Ethnic politics, policy fragmentation, and dependent health care access in California

One out of every six nonelderly Americans without health insurance lives in California. The problem of access to competent and dependable health care is especially problematic among the state's minority, and especially Hispanic, population. Because one-third of the country's Hispanics live in California, how this state deals with health access issues will affect the practice and progress toward universal care in the nation as a whole. Expanding health care access to California's dependent population will involve overcoming a number of well-known administrative and fiscal obstacles, including an underfunded, highly fragmented public health care system that has developed incrementally and incoherently over decades. However, a key to understanding the problem of access to health care in California involves a story of how ethnic conflict and partisan politics often conspire to deny or discourage access for eligible women and children.     

Counseling services for battered women: a comparison of outcomes for physical and sexual assault survivors

Approximately 15% of married or cohabiting women and as many as 60% of battered women are raped at least once by their partners. This study compared community-based counseling outcomes of battered women with outcomes of women who were both raped and battered by their partners. Over time, both groups improved in wellbeing and coping. Although those both battered and raped progressed more in counseling, they had lower scores before and after counseling compared to women who were battered only. Implications for research and intervention are discussed.     

Emotional Variables in Adolescence,and Their Stability and Contribution to the Mental Health of Adult Men: Implications for Early Intervention Strategies

This longitudinal study documented the stability of the emotional of a sample of males from adolescence (age 14) through young adulthood (age 19) and into middle adulthood (age 48). Using the Offer Self-image Questionnaire (OSIQ), the Hess and Henry Identity Test, and the Symptoms Checklist (SCL-90), distinct emotional traits were found in 67 adolescent males that were important in determining their mental health status in adult life (age 48). The results clearly demonstrated that certain adolescent emotional states tend to remain a problem in adulthood as well. Intervention work that could be done in order to change any adverse trajectories set by these variables was discussed.     

State Tax and Expenditure Limitations: There is No Story

Out of the troubled economic atmosphere of the late 1970's grew a discontent with government in general and taxation in particular. The tax revolt took hold at the local level and placed limits on the growth of the property tax through celebrated citizen initiatives like Proposition 13 in California. At the national level, uneasiness with the role of government and a sense that taxation was too high culminated in 1980 with the election of Ronald Reagan. The electorate embraced promises of less government and lower taxes. For states, the tax revolt resulted in a number of state tax and expenditures limitations (TELS). Most had several things in common: they were adopted before 1983, they addressed state appropriations, and they were largely a western phenomenon spreading from California. The overall condition of state economies and structure of state tax systems, in combination with the sensitivity of policymakers to anti-tax sentiment, have done more to limit state spending than have imposed restrictions.     

The Downsian model of electoral participation: Formal theory and empirical analysis of the constituency size effect

This paper applies a game-theoretic model of participation under uncertainty to investigate the negative relationship between constituency size and voter turnout rates: theconstituency size effect. We find that this theoretical model accounts for almost all of the variation in turnout due to size in cross sectional data from school budget referenda.

A past editor of the Journal of Health and Social Behavior,his recent publications include “Self-Rejection and the Explanation of Deviance,” “Escalation of Marijuana Use,” and “The Sociological Study of AIDS”; as well as Social Psychology of Self-Referent Behavior, Patterns of Juvenile Delinquency,and Psychosocial Stress.     

Transcultural comparisons of self-image in German and United States adolescents

Based on the Offer Selfimage Questionnaire (OSIQ), the selfimage of German and United States adolescents was compared. The German study was based on OSIQ protocols from 365 adolescents in West Berlin while the American sample comprised adolescents drawn from seven cities in the United States. With respect to three scales, United States adolescents report better adjustment than do the German adolescents. These scales were Mastery of the External World, Vocational and Educational Goals, and Superior Adjustment.
