ABSTRACT

Does any existing single actor have, or could any existing single actor come to have, the authority to geoengineer? In this paper, I will focus on Solar Radiation Management strategies (leaving at least some Carbon Dioxide Removal strategies on the table). I’ll argue that global democratic authorization is possible in principle, and could be obtained on the basis of large-scale representative sampling. I present experimental findings from the Australian context showing that democratic authorization would not be granted, and conclude that if we can expect this result to generalize, then the deployment of SRM by a single actor is impermissible.  相似文献

Purpose

This study links General Strain Theory, criminal justice models of inmate adaptation, and life course stress models to examine (1) the influence of importation and deprivation strains on maternal health while imprisoned; and (2) the intergenerational consequences of maternal strains for child outcomes.

Methods

Qualitative and quantitative data were gathered from an incarcerated sample of mothers in a Federal prison (n = 120). Qualitative data were used to identify strains in mothers' lives. Multivariate quantitative analyses were also conducted to test the associations of maternal importation and deprivation strains with maternal health problems and child subjective weathering, or a sense of growing up faster than one's peers.

Results

The deprivation strain of a lack of contact with the mother's minor child is positively associated with her mental and physical health problems and children's subjective weathering. Maternal importation strains in the form of childhood traumas also increase mental health problems and subjective weathering.

Conclusions

This study finds that maternal deprivation and importation strains are associated with mother and child adjustment. Reducing strains mothers face while imprisoned may benefit both inmates and families. Furthermore, deprivation strains are influential net of pre-imprisonment stressors.  相似文献

An accurate determination of sex is essential in the identification of human remains in a forensic context. Measurements of some of the tarsals have been shown to be sexually dimorphic by previous researchers. The purpose of the present study is to determine which dimensions of the seven tarsals demonstrate the greatest sexual dimorphism and therefore have the most potential for accurate sex determination. Eighteen measurements of length, width, and height were obtained from the tarsals of 160 European-American males and females from the William M. Bass Donated Skeletal Collection. These measurements were made using a mini-osteometric board. Logistic regression analyses were performed to create equations for sex discrimination. All measurements showed significant sexual dimorphism, with the talus, cuboid, and cuneiform I producing allocation accuracies of between 88 and 92%. Combinations of measurements provided better accuracy (88.1-93.6%) than individual measurements (80.0-88.0%).  相似文献

HIV prevention efforts promote the use of condoms to prevent the spread of HIV and other STDs. Thus, a woman's agency to practice healthy sexual behaviors necessarily involves negotiation with another person. This poses unique challenges for women who have limited power in relationships. The current study explores how the experience of intimate partner violence (IPV) impacts a woman's confidence in her ability to negotiate condom use with a sexual partner (i.e., condom use self-efficacy), using data from incarcerated females in three states, who were interviewed just prior to release back into the community. The direct effect of experiencing IPV as an adult, controlling for other risk factors, on condom use self-efficacy has not previously been empirically tested. Results show that IPV experiences among women significantly decreases their confidence in negotiating condom use with a partner, putting them at a higher risk of HIV infection than women who do not report having recently experienced IPV.  相似文献

Dams have displaced millions of people in many countries of the world, but such social costs of dam construction constitute a relatively new international issue. The emergence of displacement as a salient issue is explained with reference to three factors: historical circumstances, political leaders' ability to mobilize support for their priority concerns and to public participation. Participation refers to both the public's action to influence critical policy decisions and to its sense of efficacy. Cases are considered in three major dam‐building countries: the United States, India and China. In the United States, social displacement never became a public or political issue. Instead, dams have been challenged on environmental grounds. In India, by contrast, dams have stirred enormous controversy due to their social costs. The article also considers experience in China, site of the world's largest dam project, and the recent report of an international commission, the World Commission on Dams. In recounting Hong Kong's chief executive election in 2007, this paper charts the unexpected appearance of an “unauthorized” candidate and the occurrence of vibrant campaigning. Further, as electoral competitiveness increased, the liberal form of authoritarian rule that has characterized politics in the Hong Kong Special Administrative Region (HKSAR) began to change in ways that parallel the electoral authoritarianism practiced in Singapore. This paper argues that such change, if regularized and enhanced, may bring greater stability to the HKSAR’s politics, yielding greater legitimacy, popular compliance, and hence, new efficiencies in control. Even so, analysis of the chief executive election shows that this competitiveness was strongly resisted by the central government in Beijing.

William Case   joined City University of Hong Kong as Director of the Southeast Asia Research Centre (SEARC) and Professor in the Department of Asian and International Studies in 2006. He was previously associate professor at Griffith University in Brisbane, Australia. He obtained his PhD in Political Science from the University of Texas at Austin and his B.A. degree from the University of California at Santa Barbara. He has held teaching or visiting research positions at the University of Malaya in Kuala Lumpur, the National University of Malaysia, the University (Institute) MARA in Shah Alam, Malaysia, Chulalongkorn University in Bangkok, and the Centre for Strategies and International Studies (CSIS) in Jakarta. He has published extensively on Southeast Asian politics and political economy in academic journals and media outlets. His most recent book is Politics in Southeast Asia: Democracy or Less. While organized crime has an impact on youth that is both broad and direct, frequently it has a more substantial impact as a consequence of its indirect effects that are noted particularly at the community level. This report explores the impact of both traditional and non-traditional organized criminal activities on youth. It also discusses the effect of organized crime on public perception, vulnerable youth populations, and police resource allocation including both supply and demand reduction measures. The research on organized crime in this context is limited in a number of areas. Further research on the impact of organized crime on youth, for example, should include issues related to public perception and the collection of appropriate data. An ethnographic approach could also help expand our understanding of some of the impacts. Policy regarding internal (police) and external (public) communication of the local impact of organized crime should be examined, as well as that related to data entry, police resource allocation, and the issue of supply and demand reduction.  相似文献
