Homicide by intravenous injection of naphtha

A case of homicide by the intravenous injection of Energine, a petroleum distillate spot remover, is presented. This case is the only known homicide committed with naphtha. This elderly man had severe natural disease in addition to chest trauma sustained in the assault leading to death; however, the rapid injection of approximately 25 mL of Energine was the overwhelming cause of death.     

Reforming war's administrative rubble in Lebanon

After 17 years of civil strife in Lebanon, an Office of Minister of State for Administrative Reform (OMSAR) was established in 1993 to plan for short‐term rehabilitation and long‐term institutional development within the public sector. Since external technical assistance to public administration was delivered through OMSAR, its role as a host agency for international aid donors' efforts in reform policy‐making and implementation is critical. The article discusses OMSAR's approach to channelling foreign aid for administrative development in post‐war Lebanon. Lessons from the Lebanese experience in post‐war institutional development may interest countries emerging from conflicts and trying to rebuild administrative infrastructure. Before the window closed: internationalism,crossing borders,and reaching out to sisters across the seas

Abstract

This article puts into conversation existent and new scholarship regarding black radical women of the Left in the United States and South Africa during the twentieth century. It is primarily concerned with the evolution of women’s protest from localized issues of race-based discrimination to international, anti-colonial protests of the era. It is a timely response to contemporary historical analyses that emphasize the necessity of broadening historical concepts to include themes that cross traditional chronological, ideological, and geographical lines. This article posits four women whose ideological and organizational connections extended far beyond their own national borders and helped to change contemporary ideas regarding the supposed place of black women in national and international protests. The article illustrates the high level of awareness and commonality between communities in protest, and speaks directly to the conflicting intersections of gender, race, and protest that traversed both ideological and geographical divides.     

Revisiting elites,transitions and founding elections: An unexpected caller from Indonesia

This article assesses the usefulness of the literature on democratic transitions for analysing recent regime change in Indonesia. A first stage in this literature emphasized the autonomy of elite relations (whether unified or disunified) and the roles adopted by elites (for example, soft‐liners, minimalists and swingmen). A second stage contextualized elite behaviours, addressing such variables as economic crisis and the intrinsic properties of different modes of transition. However, some limitations in this conceptualization are revealed by attempts to apply it in the Indonesian case. Specifically, elite relations are difficult to classify empirically and role choices remain highly ambiguous. Further, the notion that economic crisis compels elites to democratize, and second, the argument that transition by opposition‐led ‘replacement’ leads to far‐reaching changes and authoritarian backlash, are unsupported by Indonesian data. Two principal conclusions are reached: Indonesian democracy has good prospects for consolidating, and the literature on transitions has limited capacity to explain this benign outcome.     

Canada: coroner's inquest into the methadone-related death of a prisoner

A coroner's jury made 14 recommendations at the conclusion of an inquest into the death of Sonia Faith Keepness, a 37-year-old inmate at Prince Grove Correction Centre in Prince Albert, Saskatchewan.     

Management Activity and Program Performance: Gender as Management Capital

Do men and women manage differently? Do their efforts have different impacts on public program performance? Building from a formal treatment of public management and performance, this study investigates how the interaction of gender and management strategies influences organizational performance. Focusing on several hundred public organizations and their top managers over a three‐year period, the analysis maps the gender question onto Mark Moore's distinction among managing upward toward political principals, downward toward organizational agents, and outward toward the networked environment. Findings indicate that women and men as top managers have different performance impacts, and these impacts vary by managerial function as well.
