Divergent Expectations and Experience: An Empirical Study of the Use Children's Contact Services in Australia

In this article, an overview of the key findings from the Children'sContact Services Project is presented. Children's Contact Services(CCSs) assist separated parents to manage contact arrangementswith their children through the provision of supervised visitationand changeover services. The aims of this project were to investigatethe use of CCSs in Australia by referring agencies (eg. courtsand legal practitioners), and clients of contact services (parentsand children), and to consider the views and expectations ofthese key stakeholders regarding those usages. This approachwas based on the assumption that there are currently conflictingusages and expectations of contact services, and that this situationcould compromise children's well-being. The findings were derivedfrom two studies. The first study involved conducting 142 in-depthinterviews with representatives from the Australian Government,the courts and legal practitioners who referred families toCCSs, CCS staff and management, as well as parents and childrenwho used CCSs. The second study comprised a quantitative analysisof client data collected by CCS staff from 396 families whohad used a government funded CCS in August 2003. The findingsdemonstrated that in Australia, CCSs provided an invaluableservice that was viewed positively by government, referral agents,CCS staff and management, and by the parents and children whoused them. Despite this generally positive view, there wereconflicting expectations of CCSs that, under certain circumstances,compromised children's well-being and that of their parents,particularly their residence mothers.     

Does accountability matter? How electoral systems affect conflict initiation

Recent work on conflict suggests that electoral systems impact foreign policy-making in important ways; however, the discipline has reached different conclusions regarding how different types of electoral systems affect conflict initiation. In this study we contend that legislators are more accountable individually in candidate-centred electoral systems which impacts a state’s decision to initiate interstate conflict. We test our argument using a time-series cross-sectional analysis of 54 democracies from 1975 to 2001. The results provide strong support for the hypothesis that candidate-centred electoral systems result in less conflict initiation than party-centric systems due to higher levels of individual accountability for legislative members.     

The Effect of Wanted Posters on Prospective and Retrospective Memory

The experiment tested prospective and retrospective memory for a person pictured on a wanted poster. Participants monitored the videotaped activity of a computer lab; one of their duties involved reporting if they saw a computer hacker. Half viewed a wanted poster of the hacker before the monitoring task and half after. For half the participants, the hacker appeared during monitoring and for half not. A diagnosticity ratio comparing the correct prospective memory identifications with false positive identifications showed that a prospective identification was 3.35 times more likely to be accurate than inaccurate. For those viewing the wanted poster after monitoring, the diagnosticity ratio was 1.21. Based on diagnosticity, a prospective identification had more value than a retrospective identification.     

Soviet Transport Trends, 1950–1990

This paper examines links between the Soviet transport sector and other sectors of the economy. In the 1970s, the transport sector was perceived as a bottleneck. As growth slowed in the late 70s, howevar, the transport sector was able to meet the economy's demands. At present, the transportation of oil and gas is placing an increasing burden on the transport sector, but pipelines can absorb the demands, freeing up rail transport capacity for other commodities. The willingness of Soviet officials to make the appropriate administrative reforms, apply new technologies and increase investment in this sector will determine transport's ability to meet future demands. Terrorism,Civil Liberties,and Political Rights: A Cross-National Analysis

This article examines the effect terrorism has on civil liberties and political rights across a wide range of democracies and regions. This study includes an analysis of the influence domestic and international terrorist attacks have on civil liberties and political rights in 48 democratic states from 1971–2007. The results from a time series cross-national analysis reveal that terrorism weakens civil liberties and political rights. However, certain types of democracies are more affected by terrorism than others. These findings have important implications for democracy and counterterrorism strategies in democratic states.     

The Power of Feminist Judgments?

Recent years have seen the advent of two feminist judgment-writing projects, the Women??s Court of Canada, and the Feminist Judgments Project in England. This article analyses these projects in light of Carol Smart??s feminist critique of law and legal reform and her proposed feminist strategies in Feminism and the Power of Law (1989). At the same time, it reflects on Smart??s arguments 20?years after their first publication and considers the extent to which feminist judgment-writing projects may reinforce or trouble her conclusions. It argues that both of these results are discernible??that while some of Smart??s contentions have proved to be unsustainable, others remain salient and have both inspired and hold important cautions for feminist judgment-writing projects.
