Has democracy promoted poverty alleviation and equity‐enhancing reforms in Brazil, a country of striking inequality and destitution? The effects of an open, competitive political system have not been straightforward. Factors that would seem to work toward this goal include the voting power of poor people, the progressive 1988 Constitution, the activism of social movements, and governance since 1995 by presidents affiliated with center‐left and left parties. Yet these factors have been counterbalanced by the strong political influence and lobbying power of organized interests with a stake in preexisting arrangements of social protection and human capital formation. An analysis of four key federal sectors, social security, education, health care, and public assistance, illustrates the challenges for social sector reforms that go beyond raising basic living standards to enhancing socioeconomic inequality. 相似文献

This article invokes game theory to analyze civilian attempts to push back military influence in two countries where the armed forces have enjoyed strikingly dissimilar levels of power and privilege after the transition of democracy: Argentina and Chile. It finds that civilian governments in both countries have managed to make progress in challenging military prerogatives. But they have made relatively more progress in areas unrelated to human rights. While civilians have had to respect military immunity in the human rights sphere, they have anaged to erode other limitations on popular sovereignty that the officer corps imposed as a condition for leaving power. The resulting accommodation I describe reflects the pragmatic approach to politics that civilian and military leaders have assumed in post-authoritarian Latin America. 相似文献

The theoretical linkage of empathy to sexually aggressive and antisocial behavior is reviewed, and assessment conducted on
the role of emotional empathy in the non-sexual delinquent behavior of juvenile sexual offenders. In examination of developmental
antecedents of empathy, self-reported parental attachment and positive fathering experiences were found to be positively associated
with emotional empathy, while reported exposure to violence against females was inversely related. As hypothesized, emotional
empathy was found to have both mediating and moderating influences on risk of engagement in non-sexual delinquency. Emotional
empathy was found to be negatively associated with non-sexual delinquency and to partially mediate the positive influences
of exposure to violence against females and hostile masculinity. Emotional empathy was also found to function as a moderator
of hostile masculinity, with high empathy levels associated with an attenuated positive effect of hostile masculinity on non-sexual
delinquency, and low levels with an accentuated effect. Possible mechanisms for this moderating influence are discussed, along

Many of the expectations and aspirations about the ‘difference’ that women judges would make have proved unrealistic, given the inevitable diversity and often conservatism of women appointed as judges. On the other hand, we might reasonably expect feminist judges to ‘make a difference’. This essay focuses on feminist judges, and seeks to identify what it is that we might reasonably expect of them. This in turn requires consideration of who counts as a feminist judge, what might be included in a feminist approach to judging, and what institutional norms inherent within the judicial role might constrain the adoption of a feminist approach. The study of interstate conflict has yielded a voluminous literature to date, yet much of the recent work has only just begun to underscore the importance of domestic factors in predicting conflict initiation in democracies. In short, some of these studies find that when electoral accountability is greater—measured in a variety of ways—interstate conflict becomes less likely. Despite this burgeoning literature, scholars have spent far less time analysing the role linkage institutions, such as stable party systems, have played in foreign policy discussions. To address this gap, we argue that in more stable party systems conflict initiation becomes less likely due to the greater accountability present in these systems. This conjecture is supported by the results of a time-series cross-sectional analysis of 48 democracies from 1978 to 2000 that uses multiple measures of conflict initiation and party system stability. 相似文献

The current study examines experiences of interpersonal mistreatment in federal litigation among a random sample of 4,608 practicing attorneys. Using both quantitative and qualitative survey data, we documented the nature and interplay of general incivility, gender-related incivility, and unwanted sexual attention. Nearly 75% of female attorneys had experienced some form of this misconduct in the previous five years, compared to half of male attorneys. An in-depth examination of instigators revealed that not only fellow attorneys but also federal judges, court personnel, marshals, and court security officers instigated the inappropriate behavior. We further found that most attorneys responded to this mistreatment with avoidance and denial; few used or trusted existing reporting mechanisms. The current study surpassed simple prevalence estimates to document effects of interpersonal mistreatment on the professional well-being of targeted attorneys. We discuss implications of these results, drawing on theories of social dominance, sex-role spillover, cognitive stress, organizations, and intervention. 相似文献

During the past 15 years social psychological research on justice has evaluated hypotheses about linkages among various personal and institutional attributes and variables like outcome favorability and perceptions of procedural and distributive justice in decision-making contexts. This article reexamines hypotheses and findings about procedural and distributive justice using data from the dispute adjustment process used by a state regulatory agency. This study differs from any previous studies of perceptions of justice in two respects. First, the study employs data about the perceptions ofboth sides of a disputing experience before a public authority. Second, rather than using multiple regression and path analysis as in many past studies, we illustrate the value of hierarchical log-linear analysis as an analytical technique. The data analyzed through loglinear analysis permit us to reconsider previous conclusions about the procedural neutrality and participation in dispute adjustment and the linkage of these concepts to the legitimacy of the political regime. 相似文献
