescence. Data on alcohol consumption and crime at adult age showed little association with biological maturation. A hypothesis was tested suggesting that early biological maturation may have negative long-term consequences within the education domain. In accord with this assumption, a considerably smaller percentage of girls among the early maturers had a theoretical education above the obligatory nine-year compulsory schooling than among the late maturing girls. The association between biological maturation and adult education was significant also after controlling for standard predictors of education, such as the girls' intelligence and the social status of the home. The requirement of conducting longitudinal studies when investigating issues connected with maturation was strongly emphasized.The research presented here was supported by funds to D. Since 2010, Russia’s defense spending has seen an average annual real growth of 10%, causing a profound shift in the composition of government expenditure. This article examines the formal and informal processes through which Russia’s level of defense spending is determined and identifies personal, domestic, and foreign policy interests behind the rise in defense expenditures. Drawing on a combination of elite interviews and document and news analyses, I argue that domestic political and socioeconomic factors are at least as important as geopolitical and security ones in explaining Russia’s decision to push defense to the forefront of the political agenda. The findings suggest that high levels of defense spending may be politically sustainable in Russia, at least in the medium term, even though it comes at the cost of other public goods.  相似文献
